Democracy and Transparency: Empowering Civic Engagement and Media Freedom Project
Norwegian People’s Aid (NPA) invites qualified consulting firms and individual consultants to submit technical and financial proposals for conducting the End-Term Evaluation of the project:
“Democracy and Transparency: Empowering Civic Engagement and Media Freedom”
The project is funded by the European Union and implemented by Norwegian People’s Aid together with local partner organisations and networks in Iraq. The intervention runs from 1 September 2024 to 31 August 2026 and aims to strengthen political participation, electoral integrity, media freedom, civic engagement, and inclusive democratic processes across Iraq.

Background
Norwegian People’s Aid (NPA) has been present in Iraq since 1995 and works to support democratic development, human rights, accountability, and civic participation. Through its Civil Society Partnership Programme, NPA strengthens the capacities of local civil society actors and networks to protect citizens’ interests and promote accountable governance.
The project seeks to contribute to:
- Improved electoral operational efficiency, integrity, and inclusiveness.
- Increased participation of women, youth, and persons with disabilities.
- Strengthened voter awareness and civic engagement.
- Enhanced media reporting and access to information.
- Increased advocacy to prevent conflict, disinformation, and electoral violence.
- Stronger democratic processes and political participation throughout Iraq.
Purpose of the Evaluation
The evaluation aims to assess the extent to which the project has achieved its intended outcomes and to generate lessons learned and recommendations for future programming.
The assessment will focus on:
- Relevance and coherence.
- Effectiveness.
- Efficiency.
- Impact.
- Sustainability.
- NPA’s partnership modality.
- European Union added value.
The evaluation will follow OECD-DAC evaluation criteria and apply participatory and mixed-method approaches.
Scope of Work
The selected consultant or consultancy firm will:
- Conduct a desk review of programme documents and relevant literature.
- Develop an inception report and evaluation methodology.
- Undertake field visits and consultations with stakeholders.
- Collect and analyse quantitative and qualitative data.
- Assess project performance and contribution to democratic processes.
- Produce draft and final evaluation reports.
- Deliver a presentation of key findings and recommendations.
The evaluation is expected to be completed by September 2026. Deliverables include an inception report, draft report, final report, and presentation.
Required Qualifications
Interested consultants/firms should demonstrate:
- Proven experience conducting evaluations of development, governance, democracy, human rights, or civil society programmes.
- Strong knowledge of OECD-DAC evaluation criteria and mixed-method approaches.
- Experience working in the MENA region; experience in Iraq is highly desirable.
- Experience with EU-funded programmes and international donors.
- Excellent analytical and report-writing skills.
- Postgraduate qualifications in development studies, human rights, political studies, or related disciplines.
- Fluency in English; Arabic language skills are considered an advantage.
Proposal Submission
Interested consultants and firms are requested to submit:
Technical Proposal
Including:
- Understanding of the assignment.
- Proposed methodology and implementation plan.
- Work schedule and timeline.
- Team composition and CVs.
- Previous relevant experience and references.
Financial Proposal
Including:
- Detailed budget in Euro.
- Breakdown of professional fees and associated costs.
- Travel and accommodation costs (to be included by the consultant, as these will not be covered separately by NPA).
Evaluation Criteria
Applications will be assessed based on:
- Understanding of the assignment – 5%
- Quality of methodology and implementation plan – 5%
- Workplan and timeframe – 5%
- Proposed team and qualifications – 35%
- Organisational experience and resources – 30%
- Financial proposal – 20%
