A. Organization Introduction
Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.
ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.
Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

B. Department Introduction
The Risk Analytics and Climate Services (ACS) Department at ADPC is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. The innovations include uses of geospatial technology, satellite data, numerical models, cloud computing, and artificial intelligence for assessing vulnerability and risk, generating climate data, developing early warning systems, forecasting possible climate impacts, and informing anticipatory actions. These lead to risk-informed developments in sectors such as agriculture, transportation, water resources, energy, communications and health.
The department also applies advanced geoinformatics and climate analytics to address water and food security issues by assessing water availability and water-use efficiency, groundwater monitoring, assessing drought risks, and optimizing agricultural productivity, hence ensuring sustainable water and food systems in vulnerable regions. The department promotes Nature-Based Solutions by leveraging ecosystem services such as wetland restoration, agroforestry, and green-gray infrastructure to reduce disaster risks and build climate resilience. Lastly, the department produces risk analytics and integrates them into urban plans and engineering designs of critical infrastructures, hence improving their resilience to disasters and climate change.
With a commitment to a science-based approach, the department envisions empowering stakeholders to reduce risks, adapt to climate change, and build more resilient communities and ecosystems.
C. Statement of Intent
Climate Resilience Multi-Phase Programmatic Approach (CResMPA) has awarded the Joint Venture of ADPC, Thailand and GeoEDGE Sri Lanka the project “Development of Landslide Resilience Analytical and Advisory System (LA-Res) for National Building Research Institute (NBRI), Sri Lanka” to “design and deploy the Landslide Resilience Analytical and Advisory System (LA-Res) for the NBRI with specific tasks for:
- Task 1: Development of Inception and Implementation Methodology (Including Requirements and Design)
- Task 2: Development of LA- Res System Establish a multi- stakeholder data- sharing platform with 2D risk analytics System Architecture and Technical Design Prototype Development (Alpha Version) Core System Development (Beta Version)
- Task 3: Development of a Comprehensive Landslide Monitoring and Warning Dashboard Landslide Risk Monitoring Landslide Incident \Management System
- Task 4: Final Release and User Acceptance Testing (UAT)
- Task 5: Transfer all the source codes, access passwords and associated technical documentation to NBRO
- Task 6: Monitoring system performance and providing technical support to NBRO
- Task 7: Maintenance, modification, update, and troubleshooting of the system
As part of the project implementation, ADPC will engage a Project Coordinator (National Consultant) with relevant experience on a time-based contract to contribute to the overarching objective and specific tasks mentioned above.
D. Responsibilities and Tasks
Responsibilities: The Project Coordinator shall provide administrative, logistical, coordination, and operational support to the Team Leader, Project Manager, and project team to facilitate the effective implementation of the LA-RES project and achievement of project objectives within the agreed timeframe.
Tasks:
The Project Coordinator shall closely work with the Project Manager, Technical Team Lead and Program Coordinator to:
- Support the planning, coordination, implementation, and monitoring of project activities, ensuring timely execution of assigned tasks and deliverables.
- Prepare and manage administrative, logistical, and financial documentation related to project meetings, workshops, training programs, stakeholder consultations, field missions, and awareness activities in accordance with ADPC procedures and guidance from the Project Manager and Senior Administrative Coordinator.
- Assist in organizing and facilitating stakeholder consultations, technical meetings, workshops, training events, and field activities, including participant coordination, logistics arrangements, documentation, and follow-up actions.
- Provide technical and operational support to project activities, including translation and interpretation (Sinhala-English), development of digital survey instruments (e.g., Kobo Toolbox), preparation of presentations, training materials, reports, meeting minutes, and other project documentation.
- Coordinate and liaise with ADPC, GeoEDGE, consultants, subject matter experts, national partners, and other stakeholders to support implementation of project activities and ensure effective communication among project team members.
- Liaise with NBRI and relevant government agencies to facilitate collection of information, datasets, documents, and other inputs required for project implementation.
- Maintain project records, correspondence, activity trackers, and documentation to support project reporting, monitoring, and knowledge management.
- Support the preparation of progress reports, workshop reports, training reports, and other project deliverables as required.
- Perform any other duties and responsibilities assigned by the Team Leader, Project Manager, or ADPC management in support of successful project implementation.
E. Expected Outputs:
The Project Coordinator shall be responsible for producing and supporting the following outputs throughout the project implementation period:
- Project Activity Coordination and Tracking
- Updated project activity tracker and follow-up action register.
- Coordination records for meetings, workshops, training programs, and field activities.
- Stakeholder contact database and communication records.
2. Administrative and Financial Support Documentation
- Administrative and logistical arrangements for project missions, meetings, consultations, and workshops.
- Financial and supporting documentation related to project activities in accordance with ADPC procedures.
- Travel, accommodation, and event coordination records.
3. Meetings, Workshops, and Consultation Outputs
- Meeting agendas, attendance records, and meeting minutes.
- Workshop and consultation proceedings reports.
- Stakeholder consultation documentation and feedback summaries.
4. Field Activity and Stakeholder Engagement Support
- Field mission coordination reports.
- Stakeholder engagement and coordination records.
- Data collection and survey implementation support documentation.
5. Project Documentation and Communication Materials
- Draft presentations, workshop materials, and briefing notes.
- Translation and interpretation support materials (Sinhala-English).
- Editorial support for project reports, technical documents, and communication materials.
6. Training and Capacity Building Support
- Training logistics and coordination reports.
- Participant registration and attendance records.
- Training materials compilation and dissemination records.
- Training completion and evaluation summaries.
7. Data Collection and Survey Support
- Digital survey forms and data collection tools (e.g., Kobo Toolbox).

8. Project Monitoring and Reporting
- Monthly activity progress updates.

10. Other Project Support Outputs
- Any additional coordination, administrative, communication, or implementation support outputs assigned by the Team Leader, Project Manager, or ADPC management.
F. Working Principles:
Project Coordinator will report to the Project Manager and will work closely with the Technical Team Lead and other team members from ADPC , GeoEDGE and NGI. Regular meetings with Project Director and Technical Team Lead (at least once a month) to review progress, identifying obstacles and planning the way forward is required.
G. Qualifications:
Project Coordinator shall have the following qualifications
- The Individual Consultant (National) should be an “Individual Person” with relevant experience in Sri-Lanka in similar geographic settings and under similar geological/-geohazard conditions and landslide-prone environments.
- Bachelor’s Degree in relevant field of study with over 25 years of professional experience in project coordination, stakeholder engagement, institutional development, and programme implementation.
- Extensive experience in coordinating multi-stakeholder projects involving government agencies, development partners, technical experts, local authorities, and community organizations, including previous experiences with NBRI.
- Proven experience in organizing and facilitating stakeholder consultations, workshops, training programmes, focus group discussions (FGDs), key informant interviews (KIIs), field surveys, and community engagement activities, including logistical coordination and participant management.
- Demonstrated experience in development and administration of digital data collection tools (including Kobo Toolbox), supervision of field teams, data collection, reporting, documentation, and preparation of technical and workshop reports.
- Strong experience in project planning, monitoring, reporting, and coordination, including preparation of project documents, progress reports, training materials, workshop proceedings, and coordination with government institutions and stakeholder partners.
- Familiarity with landslide risk management, disaster preparedness, early warning systems, climate resilience, and community-based disaster risk reduction initiatives in Sri Lanka.
- Excellent communication, coordination, and stakeholder engagement skills, with fluency in Sinhala and English and demonstrated experience in facilitating interactions between technical teams, government agencies, local authorities, and communities.
- Extensive experience maintaining project records, coordinating administrative and logistical arrangements, supporting capacity-building programmes, and facilitating implementation of multidisciplinary projects across national and local levels.
H. Duty Station:
On-site based work at NBRI Colombo Office and field visits to various locations in Sri Lanka
I. Duration:
From July 2026 to May 2027 intermittently with maximum of 3 days a week in Colombo and as required in the field.
J. Itinerary:
Any in-country travel required for the assignment will be covered by ADPC in accordance with its prevailing policies.
K. Condition of Payment:
Payment will be made on monthly basis upon the submission and approval of the consultant’s Time Sheet. All payments will be credited to the bank account provided by the Individual Consultant in accordance with the Contract Payment Terms and Conditions. The consultant shall not be entitled to any other payments in relation to this assignment unless prior approval from ADPC is obtained for additional expenses. The Individual Consultant shall request payments and shall bear the bank charges and taxes incurred during payments.
