Mission
Within the Humanitarian Access and Security Unit (HASU), the Operational Information Assistant contributes to the management, organization, and enhancement of information produced by the unit. They support the structuring of documentary resources, the dissemination of knowledge, and the capitalization of experiences to strengthen the accessibility, traceability, and security of information in support of operations.
The position contributes to the development of a sustainable operational memory and to the improvement of information management practices in the areas of contextual analysis, humanitarian access and security.
Main activities
General context
Following a reorganization in 2025, the Humanitarian Access and Security Unit (HASU) combines the Analysis Unit (formerly the TAC Unit) and the Security Unit. Operating under the Directorate of Operations, its mandate is to strengthen MSF’s capacity to analyze, anticipate, and manage humanitarian access and security challenges, particularly in contexts of armed conflict, violence, and restricted access.
Its areas of action therefore cover:
- Political, security and contextual analysis;
- Humanitarian engagement and dialogue;
- Support for risk and crisis management;
- The development and capitalization of security tools and practices;
- Capacity building for field and headquarters teams.
Within this framework, the unit produces extensive documentation for knowledge sharing and analysis, sometimes of a sensitive nature. The management, structuring, archiving, and dissemination of this output require dedicated support to ensure consistency, security, and accessibility for operational managers.
It is in this context that we are recruiting an Operational Information Assistant
General objective of the position
- To provide support for the implementation of the management, organization, security and dissemination of information produced by HASU, in a logic of capitalization, cross-functionality and support for operations.
Main responsibilities : formalizing the unit’s operational information
- Write, format and share meeting minutes.
- Organize the management of briefings and debriefings for international staff departing from or returning to field missions.
Information management, organization and structuring
- Participate in the assessment of information management within the team
- Assist in setting up a centralized and structured document system (in close collaboration with the Sharek/SharePoint team), enabling the storage, search and updating of documents produced by the unit (analyses, guidelines, tools, reports, etc.).
- Strengthen traceability and documentary consistency of the activities of the two HASU hubs: Analysis & Security.
- Participate in documentary and strategic monitoring as well as updating of reference materials in close collaboration with the OCP Documentation Centre in Paris.
Support for dissemination and internal communication
- Participate in the regular and targeted dissemination of key information to the relevant cells, missions and departments.
- Build and update the communication pages of the HASU Share Point space.
- Participate in the development of internal communication materials: newsletters, summaries, distribution notes, information points, or presentations during workshops and seminars.
Capitalization and operational memory
- Supporting the capitalization of the unit’s experiences: task forces, engagement, advocacy, networking
- Support the review of critical incidents, in conjunction with the Security Officer and his team.
- Participate in the updating and monitoring of tools: SINDY, security guidelines, logbook, contact list, contact matrix, stakeholder mapping.
Support for the organization of unit events
- To provide support for the organization of events for the unit and more broadly for the Operations Department: conferences, seminars, working meetings, training sessions.
Support for interdisciplinary functioning
- Participate in facilitating the coordination of documentation with other departments involved in risk management (HR, safeguarding, IT, Logistics, Medical, Data Protection).
- Participate in the implementation of MSF standards in terms of information security, confidentiality and data protection.
Workplace relationships
Internal :
- Member of the HASU unit.
- Technical coordination with the IKM team and the Operational Information Manager.
- Regular interaction with: Cells, GIS unit, L&D, Log, Com, IT, SIMM, Sharek, ISA
External:
- Contacts with units and departments of other MSF sections for sharing and capitalization.
- Occasional exchanges with external partners (researchers, NGOs, think tanks, consultants).
Desired profile
Formation :
- Master’s degree in law, social sciences, political science, international relations, or equivalent.
- Additional training in computer science, data management, knowledge management, GIS or information security is appreciated.
Technical skills
- Proficiency in collaborative and document management tools: SharePoint, Teams, OneDrive, databases, etc.
- Excellent structuring, synthesis and writing skills.
- Good understanding of the principles of confidentiality, data protection and management of sensitive information.
- Knowledge of cartography, GIS, and graphic design is a plus.

LANGUAGES :
- French and English (spoken and written).
Status and conditions
- 12-month work-study contract (apprenticeship or professional training depending on profile).
- Position based in Paris.
- Please attach school schedules to the application.
- Remuneration from 43% to 100% of the minimum wage depending on age and level of education.
- Supplementary health insurance fully covered by MSF.
- Meal vouchers with a face value of €12 (60% covered by MSF).
- Coverage of 50% of public transport subscription (weekly, monthly or annual) or bicycle mileage allowance (€0.25 per km, limited to €450 per year).
