How can you make a difference? Key functions / Responsibilities
The Cash Officer is responsible for planning, implementing, and overseeing all activities of the project’s cash transfer and voucher (CVA) assistance program. Their role is to ensure that eligible families affected by the earthquake receive timely, secure, and transparent financial assistance, coordinating with financial service providers (banks, digital platforms, or money transfer companies) and adhering to humanitarian and accountability standards.
He/She will be in charge of:
- Conduct rapid market assessments in the affected areas (Caracas, La Guaira, Yaracuy) to verify the availability of essential commercial products and the stability of post-earthquake prices.
- Evaluate the feasibility of local financial mechanisms (availability of points of sale, cash, mobile banking or foreign currency/bolivar transfers) to choose the safest delivery method for beneficiaries.
- Design and supervise the process of targeting and registering beneficiaries of the Cash component , applying strict criteria of socioeconomic vulnerability and impact from the earthquake.
- Cross-reference and clean the databases in coordination with the MI Officer to avoid duplications and ensure the transparency of the process.
- Coordinate directly with selected financial service providers (banks, remittance companies, or digital wallets) for the secure disbursement of funds.
- Organize and lead orientation points and delivery days for cards, codes or financial incentives, ensuring that beneficiaries (especially older adults or people with a digital divide) understand how to withdraw and use the aid.
- Establish clear channels for the complaints, claims and feedback (MQR) mechanism specific to problems with payments or transfers.
- Maintain rigorous administrative control of bank reconciliations and fund withdrawal reports, ensuring that every dollar or bolivar delivered is fully justified for audits.
- Collaborate in Post-Distribution Monitoring (PDM) to assess how families spent the money they received and measure the impact of the assistance on their recovery.

Caracas, with availability to travel nationwide.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in Economics, Business Administration, Public Accounting, Industrial Engineering, Social Sciences or related fields with specific training in Cash-Based Assistance (CVA).
- Minimum of three years of direct experience in the implementation of Cash Transfer programs with international NGOs, UN agencies or components of the Red Cross Movement.
- Handling the CalP Network (Cash Learning Partnership) guidelines or Red Cross Movement CVA tools.
- Advanced Excel and database management skills for handling large amounts of beneficiary information.
- Knowledge of the financial and telecommunications regulatory framework in Venezuela
- Excellent communication and teamwork skills.
- Ability to prepare technical and operational reports.
- Fluency in Spanish. Basic knowledge of English is desirable.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
- High sense of responsibility, professional ethics and confidentiality.
