Terms of Reference
Save the Children, Poland Response Office is looking to contract a consultant to carry out a Child Rights
Situational Analysis (CRSA) in order to inform its strategic decision-making, programme design and
advocacy strategies.
The CRSA will use the three breakthroughs of Save the Children’s 2030 Ambition and related Theory of
Change as its framework and will use Save the Children’s CRSA guidance and tools to guide the process,
outcomes and outputs.
Background
The Poland Response Office was set up in March 2022 in order to respond to the significant increase in
humanitarian needs of Ukrainian refugees in Poland following the escalation of the conflict in Ukraine.
Out of nearly 8 million refugees from Ukraine in EU, more than 1.5 million refugees- mostly women and
children (40%) are recorded in Poland. Save the Children with its local and national partners has reached
nearly 50,000 refugee children and community members through its response focussing on Child
Protection, Education, Cash and Voucher Assistance, Mental Health and Psychosocial Support services.
SC Poland has crafted a vision document which “acknowledges that the underlying cause of SC presence
in Poland is conflict and migration, we need to prepare for a future in which we will have to play a leading
role in supporting children regardless of their ethnicities or nationalities-enjoy peace, able to access
basic child rights. We as SC Poland would envision a Poland where every child is free to express their
freedoms, access basic education and is protected from any harm”
The current Regional Refugee Response Plan (2023) for Poland estimates $709M in terms of financial
requirements
Aims, Objectives & Outcomes
The overall objective of the Child Rights Situational Analysis (CRSA) is to gather a solid understanding
of the current situation of all vulnerable children in Poland and an evidence base upon which to develop
a relevant multi-year strategic plan for Save the Children’s Work in Poland 2023-25.
The CRSA is just one input into the strategic planning process.
More than one year into the crisis, the needs to support refugees still remain. But at the same time
there’s need to address aspects that facilitate integration of refugees into Polish society and system.
This requires conflict sensitive, inclusive and integrated response and programming that addresses
other vulnerable population in Poland (e.g. other Third Country Nationals, Roma Community etc.) with
focus on local solutions and local leadership.
In order to achieve this, Save the Children aims to conduct a child rights situation analysis focusing on
all vulnerable children in Poland, their needs, current services and response, gaps and identify strategic
entry points for Save the Children programming and advocacy with a multi-year approach.
The specific objectives of the CRSA are:
- For country staff to work together to build a stronger knowledge and analysis of the country
environment in which the organisation is working - Determine the extent to which children’s rights are realized in the country context
- Understand the opportunities and obstacles present for the realisation of child rights in this
context - To inform strategic decision making for multi-year programming, particularly Save the Children
Poland Ukraine response and beyond for other vulnerable groups of children in Poland (e.g. TCN
groups, Roma community)
CRSA is not a baseline survey nor an academic exercise.
Conducting the CRSA
The CRSA draws on the knowledge, experience and perspectives of staff, as well as external actors such
as children, communities, partners and technical experts. SCI has global guidance and tools that can be
usedto complete the analysis and capture findings in written and visual formats (word documents,
graphs, charts etc.) The consultant will also be expected to develop any new tools relevant to the context
The final tools will be agreed with SC Poland MEAL team
The CRSA process includes a review of secondary data, meetings with key informants, and the gathering
of data from primary sources depending on the gaps identified from desk review. These are combined to
inform an analysis workshop. A deep-dive into the key issues will be conducted for prioritization and
inform decision making
Key consultancy deliverables:
- Inception report including work plan.
- Outputs per Annex I.
- Completed compilation of SCI CRSA tools
- Final CRSA report & Powerpoint presentation for key internal and external stakeholders as
- required
- Copy of raw data collected for the exercise
Person specification
Essential:
– Previous experience conducting CRSAs (with Save the Children is an added advantage).
– Extensive experience in developing and implementing research projects in humanitarian
contexts.
– Expertise in developing, conducting and analysing surveys and key informant interviews
– Ability to create graphs, factsheets, data tables etc. of research findings
– Fluent in English and Polish language
Desirable:
– Knowledge of the Ukraine regional refugee response
