International Rescue Committee Poland (IRC Poland) is seeking an External Evaluation Consultant to conduct the final independent evaluation of the project:
“OPPORTUNITY: Fostering Economic and Social Wellbeing of Ukrainian Refugees in Poland and Germany through Opportunity Self-Employment Social Innovation Model” (ESF-SI-2024-UA-01-0071).
The project is funded by the European Social Fund Plus (ESF+) Social Innovation+ Initiative and implemented by IRC Poland together with partners from Poland, Germany and Lithuania.
Scope of the assignment
The selected consultant will be responsible for:
- conducting a desk review of project documentation;
- developing the evaluation methodology;
- carrying out remote interviews and/or focus group discussions with consortium partners and key stakeholders;
- analysing qualitative and quantitative data;
- preparing the final External Evaluator Report based on the OECD-DAC evaluation criteria.
The assignment will be fully remote and implemented between July and September 2026.
Required qualifications
Applicants should demonstrate:
- an advanced university degree in social sciences, economics, development studies, evaluation or a related field;
- at least three years of experience in evaluating EU-funded and/or humanitarian and development projects;
- proven experience in applying the OECD-DAC evaluation criteria;
- expertise in qualitative and quantitative research methods;
- excellent command of English;
- experience in refugee, migration, entrepreneurship or economic recovery programmes will be considered a strong asset.
