Assignment :

The National Partner Support Project Officer contributes to strengthening the Monitoring, Evaluation, Accountability, and Learning (MEAL) and project management capacities of partners at the national level through the creation of tools, training, and methodological support. They also ensure the implementation of the support strategy for the mission’s operational partners.
More specifically, your responsibilities will include:
Finalizing, improving, updating, and disseminating a MEAL and project management Toolkit in conjunction with the MEAL Coordinator; contributing to ongoing consultations with ACF partners to gather and analyze their support and capacity-building needs;
contributing to the evolution and development of tools based on partner needs and feedback;
promoting and deploying the Toolkit in collaboration with your supervisor through the development of dissemination materials and active participation in coordination forums;
and developing and implementing training programs related to the Toolkit.
In conjunction with the SERA Coordinator, develop training modules and materials related to the themes covered by the BaO and adapted to the needs of partners.
Conduct training sessions remotely or on-site as needed.
Evaluate the training and tools developed through the analysis of satisfaction questionnaires to measure their impact and adapt them as necessary. Provide support to partners on issues of national scope and in territories outside regional offices.
Develop support protocols, tools, diagnostic methodologies, monitoring and evaluation methods, and project engineering methodologies upon request and in collaboration with partners and the national coordination team.
Contribute to the continuous improvement of the mission’s SERA procedures and system. Supporting the SERA Coordinator, participate in providing technical and methodological support to the Mission teams for the planning and implementation of SERA activities.
Supporting the SERA Coordinator, participate in the development of SERA tools and procedures and the Mission France strategy in conjunction with the Program Coordinator.

Profile:

You hold a Master’s degree in one of the following fields: political science, local and territorial development, project coordination, humanities, social design, economics, or statistics.
You have at least four years of project management experience, with a strong monitoring and evaluation component, primarily in France in one of the following areas: social action, food security and the fight against food insecurity, and protection of and access to rights.
You have proven experience in development, network facilitation, and stakeholder coordination, as well as significant experience in the non-profit sector in France, particularly working with people experiencing hardship and/or in priority urban areas.
You are proficient in collecting, managing, and analyzing qualitative and quantitative data.
You are organized, rigorous, and flexible. You have excellent interpersonal skills and the ability to build and maintain trusting relationships with all types of stakeholders.

Employment conditions

Status: Integrated Manager – 10-month fixed-term contract – Full-time
Location: Marseille or Montreuil
Salary: From €37,000 to €43,000 gross per year over 13 months depending on experience
