Safety and Security Officer- Maiduguri At INTERSOS

JOB PURPOSE

The position holder will provide support the risk management, in Northern Nigeria location. Ensure an adequate level of situational awareness to support and perform risk analysis of the local security situation. Analyses main security threat at field level and provide advice. Ensure that Safety and Security equipment are available and ensure support in establishment of risk treatment measures and access issues are followed up.

Support in ensuring that structures and systems for safety and security management are in place and respected.

RESPONSIBILITIES

Security Risk Assessment and Analysis:

  • In close coordination with the Security Manager, conduct security risk assessments of new operational areas, facilities, routes, and project locations.
  • Identify existing and emerging threats and vulnerabilities and recommend appropriate mitigation measures.
  • Monitor daily security and road conditions and provide timely updates and recommendations to the Security Manager and relevant personnel.

Security Information Management and Networking:

  • Establish and maintain an active network with NGOs, UN agencies, community leaders, local authorities, and national and international security actors to gather credible and relevant security information.
  • Collect, analyze, verify, and disseminate security information to support operational decision-making.
  • Monitor changes in legislation, government procedures, and local regulations that may affect organizational safety, security, and access.

Liaison and Humanitarian Access:

  • Coordinate and liaise with police, military, security services, government authorities, and community representatives to communicate organizational activities in close coordination with security Manager
  • Support efforts to build community acceptance and facilitate safe humanitarian access to operational areas.
  • Represent the organization in security coordination meetings, forums, and stakeholder engagements as delegated by the Security Manager.

Security Planning and Operational Support:

  • Support the Security Manager in the development, review, and implementation of Security Management Plans, contingency plans, Standard Operating Procedures (SOPs), and security guidelines.
  • Contributes to the revision and updating of security tools, procedures, and operational documents.
  • Provide security advice and recommendations to Field Coordinators and management teams to support operational planning and decision-making.

Staff Safety and Movement Management:

  • Monitor and track staff movements in accordance with journey management procedures.
  • Ensure compliance with movement tracking systems, communication protocols, and alert mechanisms.
  • Support the implementation of access control measures at offices, guesthouses, warehouses, and project sites.

Incident Management and Reporting:

  • Collect, document, analyze, and maintain records of security incidents affecting staff, facilities, assets, and operations.
  • Support incident response, follow-up actions, and preliminary investigations.
  • Produce timely and accurate incident reports and share security updates with the Security Manager and relevant stakeholders.

Training and Capacity Building:

  • Conduct security inductions for newly recruited staff, visitors, and consultants.
  • Deliver safety, security, and risk management training sessions for staff, guards, and drivers.
  • Facilitate awareness sessions on access control, emergency procedures, alert systems, communications, and movement tracking.
  • Identify external training opportunities and online learning solutions when internal delivery is not feasible.

Safety Equipment and Facility Security:

  • Ensure that security and safety equipment are properly installed, maintained, and functional in offices, guesthouses, vehicles, and project sites.
  • Coordinate with Logistics and Administration departments to identify and address safety and security infrastructure needs.
  • Support the establishment, maintenance, and monitoring of safe rooms and emergency response equipment.

Coordination and Representation

  • Maintain effective working relationships with humanitarian partners, local communities, government authorities, and security stakeholders.
  • Represent the organization in security-related meetings and engagements when delegated.
  • Prepare regular security reports, briefings, and assessments for management.

Staff Tracking and Movement Monitoring

  • Monitor and track the movement of staff, visitors, and organizational assets in accordance with approved Journey Management Procedures.
  • Ensure all staff movements are properly cleared, recorded, monitored, and closed through the established tracking system.
  • Maintain communication with field teams and provide timely support during movements.
  • Monitor staff check-in/check-out procedures and escalate overdue movements in accordance with security protocols.
  • Ensure compliance with movement tracking, communication equipment, and emergency response procedures.

Context Monitoring and Analysis

  • Continuously monitor the operational environment, including security, political, socio-economic, criminal, and humanitarian developments that may affect organizational operations.
  • Conduct regular context and threat analyses to identify emerging risks and potential impacts on staff, assets, and programs.
  • Produce daily, weekly, and ad-hoc security updates, trend analyses, and risk assessments for management and field teams.
  • Maintain situational awareness through engagement with security networks, humanitarian partners, community leaders, government authorities, and other relevant stakeholders.
  • Provide evidence-based recommendations to support operational planning and decision-making.

Security Briefings and Information Sharing

  • Prepare and deliver security briefings to national and international staff, visitors, consultants, and partners.
  • Conduct pre-deployment, arrival, area-specific, and travel security briefings.
  • Ensure staff are informed of current security conditions, threats, movement restrictions, emergency procedures, and mitigation measures.
  • Disseminate timely security alerts, advisories, and updates to relevant personnel.
  • Support the Security Manager in ensuring staff awareness of Security Management Plans (SMPs), Standard Operating Procedures (SOPs), contingency plans, and emergency response procedures.

Security Information Management

  • Collect, verify, analyze, and disseminate security information from reliable sources.
  • Maintain security databases, movement tracking records, incident logs, and briefing materials.
  • Produce accurate security reports, maps, dashboards, and situational updates to support organizational operations.
  • Ensure confidentiality and secure handling of sensitive security information.

Other Duties

  • Perform any other safety and security-related tasks assigned by the Security Manager or senior management.

Education & Professional Requirements:

Education

  • Minimum of University Degree in Security Management, Criminology, Social Sciences, International Relations, Disaster Management, or a related field.

Training and professional certificate

  • Candidates must have attended several security professional training courses (HIEST, HEFAT, HEAT etc.)

Professional Experience

  • Minimum of 4–5 years of progressively responsible experience in safety and security management, preferably within an INGO, UN agency, or humanitarian organization.
  • Proven experience conducting security risk assessments, threat analysis, and incident investigations.
  • Experience in context monitoring, security information management, and preparation of security briefings and advisories.
  • Experience managing staff tracking systems, journey management procedures, and emergency response mechanisms.
  • Experience delivering security inductions, awareness sessions, and safety and security training to staff, visitors, and consultants.
  • Experience liaising with government authorities, security agencies, humanitarian actors, and community stakeholders.
  • Knowledge of humanitarian principles, humanitarian access, acceptance strategies, and security risk management frameworks.
  • Strong analytical, reporting, communication, and coordination skills.
  • Ability to work effectively in high-risk and complex operational environments.
  • Proficiency in Microsoft Office applications and security information management tools.
