About COOPI
COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against inequalities and emergency programs to support people affected by natural disasters or conflicts. Currently, COOPI is present in 33 countries in Africa, the Middle East, Latin America, and the Caribbean. Since 2019, COOPI has had a presence in Venezuela, and since July 2020, it has launched a regional program implemented in partnership with Venezuelan organizations and in coordination with local and international institutions, within the framework of existing response plans. In recent years, COOPI has expanded its interventions and currently implements projects with various donors in Caracas, Sucre, Delta Amacuro, and BolÃvar states, focusing on protection (violence against women, human trafficking), sexual and reproductive health, WASH (water, sanitation, and hygiene), school feeding programs, and institutional strengthening.
In conjunction with the launch of a new multi-sector project with various international and national partners, COOPI requires the hiring of a Country Logistics Manager.
Job objective/description
The Country Logistics Manager will be responsible for the supervision, planning and coordination of logistics activities within COOPI projects, ensuring compliance with the standards and procedures established in the organization, as well as applicable national and international regulations.
The primary objective of the Country Logistics Manager is to ensure the proper management and execution of the logistics operations necessary for the development of the Organization’s projects, guaranteeing the appropriate allocation of resources, the efficient handling of supplies and equipment, and compliance with safety and quality regulations. This role includes coordinating the supply chain, transportation, and inventory management.
Areas of responsibility
Planning and control
- Plan and coordinate all logistical activities within the NGO’s projects, including the transport, storage and distribution of goods and equipment;
- Manage the supply chain and coordinate with suppliers and other key stakeholders to ensure the timely delivery of necessary supplies;
- Ensure the application of the NGO’s internal procedures and quality control policies in all logistical activities, as well as in inventory management;
- Ensure compliance with quality and transparency standards according to the requirements of the organization and donors;
- Ensure that logistics activities are aligned with national and international regulations on safety, sustainability and environmental protection;
- Support Project Coordinators in preparing purchasing plans according to the budgets allocated per project, carrying out periodic monitoring of the planning and development of the project in logistical aspects;
- Ensure the periodic updating of the supplier database, including evaluations, technical and market analyses according to the suppliers’ corporate purpose and performance;
- Support in the preparation of funding proposals and in the presentation of interim and final reports for assigned projects.
Logistics management and support
- Oversee the management of all logistical aspects related to mission operations and assigned programs/projects, under the supervision of the Country Coordinator;
- Manage the different phases of the purchasing processes (approval, request and analysis of quotations, orders, contracts, purchase orders, payment management), according to the procedures established for each category of goods and services;
- Ensure the correct implementation of the organization’s movements at the coordination and base levels;
- Ensure the proper functioning of the organization’s computer equipment, through direct assistance and external services;
- Ensure the management and maintenance of the organization’s office spaces and vehicle fleet;
- Supervise the receipt, storage and assembly, when required, of supplies and materials, as well as their transfer to the delivery locations;
- Supervise, in coordination with the administrative team, the registration and filing of documents relating to the acquisition, warranty, depreciation and maintenance of equipment and durable goods within the framework of the projects, as well as their transfer from one project to another and/or to the direct beneficiaries and/or to local counterparts;
- Manage the proper maintenance of assets owned by COOPI or acquired by projects, using corporate tools;
- Support the Country Coordination in the periodic updating and application of the security plan, ensuring that the planned measures are properly respected;
- Conduct assessments of the organization’s assets to ensure that minimum security conditions are met, maintaining a policy of preventing loss and damage to the organization’s assets;
- Carry out those tasks inherent to the objectives of the position, as requested by the Country Coordination team according to the context and needs of the projects executed by the organization.
Coordination and representation
- Coordinate, train and evaluate the logistics personnel under your direct supervision;
- Train the logistics team at the bases and supervise the performance of logistics management tasks;
- To train and provide technical assistance to local partner teams in the implementation of the logistics policies and processes of ongoing projects;
- Participate in internal coordination meetings, leading working sessions as required;
- Represent the organization in external coordination meetings (cluster, working groups, consortia).
Desired profile
ESSENTIALS
- Professional studies (Bachelor’s degree, preferably postgraduate or Master’s degree) in Logistics, Commerce, Supply Chains, Engineering, Economic Sciences, Business Administration and/or related fields;
- Minimum 5 years of experience in logistics management, preferably in the humanitarian sector or NGOs.
- Demonstrable experience in purchasing and inventory management, as well as knowledge of the main management systems and programs;
- Experience in managing computer and IT equipment;
- Experience in direct dealings with suppliers and commercial counterparties;
- Ability to work independently and under pressure, in highly complex contexts;
- Excellent ability to work in teams, in multicultural environments and with multidisciplinary teams;
- Honesty, proactive and decisive attitude, common sense, analytical skills and discretion;
- Flexibility and availability to travel within the country;
- Respect for the organization’s charter of values ​​and humanitarian principles;
- Spanish language;
- Proficiency in computer and office automation tools;DESIRABLE
- Experience in the field of humanitarian aid and/or development cooperation;
- Experience in the logistical management of emergency projects;
- Experience in systematizing processes and preparing documents and reports;
- Experience in supervising or supporting local partners and counterparts;
- English language skills highly valued;

- Ability to organize work independently and prioritize tasks;
- Nationality: Venezuelan or permit to work in the country;
- Valid driver’s license
