CONTEXT:

The project will work in synergy with ongoing global initiatives around the IASC as well as local ones in two pilot countries (Somalia & Syria). It addresses three main gaps: (1) in inclusive humanitarian coordination, (2) programming in protection and food security, and (3) capacities of humanitarian actors to operationalise the IASC GL. Its ambition is to support the Operationalization and Localization of the IASC GL by humanitarian actors, including OPDs through Review, Adapt & Action Learning Labs (RAAL Labs) for disability inclusive coordination, data collection and programming in protection and food security sectors.

The specialist will join the Governance and Inclusive Humanitarian Action unit (10 staff members) within the Protection & Risk Reduction Department.

The project manager position is supervising one technical officer in Kenya and in direct link with 10 team members in the field Somalia and Syria – Pilot Country Teams.

The project manager ensures the timely achievement of the three project results at global level and the two pilot countries, Syria and Somalia/Somaliland. He/she is responsible for managing and coordinating the work at global level and coordinates the work with the field teams in Somalia and Syria. The quality and innovation of the project is achieved through close management of the technical officer in Kenya, the meal officer in Germany and collaboration with the Inclusive Humanitarian Action Specialists working in the same unit.

To ensure synergies, inter-agency coordination and complementarity of action he/she connects his/her work closely with the Task Force on Inclusive Coordination and Programming established for the project, the HI Food Security and Protection Specialists working in adjoined technical units of HI.

OBJECTIVES:

As IHA Project Manager, your main objective is to:

Responsibility 1: Coordinates the technical and operational expertise for his project in close collaboration with the project’s technical specialist and internal stakeholders

  • Ensures in close coordination with project technical specialists and other concerned parties that the activities implemented comply with international technical norms and standards and are in coherence with HI IHA approaches
  • Organizes and steers the regular and ad-hoc coordination meetings and exchanges with various parties and works for a smooth coordinated partner relationship

Is in charge of the operational and technical quality and relevance of project activities implemented within his scope of expertise

Responsibility 2: Successful contract management (ECHO & foundation), efficient coordination between HI and project partners (international and local)

  • Ensures partner and donor coordination:
  • Organizes regular project and donor meetings
  • Ensures timely stakeholder reports and donor reporting as per grant document
  • Ensures project reporting:
  • Monitors the achievement of results and indicators, as per the logical framework using internal and donor tools like PM Box
  • Reports regularly to the line manager
  • Writes reports to Donors and monitors donor deadlines (grants, reporting, audits) concerning the project
  • Follow-up project:
  • Coordinates necessary internal and external planning meetings to plan and design a follow-up project

Responsibility 3: Ensure successful project implementation and promote internal and external project communication:

  • ensures implementation of project activities as per activity plan / logframe
  • ensures coordination with HI technical specialists, project partners and / or external actors as necessary per activity
  • supervises PR work and internal postings on Hinside

DESIRED PROFILE:

  • You hold a degree in master’s degree in project management, Development Studies, Disability Studies, Occupational Therapy, Social Work and/ or equivalent
  • You have minimum five years of experiences as project manager in humanitarian emergency settings with INGO
  • You have solid skills in coordination, planning processes, management incl. donor report writing, logistics and budget follow up
  • You master humanitarian coordination and skills in leading result-oriented task forces or working groups;
  • You are fluent in English (compulsory) – French will be a supplementary asset

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed-terms contract until 1st April 2024
  • Starting date: 3rd May 2023
  • Localization: France, Belgium, UK
