Context:
Under the overall supervision of the Chief of Mission (CoM) in Yemen and the direct supervision of the Deputy Chief of Mission (DCoM) the successful candidate will oversee and support the Humanitarian Program Coordinators and the Engineering Support Unit in their activities throughout the country.
The Senior Field and Programmes Coordinator will work in close collaboration and in liaison with the humanitarian and recovery agencies and the government authorities, as well as other actors across areas of operation to ensure effective and transparent coordination. The successful candidate also provides expert advice and support in monitoring, analysis and reporting of humanitarian situations on a regular basis.
Core Functions / Responsibilities:
- Coordinate and manage the IOM Yemen Humanitarian Programme Coordinators and the Engineering Support Unit, provide mentorship, advice and support as required.
- Design and ensure the execution of the overall emergency programme strategy for IOM in the country, including overseeing the preparation and submission of project proposals and budgets.
- Oversee the overall implementation of the emergency programming to guarantee that scope, budget, time and quality are in accordance to the different projects specifications, donor requirements and IOM rules and regulations. Ensure an appropriate and timely resource mobilization for the successful implementation of the emergency portfolio.
- Proactively identify programme development opportunities, new funding sources, new thematic areas of technical intervention and establish strategic partnerships that would promote the expansion of the IOM’s emergency portfolio at the country and regional level. Liaise effectively with donors at local and regional level and secure adequate funding to sustain programming.
- Lead the development and implementation of sub office area of operations’ specific strategies in line with the overall IOM Yemen mission strategy. Do this through the contextual analysis of areas where IOM plans to operate a sub office, assessing potential opportunities and risks.
- Actively liaise with the relevant clusters, other relevant agencies, government authorities /entities and any other relevant stakeholder to ensure that IOM emergency programming is coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.
- Advise and support the DCoM, Programme Coordinators and Field Coordinators to establish and maintain strategic working relationships with relevant authorities to ensure continued access and continuity of programmes at the field level.
- Working with senior management, the Resource Management Unit, and relevant Unit heads to harmonize IOM sub office procedures to ensure compliance with IOM’s administrative rules and guidelines, increase transparency and efficiency and coordinate necessary trainings..
- In coordination with Programme Coordinators and IOM Senior Management, undertake field visits to ensure the quality and coherence of IOM programming across sectors and locations, make recommendations and take action for programme adjustments based on the localized context.
- In coordination with Programme Coordinators and the Programme Development and Programme Support (PDPS) unit, provide expert advice and support in the development of new proposals and ensure that robust monitoring, evaluation and reporting mechanisms are in place.
- Ensure appropriate sub office resources and staff are in place to maintain IOM operations/commitments and deputize the Field Coordinators during periods of extended leave.
- Ensure cross-cutting issues are integrated in the SHELTER/Non-food items (NFI)/ Camp Coordination and Camp Management (CCCM) programming such as Gender-based violence (GBV), Accountability to Affected Populations (AAP) and other protection related mainstreaming.

Required Qualifications and Experience:
Education
- Master’s degree in Social Sciences, Economics, International Relations, Political Science, Physical Sciences, Engineering or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Progressively responsible professional experience in experience in the field of humanitarian/recovery affairs, knowledge on global policies and guidelines related to humanitarian/recovery affairs and humanitarian reform;
- Experience in SNFI, CCCM, Water, Sanitation, and Hygiene (WASH) and/or DisplacementTracking Matrix (DTM), at a technical and managerial levels in emergency and conflict environments;
- Experience working in implementation and delivery of humanitarian/recovery projects at the field level is a must;
- Experience working and delivering in complex and hardship settings that requires soundjudgment, and operational flexibility;
- Previous experience in a similar capacity with humanitarian agencies, in particular the UN, preferred; and,
- Experience in WASH, SNFI and CCCM areas desirable.

IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
