ASSISTANT COUNTRY DIRECTOR, PROGRAMS – STC At CARE USA

CARE Palestine has been implementing its triple Nexus program for the past five years in West Bank and Gaza. While the program has achieved some successes, there is the need to reassess programme &_ partnerships. Additionally, there have been changes in the socio-economic & political landscape of the country which could affect the program’s effectiveness in the long term. Considering this, CARE Palestine is carrying out program review & strategy development for the next period of 5 years. Program strategy is aimed to identify future programmatic directions, goals, objectives, action plan and program quality, monitoring & evaluation system that can capture innovation, learning, and impact at scale.
The Assistant Country Director (ACD), Programs will conduct a comprehensive review of the current program & partnerships to identify strengths, weaknesses, opportunities and threats – to create program strategy to evolve CARE’s presence.

Responsibilities:

  1. Programs evaluation
    • Use the Prog. Quality & Accountability tool to review of the current program to identify strengths, weaknesses, opportunities and threats.
    • Conduct a literature review of relevant documents, including program strategy, projects and their reports, learning products and briefs.
    • Develop a detailed methodology for the program and partnership review.
  2. CO Program strategy
    • A detailed combined program and partnership review report that includes findings and recommendations.
    • A new program strategy document that aligns with CARE’s mission and goals and considers the findings from the program review.
    • A presentation to the organization’s leadership team on the program review findings and the new program strategy.
    • A list of actionable recommendations to improve program implementation, monitoring, and evaluation.
  3. Partnership Strategy
    • Meet with a range of stakeholders to assess CARE’s current position in Palestine with specific attention to partnerships and networks of aid, development and rights-based actors.
    • Identify potential partnerships and networks to support the implementation of the new program strategy (Humanitarian, nexus and rights-based programming and advocacy).
  4. Present findings and recommendations to CARE Stake holders
    • A presentation to the organization’s leadership team on the program review findings and the new program strategy.
    • A list of actionable recommendations to improve program implementation, monitoring, and evaluation.
    • Potential internal and external partnerships and funding opportunities to support the implementation of the new program strategy.

Qualifications:

  • College Degree, previous CARE programming experience. Project Management
  • 7 years Humanitarian programs in High Risk countries.
  • 10 years INGO experience, Quality & Accountability tool exp. MEAL, Strategy planning, Communication skills verbal and written, presentation skills triple Nexus programs.
