The LOGISTICS COORDINATOR will:

  • Contribute to the mission strategy definition, and plan, implement and monitor all the logistical and procurement tasks
  • Build good and trust-based relations with service providers and represent the organization in its relationships with them.
  • Support the CD on logistics related strategic planning and budgeting .

Key activities in your role will include

Internal coordination of the mission’s logistics team:

  • Sharing of workload and resources. Assessment of resources necessary for the correct implementation of activities.
  • Management and monitoring of the logistical team being set up.
  • Support for the standardization of procedures and formats. ?Dissemination and implementation of Action Against Hunger logistics procedures (Kit Log V3.6).
  • Ensuring compliance with the Code of Conduct, the Charter of Principles and General Procurement Conditions. Participation in the elaboration of proposals and reports to donors:
  • Ensure that proposals are in line with the logistics strategy and that they consider the logistical needs and support costs of the mission.
  • Develop, update and disseminate the procurement plan as an element of the proposal.
  • Participate in the preparation of reports to donors, including logistical aspects according to their policy (equipment, storage, fleet management, etc.)
  • Supervise the supply chain:
  • Implement and monitor supply chain management tools.
  • Ensuring coordination with the departments involved in the supply chain ?Oversee the elaboration of the procurement plans for all projects
  • Elaborate the mission’s supply plan
  • Ensure compliance with internal and external logistical processes
  • Implement anti-fraud policy and internal control mechanisms Budgeting
  • Identifies logistical needs for inclusion in the annual budget
  • Participates in the preparation of budgets sent to donors
  • Validate monthly budget forecasts at the grassroots level Reporting and information management: ?Monitor and analyse logistical costs of the mission.
  • Consolidate and analyse base reports, in case new bases are opened.
  • Optimize the use of resources and identify new needs.
  • Implement the organization’s archiving policy.
  • Coordinate donor and/or audit responses at mission level.
  • Ensure compilation and submission of monthly reports to HQ. Communication management:
  • Implement the organization’s communication systems
  • Implement the organization’s ICT policy at mission level. Team management:
  • Implement the organization’s equipment management policy in the mission.
  • Ensure the adequacy of equipment to user needs
  • Ensure efficient use of resources within the mission
  • Ensure compliance with donor standards at the end of the project. Fleet management:
  • Plan the mission’s movements efficiently.
  • Elaborate and disseminate vehicle use policy
  • Elaborate vehicle maintenance plan Elaborate vehicle fleet renewal strategy
  • Develop the mission’s logistics strategy (purchasing, transportation, storage, vehicle fleet, etc.)
  • Provide logistical information to other departments for the definition of the country strategy.
  • Develop in a timely and qualitative manner the logistical part of the programmatic project submissions and donor reports.

Do you meet the profile required criteria?

  • Higher education in management, economics, or any related field.
  • Profound knowledge of donor guidelines.
  • Knowledge of ACF desirable (organization, mandate, strategy, procedures).
  • Minimum 3 years previous experience in Logistics / procurement management and at least 2 years in the humanitarian sector.
  • Practical experience in the field of supply chain management, fleet / transport and asset management
  • International experience. Demonstrated capacity to work in multicultural environments.
  • Good communication skills.
  • Proven team-work experience and of coordination of staff under supervision.
  • Business fluency of English language. Romanian / Russian are advantageous

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: Long Term
  • Base: Chisinau (Moldova). National and international mobility may be needed.
  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.

This packaged includes:

  • Non-accompanied position.
  • Expatriate insurance (health, live, repatriation, travel, etc.)
  • Break flights/trips to defined area: (break per diem: 215 EUR)
  • Yearly holiday return flight ticket
  • Accommodation and housing expenses (in shared guest house)
  • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
