Deputy Director, RSC Asia Bangladesh At International Rescue Committee

The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States.

Purpose of the Role

The RSC Asia Deputy Director (DD) is a senior managerial position responsible for the day-to-day oversight of all program and operational functions of the RSC Asia’s sub-office in Bangladesh. The DD reports to the RSC Asia Director and directly supervises the RSC Asia’s Bangladesh management team. The Deputy Director serves as the point of contact for USRAP partners in Bangladesh and plays a key role in RSC Asia’s strategic planning.

Highlights of Key Responsibilities

Program Quality and Delivery

• Ensure that fiscal year processing targets for Bangladesh, including prescreening and presentations to United States Citizenship and Immigration Services (USCIS), are met.

• Oversee all processing functions of RSC Asia in Bangladesh.

• Develop and monitor the RSC Asia’s Bangladesh project budget in coordination with the IRC Finance department and the RSC Asia Director.

• Promote a team approach and positive learning environment utilizing RSC Asia, IRC headquarters, program and operations staff, and other partners to continually enhance the quality of refugee processing and cultural orientation delivery.

• Consult with and make recommendations to the RSC Asia Director on processing issues such as pipeline management and planning.

• Report to the RSC Asia Director in a timely and thorough way on all programmatic/staff problems, donor/government issues, or any other information of concern to the IRC.

Key Partners & Donor Relations

• Ensure that monthly programmatic, statistical, and financial information for RSC Asia’s Bangladesh office is provided to the RSC Asia Director for preparation and submission to IRC New York, PRM, USCIS, the US Embassy in Dhaka, and US-based resettlement agencies.

• Maintain excellent strategic relationships with USRAP program partners in Bangladesh, including USCIS, UNHCR, and IOM.

• Represent RSC Asia to the refugee community through Information Campaign activities and attendance at regular Community-Based Organizations (CBO) meetings.

• Take the lead on visitor management activities, in cooperation with the RSC Asia Director, including developing itineraries, briefing books, scheduling, and presentations.

Human Resource Management, Staff Development & Retention

• Lead a cohesive senior management team, with regular meetings, clear roles and authorities, and an inclusive approach.

• Oversee management of RSC Asia’s national and international staff in Bangladesh to ensure an efficient, cooperative, and quality-conscious workforce capable of meeting emerging programmatic challenges.

• Develop a positive work environment for all staff supported by a professional-level human resource management function.

• Support and hold management staff accountable for providing staff development opportunities and planning

• Review, in coordination with RSC Asia’s leadership team, yearly work and performance plans to ensure long-term and short-term priorities are on track and aligned with grant objectives. Provide performance feedback on a timely and regular basis.

• Ensure that RSC Asia in Bangladesh is within employee and employer compliance as required by IRC Human Resources Policies, and report problems or issues immediately to RSC Asia Director.

Security & Operations Management

• Promote coordination and teamwork between program and operations staff to ensure quality program delivery.

• Working with RSC Asia Director and management team to ensure the implementation and monitoring of financial and operational policy and procedures to ensure constant compliance with IRC and donor policies.

• In coordination with the Senior Regional Safety and Security Advisor ensure that the security management plan for the country is updated and ensure the consistent monitoring and analysis of the security environment and adherence by all staff to the IRC security protocols and procedures.

• Ensure that IT infrastructure supports RSC programmatic needs, including START.

Other

• Consistently and dedicatedly monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.

• Other duties as assigned by the supervisor to enable and develop IRC programs.

Experience and Competencies: Knowledge, Skills & Abilities

Citizenship

• Due to donor-related requirements regarding DNA collection and prescreen activity with specific high-profile caseloads, US Citizenship is required. US citizens with the lived experience of being a refugee are encouraged to apply.

Requirements

• Bachelor’s Degree (candidates with master’s degree will be preferred): Business administration, management, or other relevant subject area or equivalent demonstrable experience in relevant fields. Certification in Leadership and Project Management will be an added advantage.

• Ten years of professional experience including 5 years at operation leadership level with demonstrated leadership and management experience.

• USRAP experience required; Resettlement Support Center experience strongly preferred.

• Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop gender balanced, harmonious and high-performing teams.

• Candidates with relevant international experience will be highly preferred.

• Ability to think strategically and provide strategic leadership to diverse teams, prioritize, and meet deadlines in challenging environment; must be culturally sensitive.

• Strong diplomacy skills with ability to be flexible to changing needs, manage stress and maintain good collaboration with partners, donors and other peers in a critical environment.

• Strong communication skills both written and verbal; excellent presentation and report-writing skills; able to convey information effectively to colleagues and partners in a cross-cultural environment.

• Can set appropriate priorities and deal effectively with numerous simultaneous requirements with flexibility and adaptability.

• Ability to carry out responsibilities independently with minimal technical support.

• Able to manage complex safety and security situations appropriately.

• Fluency in both written and spoken English.

Working Environment

The position is currently based in Cox’s Bazar. The position requires both domestic and international travel to support delivery of USRAP processing within Bangladesh. A valid passport and the ability to acquire US and other visas, as necessary, is a requirement
