Job Title: Team Leader, Evaluation of UNICEF Investment in the WASH Program in Africa

Overview: International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a Team Leader for a group of experts evaluating a 4-year WASH program that UNICEF has implemented in eight African countries with funding from the Government of the Netherlands. The results of the evaluation will inform the next iteration of the program and provide UNICEF with lessons learned for other similar interventions in other parts of the world. This full-time position starts immediately for a skilled professional who has previous experience in a similar role.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Implementation of the Evaluation
- Manage the work of a team of WASH experts evaluating a WASH program implemented from 2018 to 2022 in countries located in West and East Africa.
- Determine the evaluability of the program and validate the documents needed to conduct the evaluation provided by the donor.
- Develop an inception report.
- Guide and coordinate the desk review of all documentation related to the program.
- Develop the analysis plan for analyzing secondary data available to explore program effectiveness including baseline and midline evaluation data, reports, as well as available performance monitoring data.
- Lead the development of tools to conduct key informant interviews among stakeholders during country visits and ensure that they are translated into French for use in Francophone countries to be visited.
- Generate a list of country stakeholders to be interviewed during country visits with the support of local WASH specialists.
- Plan and coordinate country visits by core team members.
- Lead interviews with UNICEF officers at the HQ, regional and national levels and with higher level stakeholders during country visits.
- Develop an analysis plan for qualitative data collected and guide the implementation of that analysis.
- Develop a report outline to be followed to produce the draft and final report for the evaluation.
- Coordinate the production of a draft and a final report, assign writing responsibilities to the team and participate in the writing of the draft and final reports as required.
- Liaise with UNICEF HQ as required.
- Lead the evaluation team in presentations to the client and stakeholders.
Qualifications
Minimum Requirements:
- 10 years of experience leading complex evaluations.
- Demonstrated excellent project management skills.
- Demonstrated familiarity with water policy issues in developing countries.
- Demonstrated experience in designing, implementing and/or evaluating WASH country programs.
- Strong ability to interact with a wide range of stakeholders at different levels of donor agencies and country governments officials responsible for activities in the WASH sector.
- Demonstrated knowledge of the UN system and UNICEF programming at the country level and traditional evaluation criteria used by UNICEF (relevance, coherence, efficiency, effectiveness and sustainability)
- Thematic knowledge of climate -resilient WASH is preferable.
- Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
- Ability and willingness to work for extended periods in insecure and diverse environments.
- Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
- In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education:
- Masters in environmental/sanitation engineering/ water and environmental engineering, geology, environmental/public health
Preferred Knowledge, Skills and Abilities:
- Excellent research methodology skills.
- Excellent quantitative and qualitative data analysis skills.
- Familiarity with remote data collection approaches/techniques.
- Excellent oral and written communication skills.
- French language skills desirable.
Working Environment: Work is typically performed in an office environment.

Supervisory Responsibility: This position coordinates a team of WASH experts.
Travel: Travel will be required up to 10% during the duration of the assignment.
