History of the organization
The Wildlife Conservation Society (WCS) is a private, non-profit, tax-exempt American organization, established in 1895, that saves wildlife and natural habitats, addresses critical problems, applies scientific solutions, and implements conservation actions that benefit both nature and humanity. With over a century of experience, long-term commitments to dozens of landscapes, a presence in more than 60 countries, and experience in establishing over 150 protected areas worldwide, WCS has accumulated the biological knowledge, cultural understanding, and partnerships necessary to ensure that wild places and wildlife thrive alongside local communities.
The Sudan-Sahel region, which includes Chad, presents unparalleled opportunities for WCS to play a direct role in safeguarding some of the planet’s remaining untouched natural relics and to contribute significantly to the safety of people and wildlife.
The WCS Chad program (established in May 2021) is responsible for the representation, management and administration of all WCS initiatives and activities in Chad, as well as the proper coordination of cross-border actions.
WCS has a long history of involvement in conservation in Chad dating back to 2005. This includes aerial surveys of semi-arid areas, aerial inventories and support for elephant protection in Zakouma Park from 2006-2012, technical expertise contributions to the development of Chad’s National Elephant Action Plan (NEAP) in 2014, aerial wildlife counts in 2015, and an engagement in supporting the Government of Chad in the management of Sena-Oura National Park (PNSO) as part of a cross-border initiative alongside Bouba-Njidda National Park (PNBN) in Cameroon from 2016 to the present. Since February 2022, WCS Chad has been implementing a program focused on improving access to pastoral services and agropastoral structures for rational management of natural resources in Chad with interregional collaboration in CAR and Cameroon.
WCS Pala Program Overview
Since 2016, WCS has been implementing the Support Project for the Yamoussa BSB Transboundary Protected Areas Complex and its surrounding zones, thanks to funding from KfW through COMIFAC. This transboundary project links Cameroon and Chad, integrating:
- The Bouba Ndjidda National Park (PNBN) in Cameroon (220,000 hectares) and its seven hunting zones (500,000 hectares),
- Le Parc National de Sena Oura (PNSO) au Tchad (73 000 hectares).
Starting in 2024, WCS launched the PAIRAIC program in Mayo Kebbi West, whose main objectives are:
- Securing transhumance corridors,
- The protection of Sena Oura Park against grazing.
This program has enabled the deployment of Tangos/ART and information agents/ARTCT along transhumance corridors and around the PNSO. Their mission is to raise awareness among transhumant herders and collect information on herd movements.
In addition, funding from the Walton Foundation (2024-2025) strengthened the actions carried out at PNSO by supporting riverside communities in the sustainable management of natural resources.
Job Summary
As part of its ecosystem restoration, biodiversity conservation and wildlife protection activities in Sena Oura National Park, Wildlife Conservation Society conducts field operations requiring rigorous logistical coordination adapted to the realities of rural and protected areas.
Under the direct supervision of the WCS Pala office manager, the logistics coordinator ensures the planning, organization and control of logistics operations to guarantee the continuity of conservation activities and effective support to field teams.
Tasks and responsibilities:
Main mission:
- Ensure the implementation of logistical and supply policies, procedures and tools to ensure accountability to donors, transparency and the absence of conflicts of interest, and the optimization of human and material resources.
- Participate in the preparation, planning and implementation of program activities to ensure timely delivery to beneficiaries.
- Monitor logistical activities at the mission level to ensure the smooth running of projects, and to be able to detect any problems and/or risks to the organization and thus react in time.
- Ensure the implementation of security measures and support program managers and the Base Manager in managing security aspects.
- To actively participate in the development, revision and budgetary monitoring of programs.
- Managing logistics staff: training, supervision, technical support, evaluation
- Strengthen the capacity of teams in the country with the implementation of procedure manuals.
- Participates in the development and/or revision of the contingency plan
- Participate and collaborate actively in the Logistics cluster, with other NGOs, local partners and local and national authorities.
1. Logistics planning and coordination
- Plan and coordinate logistical operations related to field activities.
- Organize the transport of personnel, equipment and supplies.
- To provide effective logistical support to field missions and conservation operations.
2. Supply and purchasing management
- Supervise the purchasing processes in accordance with internal procedures and donor requirements.
- Monitor suppliers and logistics contracts.
- Ensure the availability of goods and services necessary for operations.
3. Inventory and Equipment Management
- Supervise stores, stocks and inventories.
- Ensure the monitoring of the entry and exit of equipment and consumables.
- Implement effective inventory management systems.
4. Fleet Management
- Supervise the management of vehicles, motorcycles and rolling stock.
- To perform preventive and corrective maintenance on vehicles.
- Control fuel consumption and fleet movements.
5. Operational Infrastructure Management
- Supervise the maintenance of the program’s operational bases and infrastructure.
- Ensure the proper functioning of logistical and technical facilities.
6. Support for operational security
- Participate in the implementation of security procedures related to field travel.
- To ensure the logistical follow-up of staff movements.
- Identify logistical risks and propose corrective measures.
7. Document management and reporting
- Produce periodic logistics reports.
- Ensure the logistics databases are kept up to date.
- Document the incidents and logistical challenges encountered.
Qualifications and experience required
Formation
- University or advanced technical degree in:
- Logistics
- Supply chain management
- Operations Management
Experience
- Minimum 5 years of experience in logistics management, ideally with an international NGO.
- Experience in managing field operations in remote areas.
- Experience in fleet management, inventory and supply.
- Experience in environmental or conservation projects is an asset.
