Background of the Operation
CESVI is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development projects. Its very name, CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on empowering its beneficiaries to take ownership of their own progress, so that international aid is not merely a temporary act of charity, but rather fosters genuine sustainable development for the most vulnerable populations.
Since 2019, Cesvi has been working in Venezuela on initiatives to protect children, adolescents, and women in highly vulnerable situations, including survivors of abuse and sexual exploitation. Starting in 2021, Cesvi began implementing projects funded by the Humanitarian Fund within the country in various communities.
During 2022, Cesvi implemented projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health care and humanitarian assistance to the most vulnerable people and communities affected by the crisis.
Position Objectives
The National Protection Manager is responsible for organizing and following the implementation and monitoring of all protection activities, directly supervising the field teams in the protection area, in collaboration with the Emergency Coordinator and the Mission Chief.
The Protection Manager is responsible for designing, implementing, and monitoring the protection strategy, focusing on GBV prevention, case prevention, care and response, and risk prevention for children and adolescents and people in highly vulnerable situations. They must ensure that implementation respects the highest standards of population protection as indicated by IASC standards, the Sphere Manual, and other internationally relevant documentation on the implementation of humanitarian action. The protection strategy will integrate individual and group activities, case management, individual and group psychosocial support, and legal assistance on issues related to GBV, SGBV, and child protection. The role includes training local and partner staff when requested, providing operational support for CESVI’s activities, technically supervising protection activities, and contributing to the drafting of proposals and reports in the area of protection.
Job description
Ensure programmatic coherence and quality
- Support the design and development of protection interventions.
- Organize and monitor all protection activities in the country, with a focus on child and adolescent protection, and produce interim and final narrative reports in collaboration with the field team and the Chief of Mission.
- Together with the Emergency Coordinator and the MEAL team, ensure the monitoring of indicators, with support for the development of monitoring tools when necessary.
- Identify the resources and materials needed for protection activities based on the project budget, in collaboration with the protection team in Caracas and in coordination with the emergency coordinator.
- Contribute to the continuous updating of the mapping for the identification of existing services available in the territory related to protection routes, basic and specialized services, response and prevention in GBV, and children and adolescents at risk.
- Support in the articulation and activation of institutional supply routes and in the referral of cases to specialized services provided by local actors.
- Support the development of child protection activities and Child Friendly Spaces
- Maintain the confidentiality of personal data handled in the course of the job and ensure that it is stored securely.
- Ensure the application of CESVI and donor policies and procedures.
Human Resources Management
- Supervise, as a technical line, the land protection managers in the country and any partner protection personnel
Development of Cesvi’s presence in the country
- Maintain an active network of protection actors in humanitarian response and public authorities.
- Cesvi’s representation in sector clusters when requested, sharing regular updates with the protection team and the Head of Mission.

- In collaboration with field teams, lead the organization of needs assessments and monitoring missions, supporting the identification of opportunities and risk factors related to your area of expertise.
The parties may also jointly define new activities that may be necessary or useful for the proper and timely execution of the mission.
Description of Deliverables
Essentials
- University degree in Law, Social Work, Psychology, Human Development, Social Sciences or related fields.
- Minimum 2 years in similar positions and knowledge of GBV and/or child protection issues.
- Experience in the humanitarian field and/or in territories with complex contexts and limited resources.
- Previous work with children and adolescents, survivors of gender-based violence and human trafficking.
- Ability to express oneself in concise and structured written form in Spanish.
- Proactive and purposeful attitude.
- Ability to work independently.
- Ability to develop productive working relationships with colleagues, partners, local authorities and other stakeholders.
- Leadership skills.
- Solid dominance of Microsoft Office Package.
- Information management tools.
- Knowledge of the project cycle.
Desirable
- Specialization in Human Rights, gender, care for victims of trafficking, protection of children and adolescents.
- Work experience in the CESVI implementation territory.
- Ability to express oneself in written and oral English.
- Knowledge of the Humanitarian Structure in the country.
- The position is exclusively for Venezuelan people or those with valid documentation to work in the country.

3. Payment
Payments are based on delivery; any product that does not meet the required specifications will have to be reworked and reshipped at no additional cost.
The proposed payment schedule is monthly (month-end), upon project completion and/or contract termination. Payments will be made after the submission of progress reports detailing completed tasks compared to planned results. Based on the report and satisfactory performance, payments will be certified by the supervisor.
4. Property rights
Cesvi Venezuela will have all property rights, copyrights and trademarks, with respect to the material that has a direct relationship with the services provided to the organization by the consultant, or that is made as a consequence of them.
5. Insurance
Consultants are fully responsible for contracting, at their own expense, life, health and other forms of insurance that cover their service period individually; upon delivery of the invoice, reimbursement will be made by Cesvi Venezuela.
6. Taxes and Bank Charges
Cesvi Venezuela is not responsible for any taxes, duties, or other contributions that the consultant may have to pay for payments made under this contract, nor is it responsible for any bank fees charged by the receiving bank on behalf of the consultant.
7. Termination of the contract
Either party may terminate this contract before its expiry date by giving written notice to the other party.
The notice period will be (according to contract) days, in case of termination due to misconduct or in case of termination due to poor performance of the consultant, Cesvi Venezuela will have the right to terminate the contract without prior notice.
