We are looking to incorporate into the Lebanon Delegation based in Beirut and with monthly missions Akkar, a Community Development delegate with the objective of managing the projects that are currently being implemented, giving continuity to the coordination of activities and the preparation of the final reports to the donor.
FUNCTIONS
- You will identify and formulate projects following the Logical Framework approach
- You will coordinate with the Head of Delegation of the Spanish Red Cross, who will represent the Spanish Red Cross institutionally before the International Red Cross and Red Crescent Movement in Palestine (before the IFRC, ICRC and other National Societies that cooperate in Palestine) and other international institutions present in the country.
- You will ensure that the implementation of the projects is carried out in accordance with the technical proposal and the approved budgets, in turn in accordance with the conditions required by the donors (regulations), always in coordination and communication with your Head of Delegation and the Lebanese Red Cross, facilitating the necessary technical support.
- You will oversee the procurement processes and contracting of services (related to the interventions under your responsibility), always having previously informed and obtained the approval of your Delegation Manager, ensuring compliance with the requirements of the CRE’s administrative management manual and the regulations of the various funders. You will support the Lebanese Red Cross in the closure and justification of projects, working in close communication and coordination with your Delegation Manager.
- You will submit the technical (quarterly, interim) and financial progress reports for the projects being implemented to the Central Office in a timely manner, as well as the final reports after approval by your Delegation Manager. You will also comply with the deadlines established in the Spanish Red Cross quality system and with the regulations of the funding bodies applicable to the projects.
- You will ensure the production and filing of supporting documentation for expenses (contracts, invoices, receipts), as well as the technical verification sources established in the formulation documents, and their regular submission to the CRE Central Office (in accordance with donor protocols and regulations).
- In the event of a humanitarian emergency, you will participate in possible extraordinary coordination meetings and follow up on them, thus supporting the head of delegation.
- You will collaborate with the CRE Delegation Manager in the implementation of the security plan, evacuation plan, and safety regulations, in accordance with the recommendations issued by the Spanish Red Cross and the ICRC.
- You will collaborate in the development of the country strategy in coordination with your Head of Delegation, Head Office and the Lebanese Red Cross.
- You will formulate the necessary changes and adaptations in the projects (without proceeding) to be submitted for approval by the funders through the Central Office.
- At all times you will keep the Head of Delegation informed of the progress of your work, as she is the one who centralizes communications and whose approval is required for purchases, requests for funds, sending reports, verification sources, invoices, among others.
- You will perform any other tasks or functions that may arise and that are considered by the Head Office to be part of the development of this mission
ESSENTIALS
- Degree, Diploma, Bachelor’s degree or equivalent experience in the field of international cooperation
- Minimum experience of one and a half years in the field in the management of international cooperation projects.
- Experience in project formulation of at least 6 months.
- Minimum experience of one and a half years in International Cooperation in crisis and/or conflict contexts and in the technical and economic management of projects related to community development/social welfare, humanitarian aid.
- Knowledge of the operation and regulations of funders such as the EU, AECID and Spanish decentralized entities.
- B1 driving license and driving experience.
- Training in international cooperation and relevant sectoral/cross-cutting knowledge related to the position (health, Livelihoods/Effective Transfer).
- C1 level of English, spoken and written (test will be given).
- Entorno Windows (Microsoft Office, Internet, …).
