Project Overview:
The Pacific Labour Facility (PLF) works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor Leste. The PLF is managed by Palladium and has been established as a trusted intermediary i n supporting Australia-Pacific circular labour mobility.
Role:
The Labour Mobility Engagement Manager (LMEM), Tonga will be responsible for developing and implementing a program of assistance to the Government of Tonga through the Ministry of Internal Affairs, Overseas Employment Division and other in-country stakeholders to ensure effective engagement in the Pacific Australia Labour Mobility (PALM) scheme.
The LMEM will work very closely with the Head of the Overseas Employment Division of the Ministry of Internal Affairs (MIA) to support long term planning, high level engagement with labour mobility stakeholders, and support strategic and policy improvements and provide regular reports to CEO, Ministry of Internal Affairs (MIA) and the Head of the Overseas Employment Division, Ministry of Internal Affairs on progress of Labour Mobility initiatives.
Primary Duties and Responsibilities:
< br />Under the direction of the Pacific & Timor Leste Labour Mobility Manager, the Labour Mobility Engagement Manager, Tonga will undertake the following:
- Strategy and Policy Improvement: Consult with Ministry of Internal Affairs (MIA) to determine labour mobility objectives and assist with strategy/policy improvement and develop a plan for implementing these changes including roadmap priorities. This includes participating in regular Labour Mobility Steering Committee Meetings with other key LM stakeholders in Tonga.
- Planning: Develop and implement a program of assistance to the Overseas Employment Division of MIA, and other in-country stakeholders to ensure effective engagement in Labour Mobility programs and that Tonga continues to benefit from labour mobility. This includes developing and managing in-country planning, budgeting and undertake capacity assessment activities to meet Tonga’s Overseas Employment Division priorities and needs.
- High level stakeholder engagement: Facilitate linkages and build strong stakeholder relationships between the Overseas Employment Division, ministries, labour agents, bi-lateral programs, APTC and community groups to harness synergies between actors and programs that support growth of labour mobility in Tonga, and to encourage cross-learning and ensure effective communication.
- PALM Alignment and Change management within Overseas Employment Division: Work with Overseas Employment Division and DFAT post in supporting the roll out of PALM alignment and lead change management within the LSU.
- Work with the Overseas Employment Division to build a strong Labour Mobility ecosystem: Facilitate and develop strong synergies and relationships between key service providers (Immigration, Police, Panel Doctor, Health, etc) and assist with setting up formal mechanisms/platforms to support LM outcomes.
- In-country Recruitment Database: the LMEM will act a support to progress IRD implementation within Overseas Employment Division and will work with the Overseas Employment Division managing stakeholders and navigate roadblocks to ensure smooth implementation. This includes working with the IT team to make functionality improvements and changes to the IRD.
- Provide support to the Head of the Overseas Employment Division and assist with the developing workplan and activities to support work readiness, capacity building and support training activities.
- Work closely with the PLF team in Australia and Pacific government agencies to support marketing activities to enhance awareness of Pacific workers amongst eligible employers.
- Support reintegration initiatives by leveraging connections with other DFAT funded programs and in-country networks.
- Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection.
- Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team.
- Participate as a member of the PLF team and contribute to planning and reporting activities.
The Labour Mobility Engagement Manager will possess the following qualifications and experience:
- Tertiary qualification in a relevant discipline with demonstrated experience in policy development and policy writing in the pacific, and experience working in a project management, and/or partnership brokering role.
- A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.
Demonstrated ability to work autonomously with limited supervision. - Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people.
Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues. - Excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations across countries and time zones.
- High level proficiency in Word, Excel, PowerPoint and web browsers.
- Ability to work to deadlines, and to balance competing priorities.
- Advanced written and verbal communication skills.
- Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
- An understanding of current issues in relation to circular labour mobility, including related policy and regulatory frameworks, and the ability to translate these to implementation.
- Experience in policy design and implementation, excellent written and communication skills, and delivery of training programs and/or facilitation
- Demonstrated understanding of best practice human resources and recruitment practices.
Remuneration, Allowances and Support Costs:
This position is classified under the Aid Adviser Remuneration Framework (ARF) at C3 classification, and any allowances and support costs the Adviser may be eligible to receive will be in accordance with the ARF.
