The Human Rights and Social Development (HRSD) Division has a vision for just, equitable and resilient Pacific societies. It aims to achieve this by advancing human rights, equality and social inclusion for all Pacific people, grounded in cultural values and principles.

In line with its vision, the work of the Division encompasses the following objectives:

Objective 1: Governance for human rights and social development: Strengthen inclusive, transparent and active governance for human rights and social development.

Objective 2: Gender equality and social inclusion: Mobilise, empower and build conditions for gender equality, equity and social inclusion in society and development.

Objective 3: Culture: Promote, preserve and protect positive expressions of culture.

Objective 4: Enhance knowledge, learning and innovative solutions to accelerate impact on human development priorities.

The role – Adviser (Gender, Social Inclusion and Human Rights Statistics) will provide technical advice, assistance and capacity building under the HRSD work programme with a focus on gender and social inclusion (GESI) statistics and will contribute to the broader human rights statistics needs of HRSD. The role will promote a programmatic approach to the analysis and usage of GESI and human rights statistics within SPC and cross-sectoral understanding at the national, regional and international level. It will also contribute to the production of data that highlights the impacts of applying a People Centered Approach to development in the region. As the role requires working across the objective of the HRSD work program, the Adviser will have a matrix reporting relationship with other Team Leaders in this regard.

The key responsibilities of the role include:

Provide technical assistance and support on the compilation, analysis and strategic input of GESI and human rights statistics and knowledge products

  • In collaboration with the SPC Statistics for Development Division lead the generation of Country and Regional statistics and knowledge products (data and facts and figures) on GESI, HR and culture, for reporting HRSD and SPC outcomes and impacts.
  • Support Pacific Islands Countries and Territories (PICTs) governments and civil societies on the compilation, analysis and classification of GESI and human rights statistics.
  • GESI and human rights statistics and indicators are compiled and analysed using appropriate statistical methods and international best practices and standards.
  • Support integrated programming and mainstreaming of People Centered Approaches to Development across SPC.

Capacity building for the utilisation of GESI and human rights statistics

  • Identify needs for development of GESI and human rights statistical capacities and skills for PICTs and other stakeholders.
  • Support is provided for member countries in designing and implementing of data collection tools for GESI and human rights statistics that support with the implementation and reporting of the Pacific Platform for Action on Gender Equality and Women’s Human Rights (PPA), Pacific Leaders Gender Equality Declaration (PLGED), Pacific Regional Culture Strategy (PRCS), Pacific Youth Development Framework (PYDF) and other related human rights treaties.
  • Support is provided to improve innovative data collection methodologies in GESI and human rights and addressing ethical challenges in this area.
  • In collaboration with the divisional MEL unit, capacitate HRSD staff to enhance knowledge on development outcomes and impacts.

Stakeholder engagement, networking and coordination

  • Support stakeholder engagement, networking and coordination to advance divisional objectives at national, regional and institutional levels.
  • Engage in working groups, task forces and other technical committees.
  • Provide technical assistance to other SPC Divisions and other regional organization on GESI and human rights statistics and working closely with the Statistics for Development Division
  • Represent SPC at national, regional and international forums as delegated by the Director.

Project management and people management

  • Support the HRSD team to implement project commitments and ensure the team is able deliver on GESI and human rights statistics commitments and country interventions.
  • Provide management support to relevant project staff to report against project work plans and budgets.
  • Collaborate with in country staff to develop, implement, monitor project activities.

Key selection criteria

Qualifications

  • Master’s degree in statistics, development, international relations, demography, population studies, human rights and GESI statistics or related discipline from a recognised university.

Knowledge and experience

  • At least 9-10 years relevant practical experience obtained in a National Statistical Office or a related agency at the national, regional or international level.
  • Good understanding of regional GESI and human rights statistics and associated issues.
  • Experience with the analysis and understanding of census, survey and administrative data related to GESI and human rights.
  • Practical experience with addressing the challenges to building sustainable national capacity and systems in the Pacific region.
  • Previous work experience in a developing country, preferably in the Pacific region with developing systems of statistical indicators.

Essential skills

  • Good analytical skills and understanding of the importance of statistics for policy development and planning.

Language skills

  • Excellent English communication skills (oral and written) with competence in writing and delivering technical report and presentations.

Interpersonal skills and cultural awareness

  • Good interpersonal skills, team player and ability to network and effectively work in a multicultural setting with various partners involved in statistical work.

Salary, terms and conditions

Contract Duration –This vacant position is budgeted until 30 June 2025 and is subject to renewal depending on funding and performance.

Remuneration – The Adviser (Gender, Social Inclusion and Human Rights Statistics) is a band 11 position in SPC’s 2023 salary scale, with a starting salary range of 3,091‒3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,118–11,397 (USD 4,142–5,177; EUR 3,923–4,904). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,350–3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
