WORK CONTEXT

CESVI is an international humanitarian organization committed to protecting the lives, dignity, and rights of people affected by crises, poverty, conflict, natural disasters, and situations of vulnerability. In Venezuela, CESVI implements interventions aimed at responding to urgent humanitarian needs, strengthening the protection of affected populations, and supporting early recovery processes in communities impacted by emergencies.

As part of the emergency response in Venezuela, CESVI needs to strengthen its administrative, financial, logistical, and compliance capabilities to ensure the efficient, transparent, and timely implementation of its operations. To this end, an Administration and Finance Manager will be hired based in Caracas, responsible for leading financial, administrative, accounting, budgetary, and compliance management for an initial period of three months.

JOB DESCRIPTION

The Finance and Administration Manager will be responsible for ensuring the proper financial, administrative and accounting management of CESVI’s emergency response in Venezuela, guaranteeing compliance with CESVI’s internal policies, donor requirements, applicable national regulations and standards of transparency, efficiency and accountability.

The position will have a key role in budget monitoring, financial control, treasury management, administrative contracting, document archiving, preparation of financial reports and support for strategic decision-making for the humanitarian operation.

CONTRACTUAL CONDITIONS: According to the salary scale and internal policies of CESVI, according to the experience of the candidate and the context of the mission.

MAIN FUNCTIONS AND RESPONSIBILITIES

1. Financial and budgetary management

  • Lead the planning, monitoring and financial control of emergency projects implemented by CESVI in Venezuela.
  • Prepare, review, and update monthly operating budgets, expenditure projections, and financial plans.
  • Monitor budget execution and provide timely alerts about deviations, risks of over-execution or under-execution.
  • Prepare internal and donor financial reports, ensuring consistency with accounting records and contractual requirements.
  • Ensure that all expenses are properly supported, authorized, and aligned with approved budgets.
  • Support the program team in the financial review of work plans, activities, purchases, contracts, and distributions.
  • Ensure the proper recording and tracking of shared costs, administrative expenses, personnel costs, and operating costs.

2. Accounting, treasury and internal control

  • Oversee the accounting records of all financial transactions of the mission.
  • Ensure the monthly reconciliation of cash, banks, advances, suppliers and outstanding balances.
  • Manage the operation’s cash flow, ensuring the availability of funds for programmatic and administrative activities.
  • Prepare funding requests and financial forecasts for headquarters or regional coordination.
  • Ensure compliance with internal procedures for payments, advances, settlements, reimbursements, and monthly closings.
  • Review and approve settlements of advances from staff, suppliers, consultants and partners, according to the established authorization levels.
  • Strengthen internal control mechanisms to reduce financial, administrative, and operational risks.

3. Administration and compliance

  • Ensure the implementation of CESVI’s administrative policies and procedures in the country office and operational bases.
  • Ensure compliance with the legal, tax, labor and administrative requirements applicable to CESVI in Venezuela.
  • Oversee document management, physical and digital archiving of contracts, payments, invoices, minutes, quotes, receipts and reports.
  • Support procurement processes for goods and services, ensuring compliance with purchasing and acquisition procedures.
  • Coordinate with logistics, human resources and programs to ensure integrated administrative management.
  • Review contracts with suppliers, consultants, and services to ensure financial, administrative, and documentary consistency.
  • Prepare information and documentation for internal and external audits, donor reviews, and institutional controls.

4. Team management and internal coordination

  • Supervise and guide the administrative, accounting, and financial staff under your responsibility.
  • Provide technical support and training to the team on financial, administrative, accountability, and compliance procedures.
  • Coordinate closely with the Head of Mission, Project Managers, Logistics Coordination, Human Resources and field teams.
  • Participate in internal coordination meetings and contribute to financial analysis for decision-making.
  • Promote a culture of transparency, responsibility, compliance and efficient use of resources.

5. Reporting and accountability

  • Prepare monthly financial reports for internal use, headquarters, and donors.
  • Consolidate financial information for narrative reports, progress reports, and project closures.
  • Keep financial monitoring tools up to date, including budget follow-up, cash forecast, purchasing plan and commitment matrix.
  • Ensure that financial documentation is complete, organized, and available for verification.
  • Support the preparation of audits and respond to requests for financial and administrative information.

REQUIREMENTS

  • University degree in Administration, Finance, Accounting, Economics, Project Management, Business Sciences or related areas.
  • Desirable additional training in financial management of humanitarian projects, auditing, compliance, NGO administration or international cooperation.
  • Minimum 7 years of professional experience in administration and finance.
  • At least 4 years of experience in financial management of humanitarian projects, international cooperation or non-governmental organizations.
  • Proven experience in budget monitoring, financial reporting, treasury, internal control and audit preparation.
  • Experience in emergency or humanitarian response contexts will be highly valued.
  • Experience working with institutional donors, cooperation agencies, the United Nations, ECHO, AICS, BHA, the European Union, or other international donors will be an advantage.
  • Experience in supervising administrative and financial teams.
  • Advanced proficiency in Excel and financial tracking tools.
  • Knowledge of accounting and administrative systems.
  • Knowledge of purchasing procedures, contracts, payments, advances and settlements.
  • Knowledge of Venezuelan tax, labor and administrative regulations will be valued.
  • Ability to prepare clear, accurate and timely financial reports.
  • Knowledge of compliance standards, transparency, fraud prevention and accountability.
