Shelter Cluster Information Management Technical Officer – NRC Palestine At Norwegian Refugee Council

Role and responsibilities
The purpose of the Information Management, Design & Advocacy Officer position is to ensure the provision of updated daily data to the cluster Information Coordinator and coordination team by analyzing, verifying, and preparing reports that align with the identified needs in the OPT. The officer will also be responsible for designing all cluster-related products — including infographics, dashboards, maps, and visual materials — originated from the Cluster Team, as well as managing the cluster’s social media presence and supporting evidence-based advocacy communications.

Generic responsibilities (max 10)

  1. Day to day following progress in project implementation
  2. Liaison between IM, cluster coordination and communications
  3. Ensure compliance with NRC policies CC tools, handbooks and guidelines
  4. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  5. Promote and share ideas for technical improvement
  6. Prepare periodic progress reports and other documents
  7. Ensure capacity building of partners and transfer key skills
  8. Promote the rights of beneficiaries in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Information Management

  • Develop user-friendly shelter reporting formats with gender disaggregation, complementary to other cluster systems.
  • Collect, collate, and analyze shelter needs and response data across OPT in a timely manner, identifying and reporting gaps.
  • Share information with stakeholders and affected populations in both English and Arabic.
  • Coordinate with OCHA and other cluster IM officers for cross-sectoral analysis; participate in AIM, CWC, and DES working groups.
  • Maintain and regularly update the Shelter Cluster Palestine database and website.
  • Produce regular Fact Sheets and support advocacy with accurate, evidence-based information.

Design & Product Development

  • Design all cluster visual products — infographics, sitreps, factsheets, dashboards, and presentations — using Adobe Illustrator, Photoshop, and PowerPoint.
  • Build and maintain Power BI dashboards to visualize shelter response data and support decision-making.
  • Produce maps and spatial analyses using ArcGIS to illustrate shelter needs, coverage, and gaps.
  • Maintain a library of templates ensuring consistent, accessible outputs in English and Arabic.

Social Media & Advocacy

  • Translate data and evidence into compelling advocacy narratives — key messages, briefing notes, and visual summaries — for donors and policymakers.
  • Monitor social media engagement and report on performance to guide communication strategy.
  • Coordinate messaging with NRC communications teams, OCHA, and partners to amplify advocacy campaigns.
  • Produce donor-facing materials and impact stories; support rapid communications during acute crisis phases.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: SC Coordinators
  • Area operations: Cluster partners, OCHA Information Management Team
  • Staff capacity building: Local authorities, cluster partners
  • Implementation: UN agencies, INGOs, local NGOs, civil society, governmental bodies

Qualifications

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Generic professional competencies for this position:

  • University/college degree in Computer Sciences, Communications, Graphic Design, Geography, or a related field.
  • At least 3 years of experience in information management, data analysis, and reporting in a humanitarian or development context.
  • Proficiency in Adobe Illustrator for creating vector graphics, infographics, and print-ready design products.
  • Proficiency in Adobe Photoshop for photo editing, layout design, and digital visual content creation.
  • Strong experience in data visualization, particularly with Power BI — including building interactive dashboards, custom visuals, and DAX queries.
  • Good knowledge of ArcGIS for producing maps, conducting spatial analysis, and managing geographic data layers.
  • Advanced proficiency in Microsoft PowerPoint for designing professional presentations and slide decks for cluster coordination.
  • Intermediate-level expertise in factsheet or report design.
  • Good knowledge with coordination and advocacy work, including producing advocacy materials and key messages for humanitarian audiences.
  • Experience managing or contributing to cluster social media accounts, with an understanding of platform-specific best practices.
  • Ability to craft clear, compelling narratives from complex data for diverse audiences including donors, media, and the public.
  • Database management skills (e.g., Excel).
  • understanding of complex emergencies and crisis contexts.
  • Intermediate level in English, both written and verbal.

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the context in Palestine
  • Knowledge of the local language (Arabic)
