ROLE PURPOSE

The role reports directly to the Country Director and is a standing member of the Country Management Team
(CMT). The Head of Operations and Finance provides strategic leadership and governance across Finance, Grants
Management, Operations, Logistics, Security and Counter Fraud, ensuring that Plan Jordan’s support functions
operate efficiently, in full compliance with organisational policies and donor requirements, and in direct service of
programme delivery.
The post holder is expected to demonstrate a high degree of strategic acumen, forward thinking and analytical
rigour in the execution of this role. S/he will anticipate financial and operational risks, provide evidence-based
advisory support to the Country Director and CMT on the financial and operational implications of both strategic
and operational plans, and ensure that all resource deployment decisions are grounded in value for money and
long-term organisational sustainability.

DIMENSIONS OF THE ROLE

As part of the Country Management Team, the role is responsible for leading the Operations and Finance teams
and ensuring full financial governance of Plan Jordan, including grant budgeting, SAP oversight, donor reporting,
audit management, cash flow oversight, and authorisation of payments above the designated threshold. The
position also provides full operational governance across procurement strategy, logistics, fleet management,
administration, asset management, security, and ICT strategic oversight. In addition, the role holds overall security
oversight for all Plan Jordan offices and field locations and serves as the Counter Fraud focal point for Plan Jordan.

ACCOUNTABILITIES

1. Financial Strategy and Risk Management
• Lead the financial strategy of Plan Jordan and advise the CMT on financial and risk management issues.
• Lead the annual budget, quarterly re-forecasting, and cost ratio management.
• Oversee cash management, cash forecasting, and cash requests to the Regional Office/GH.
• Maintain and update the Delegation of Authority (DOA) matrix with Country Director approval at least
annually.
• Authorise payments above the Accounting Coordinator’s delegation threshold.
• Ensure compliance with the local Operations Manual and global finance policies, including accurate and
timely use of SAP, month-end and year-end closing processes, and coordination with the Regional Office
on system upgrades and troubleshooting.
• Maintain and regularly update the PIJO risk register in coordination with the Country Director and CMT,
ensuring key financial, operational and reputational risks are identified, rated and mitigated.

2. Grants and Partner Financial Management
• Oversee the full grant budgeting process, ensuring all grant budgets are adequately costed including fair
allocation of shared costs.
• Approve donor financial reports and ensure timely, accurate submission.
• Conduct or oversee financial due diligence of partners as part of partner assessment processes, and
monitor operational compliance during implementation through periodic spot checks and risk
assessments.
• Lead capacity building support and training for (local) partners in all aspects of financial management,
administration and operations.

3. Audit and Compliance
• Lead audit management — Finance and Operations combined — ensuring all findings are addressed and
corrective actions implemented.
• Oversee the review of agreements and contracts and ensure compliance with Plan policies and Jordanian
laws.
• Act as Counter Fraud focal point for Plan Jordan; identify, manage and escalate counter fraud cases in line
with global procedures.
• Report all losses and incidents timely and consistently to the International Headquarters and Regional
Office.

4. Procurement and Logistics
• Provide overall management to all operations services — procurement, logistics, fleet, administration,
assets, and ICT — to ensure optimum support to the Country Office and Programme Areas, including field
office supply runs, distribution support and customs clearance where applicable.
• Engage effectively with the programme and finance teams to ensure timely procurement support for all
major grant start-ups.
• Lead continual review of external service providers to improve competitiveness of procurement contracts
and quality of goods and services.
• Oversee LTA management and hold contracting authority above threshold.
• Maintain and oversee the supplier prequalification framework and the PIJO vendor database, ensuring
accuracy and compliance with organisational standards.
• Oversee fleet management and asset administration across all PIJO locations, including vehicle allocation,
maintenance schedules, fuel monitoring, asset tagging, annual verification and disposal in compliance
with Plan’s global policies.
• Ensure adequate ICT infrastructure, connectivity, data protection and business continuity across all PIJO
offices, and that the ICT Officer provides effective day-to-day technical support to all staff.
• Oversee office management across all PIJO locations, including lease agreements, facilities maintenance,
utilities and minimum standards for staff safety and operational functionality.
• Oversee the development and implementation of up-to-date in-country operations policies, procedures
and guidelines in compliance with Plan’s global standards and donor requirements.

5. Security and Safety
• Oversee security planning and management for all Plan Jordan offices and field locations.
• Ensure all offices have standard operating procedures (SOPs) and contingency plans consistent with global
security policy.
• Lead disaster preparedness planning jointly with the Country Director and CMT.
• Oversee the development and implementation of health and safety standards in compliance with
Jordanian law and Plan’s global health and safety policy.
6. People Management and CMT Participation
• Directly manage, coach, and develop four direct reports: Finance & Grants Coordinator, Accounting & SAP
Coordinator, Operations Coordinator, and ICT Officer.
• Establish clear priorities, performance standards, and development plans for the Operations and Finance
teams.
• Actively participate in the CMT in an open, cooperative and proactive manner.
Child protection, gender equality and inclusion
• Ensures that Plan International’s global policies for Safeguarding Children, Young People and
Programmes Participants and Gender Equality and Inclusion are fully embedded in accordance
with the principles and requirements of the policy including relevant Implementation Standards and
Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring
staff and associates are aware of and understand their responsibilities under these policies and
Plan

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential
• Degree in Accounting, Finance, Business Management or any related field.
• Minimum 7-10 years of progressively responsible experience spanning both Finance and Operations
management in the INGO sector.
• Demonstrated experience leading cross-functional teams covering Finance and Operations.
• Knowledge of Jordanian financial and administrative laws.
• Fluency in Arabic and English — written and spoken.
• Experience with SAP or equivalent ERP systems.

Desirable
• Professional recognised accounting qualification (e.g. ACCA, CPA, CIMA) strongly preferred.
• Previous experience managing donor compliance requirements for FCDO, EU/ECHO, or Danida-funded
programmes.
• Experience with security risk management or premises/fleet oversight in a humanitarian or development
context.
• Familiarity with Plan International’s financial and operational systems and policies.
• Experience managing organisational change processes, including restructuring or downsizing.
• Strong negotiation and vendor/supplier management skills.
