The Role
The Business Development Manager will support the Country Director and other country program staff to generate Oxfam income and partnerships at country levels in order to resource the OPT Country Operating Strategy .
Business Development Manager will be responsible for developing and implementing resource mobilisation strategies, for developing a up to date business strategy in order to forgo strategic partnerships between Oxfam and institutional donors, and identifying and developing new funding opportunities.
The post holder will be expected to work across the confederation in achieving the country funding strategy and be the primary link for accessing technical fundraising assistance and support from the confederation’s fundraising architecture. The post holder will support the program teams to deliver effectively and in a timely manner against donor expectations by facilitating and ensuring timely and quality, financial and programme reporting to donors.
The role will be part of the OPT country senior management team.

We are looking for someone who has:
- At least 7 years experience in planning for, securing and managing funds from institutional donors such as, ECHO, BMZ, AICS, EU and UN agencies for an international agency like Oxfam.
- Proven ability to identify new business opportunities and partnerships.
- Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors .
- Strong networking, representational and negotiation skills.
- Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilise talent and expertise of team members to achieve objectives .
- Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment Superior verbal and written communications skills in English with ability to analyse and synthesise complex issue.
- Excellent computer skills, including various office applications and internet navigation.
- Experience of capacity building, preferably in funding, including coaching and delivering training at individual and group level , of staff and partners .
- Strong numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports, and support the financial management / monitoring.
- Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines m across multiple time-zones.
Desirable
- Ability to adapt to working in a challenging environment, in potentially insecure locations.
- Understanding of and commitment to mainstreaming crosscutting issues in emergencies, such as gender/protection, with demonstrable experience of supporting others to mainstream gender into programmes under development.
- Ability to travel to Gaza office on regular basis.

What we offer
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Basic salary starts as 203,812 ILS gross per annum, for a 40-hour contract. Salary offered will be subject to funding available and competences.
