Founded in 2011, International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian actors by setting up security coordination platforms in the most complex contexts.

INSO offers its partner organizations a wide range of services free of charge, including real-time incident monitoring, contextual analysis, security mapping, crisis management support, as well as security training and orientation sessions.

INSO Haiti

Present in Haiti since 2022, INSO gradually launched its services from July 2023. Based in Port-au-Prince, with a secondary office in Gonaïves, INSO now supports more than 127 partner organizations, including 36 national NGOs, in order to strengthen the security of humanitarian operations and enable the safe delivery of aid to populations.

Job Summary

Under the direct supervision of the Country Director and with the technical support of the Director of Operations based at headquarters, the Operations Manager ensures the strategic and operational management of all support functions of the mission, in accordance with INSO policies and donor requirements.

The role encompasses human resources management, legal compliance, procurement, logistics, administration, asset management, and the supervision of the support team. You will also be the primary point of contact with headquarters for operational, administrative, and compliance matters.

Main responsibilities

Human Resources

  • Oversee national and international recruitment.
  • Ensure the application of HR policies and compliance with labor law.
  • Oversee integration, performance management, employee relations, payroll, leave, insurance and the HRIS system (Cezanne).
  • Coordinate travel, visas, arrivals, departures and rest and recovery (R&R) periods of international staff.
  • To act as the HR focal point with headquarters, particularly for audits, HR projects and safeguarding issues.

Legal compliance

  • Ensure compliance with national legislation and internal procedures.
  • Supervise visas, work permits, administrative registrations and regulatory documents.
  • Ensure follow-up on audit recommendations and internal controls.

Purchasing, Logistics and Asset Management

  • Oversee all purchasing, logistics and supply chain activities.
  • Manage supplier contracts, market analyses, due diligence processes and asset register.
  • Supervise offices, guesthouses, lease agreements and service providers.
  • Contribute to operational reporting for donors.

Security Support

  • Ensure the monitoring of operational documentation related to security and incident logs.
  • Ensure compliance with safety standards in offices and guesthouses.
  • Coordinate security briefings for staff, consultants and visitors in collaboration with the Deputy Country Director.

Desired profile

Essential requirements

  • 5+ years of progressive experience in human resources, logistics, purchasing, administration or operations management.
  • 2+ years of experience within an NGO or international organization.
  • Proven experience in HR management (recruitment, payroll, employee relations, performance management and labor law compliance).
  • Practical experience in purchasing, administration, contract management, asset management and operational compliance.
  • Experience in the simultaneous coordination of several support functions.
  • Good knowledge of internal controls, risk management, audits and compliance requirements.
  • Excellent command of French and English, both written and spoken.
  • Advanced proficiency in Microsoft Office, particularly Excel, as well as experience with HR information systems (HRIS).
  • Experience in team supervision.
  • University degree in human resources, business administration, operations management, logistics, law or equivalent field.

Strengths

  • Field experience in a similar role, ideally in Latin America or the Caribbean.
  • Good understanding of donor requirements regarding HR, procurement and operations.
  • Experience in implementing or administering an HRIS system.
  • Good understanding of INSO’s mandate and the humanitarian context.
  • Experience in organizational audits and operational improvement projects.

Job requirements

12-month renewable contract, based in Port-au-Prince, Haiti, with a monthly salary of €5,000, 4 paid calendar days of leave per month worked, a housing allowance, international medical coverage (excluding the United States), and accidental death and disability (AD&D) insurance. Please note that Haitian candidates will be recruited according to the locally applicable salary scale and benefits.
