Terms of Reference – Facilitator for two training workshops in Bangladesh (Accountability)

Purpose:
Concern Worldwide US is looking for an experienced trainer based in Bangladesh to facilitate 2 three-day training workshops outside of Dhaka for local and national NGOs from Bangladesh. The 2 training workshops will take place 16-18 May 2023 and 21-23 May 2023.
Background:
The Local Capacity Strengthening for Response (LCS4R) project aims to strengthen the organizational capacity of local and national NGOs to respond to emergencies within the humanitarian coordination system. The goal of LCS4R is to enable, through focused capacity strengthening activities, national NGOs to better coordinate and prepare for and respond more effectively to humanitarian emergencies. Funded by the U.S. Agency for International Development, Bureau for Humanitarian Assistance (BHA), the LCS4R project is implemented in a consortium by International Medical Corps and Concern Worldwide. The consortium will implement LCS4R through three components (1) intensive capacity strengthening activities for 10 NGOs; (2) a series of training symposia in Bangladesh and Malawi targeting a broader audience of NGOs; and (3) a knowledge management platform providing resources to all participating organizations, as well as the global humanitarian community. This consultancy will support the training workshops in Bangladesh under component 2 of the LCS4R Project.
Scope of work:
The Consultant will be part of a team of 2-3 trainers to deliver 2 three-day training workshops for staff from national and local NGOs from Bangladesh. Each training workshop will have no more than 40 participants. The first three-day training will take place 16-18 May 2023. The second three-day training will take place on 21-23 May 2023 using the same curriculum, but with a new cohort of 40 participants. The LCS4R project will provide the Consultant with a draft training curriculum (including a detailed facilitators guide, training methodologies, and PowerPoint presentations) and will work with the Consultant to finalize it. The curriculum will cover a range of topics, including in-country funding and fundraising strategies, anticipatory action and planning for disaster response, and accountability to an affected population during an emergency. The Consultant will be responsible for leading the sessions on accountability.
Duration and timeframe:
The 2 training workshops will take place 16-18 May 2023 and 21-23 May 2023. It is envisaged that this consultancy will be for 12 days over a period of 2 months, broken down as follows:
- 3 days working with the LCS4R project team to develop and finalize the curriculum
- 2 days’ preparation time – this will include Zoom calls prior to the training as well as on-site meetings at the training venue.
- 6 days’ training delivery
- 1 day post-training review of the curriculum and the preparation of a report.
Outputs:
- The consultant will work with the LCS4R Project Team to finalize the training curriculum.
- The consultant will work with a team of 2-3 trainers for successful delivery of 2 three-day trainings.
- Final training report including recommendations for any changes to curriculum or delivery method. Due 10 days after the second workshop.
Qualifications and experience:
- Five years’ experience in training and facilitation in the areas of accountability to affected populations, standards for accountability in the humanitarian sector, transparency, and community engagement including feedback and complaints mechanisms
- Experience of working in emergency response or humanitarian intervention, especially in the South Asia context
- A strong understanding of humanitarian programming and the unique challenges local actors in South Asia face when responding to emergency and humanitarian crises.
- Experience facilitating training programs according to adult learning principles and participatory learning approaches.
- Experience of working for a local or national NGO in South Asia would be advantageous.
- Training qualification would be advantageous
