How can you make a difference? Key functions / Responsibilities

The Telecommunications Assistant is responsible for ensuring the availability of emergency internet connectivity, the operation of computer equipment (tablets, laptops) and the necessary electrical backup in the field during the registration and distribution days of the Cash Transfer program, ensuring that the digital payment platforms operate continuously, quickly and securely in the areas affected by the earthquake.

He/She will be in charge of:

  • Transport, install and align portable satellite internet equipment (e.g. Starlink antennas, mobile routers or satellite modems) at money distribution points or temporary shelters before starting the workdays.
  • Ensure that the emergency Wi-Fi network meets security parameters and identify the best location on the ground to optimize the signal on the humanitarian team’s devices.
  • Operate and maintain portable power systems (small power plants, inverters, battery banks or portable solar panels) essential to keep connectivity equipment, laptops and recording tablets powered in areas without commercial electricity service.
  • Monitor fuel and battery charging cycles to avoid disruptions during payment processes to beneficiaries.
  • Prepare, load and update daily the mobile devices (project tablets or phones) with the applications for data collection and beneficiary verification.
  • Provide immediate on-site technical support if there are problems with passwords, database synchronization, or system transfer locks.
  • Maintain inventory control, cleanliness and secure storage of all the technology kit for the Cash program (antennas, cables, power strips, tablets, laptops).
  • Support the Cash Officer in the logistical organization of the flow of people at the digital verification tables.
  • Promote the application of the Fundamental Principles of the Red Cross and Red Crescent in all activities in the area.
  • Perform other tasks assigned by your immediate superiors to ensure the fulfillment of organizational objectives.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in telecommunications engineering or related field.
  • Excellent communication and teamwork skills.
  • Ability to prepare technical and operational reports.
  • Fluency in Spanish. Basic knowledge of English is desirable.
  • Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
  • High sense of responsibility, professional ethics and confidentiality.
