Background

horizont3000 is an Austrian non-governmental organisation working in sustainable development cooperation. Based in Vienna, with offices in the four focus areas East Africa, Central America, Senegal and Mozambique, we are backed by eleven Austrian Catholic grassroots organisations.

We support partner organisations (POs) and locally-led initiatives through co-financing based on grant schemes, medium to long-term advisory services and knowledge management to facilitate learning and sharing processes. Our projects and programmes are embedded in two main sectors, Human Rights & Civil Society and Sustainable Livelihoods, with a focus on Gender Equality, Climate Action and Policy Dialogue.

We work with communities who have been marginalised in claiming their rights and leading self-determined lives, foremost with smallholder farmers, disadvantaged women, children and youth, women’s and human rights groups as well as indigenous people.

The know-how3000 (kh3000) programme intervention is implemented by horizont3000 and its regional and country offices. It is part of the Austrian Development (ADA) framework programme 2023-2026 “Gender Equality 4 Sustainable Development.”

The ongoing horizont3000 ADA framework programme 2023-2026 is committed to proactively pursuing the goal of gender equality. Therefore, it is key to hold a training ondocumenting stories of change to capture, and communicate the project’s most significant results, lessons, and impact, but also demonstrate the project’s contribution to gender equality, women’s empowerment, and positive social change in communities.

horizont3000 therefore seeks a qualified consultant to deliver a comprehensive online training session covering these three areas, followed by individual feedback and a follow-up session for additional guidance.

Objective of the Consultancy

The objective of this consultancy is to equip partner organizations with practical skills in:

  • Identifying, collecting, and documenting credible Stories of Change that demonstrate the outcomes and impact of the project on project participants and communities with a focus on stories of women’s empowerment, strengthening gender equality or engaging men and boys.
  • Conducting interviews, gathering evidence, and validating change stories using ethical and participatory approaches.
  • Writing and communicating compelling gender-responsive Stories of Change for organizational learning, advocacy, donor reporting, and knowledge sharing.

The consultant will deliver:

  • A 4-hour virtual training session covering topics named in the objectives and including practical exercises.
  • Individual feedback on stories drafted by the participants (1 story each for the expected 16 participating Partner Organizations (Pos))
  • A 2.5-hour follow-up session dedicated to providing further technical support based on the received stories.

Scope of Work

Under the supervision of the horizont3000 East Africa Gender Focal Point, the incumbent will be responsible for the following tasks:

  • Develop and share training methodology being cognisant of POs needs and expectations.
  • Prepare learning materials, practical exercises, and real-life case studies to ensure the content is relevant to the needs of the participants.
  • Customize content to reflect the NGO sector and the specific challenges faced by partner organizations in East Africa.
  • Provide technical support and practical recommendations to partner organizations (POs) during the workshop as well as feedback on stories drafted by the participants
  • Generate a training report including annex using the horizont3000 reporting template
  • Provide additional resources, including templates, guides, and best practices for documenting stories of change.

Expected deliverables

Expected outputs under this consultancy are as follows:

  1. Workshop design and substantial training materials such as PowerPoint presentations, handouts, etc.
  2. Facilitation of the 4-hour training as well as the 2.5-hour follow-up session, including review and feedback on assignments and group tasks.
  3. Workshop report including post- evaluations, learning and recommendations by latest two weeks after the follow-up session
  4. Recordings of the training and follow-up sessions (to be uploaded on MS Teams and other shared platforms).

Duration and Timeline

The consultancy will be conducted as follows;

  1. An inception meeting to discuss the training methodology and material
    1. A 4-hours online training session on Tuesday 28th July,2026
    2. A 2.5-hours follow-up session scheduled for 6th August 2026.

Budget

The consultant should propose a budget that covers their fees (based on an hourly or daily rate), communication costs, taxes, and any other relevant expenses. The budget should be submitted along with the technical proposal. The total budget for the scope of work outlined under 3.) should not exceed 6,000,000 Uganda Shillings including taxes.

Required Qualifications

The consultant should meet the following qualifications:

  • Expertise in documentation, storytelling and communication strategies for NGOs.
  • Demonstrated experience in developing and delivering gender trainings preferably in East Africa.
  • Experience facilitating online training and coaching for diverse audiences, particularly in the NGO or non-profit sector.
  • Strong communication skills and the ability to simplify complex concepts for non-technical audiences.
  • Familiarity with virtual training platforms, including Zoom, MS Teams, and others.
  • Excellent command of English, working proficiency in spoken Kiswahili.
  • Previous experience working with NGOs or similar organizations is an added advantage.

  • A sample of previous work or a portfolio demonstrating expertise in gender sensitive documentation and communication.
  • A list of references attesting to the consultant’s experience and performance.

Evaluation Criteria

Applications will be evaluated based on the following criteria:

  • Technical proposal (40%)
  • Financial proposal (30%)
  • Qualifications and experience (20%)
  • Sample of previous work or portfolio (10%)

The successful candidates will be notified and invited for an online discussion on 16thJuly, 2026, and will be required to sign a contract with horizont3000 before commencing the assignment.
