1. THE PIRATE
Established in 2005, the Regional Intervention Platform for the Americas and the Caribbean (PIRAC) is the representative delegation of the French Red Cross (CRF) for the Caribbean region, based in Guadeloupe, and serves as its operational mechanism for humanitarian action and regional cooperation. PIRAC provides assistance to Caribbean populations during all major disasters and works to develop capacity-building initiatives to strengthen the resilience of populations in French territories, as well as in the countries of the Caribbean arc and the Guiana Shield.
2. THE “FOK NOU PARÉ” PROJECT
Since 2019, PIRAC has been developing tools to raise awareness of natural hazards and best practices to strengthen risk awareness in the French Antilles. Since early 2026, a project called “Fok Nou Paré,” funded by the Regional Directorate for the Environment, Planning and Housing (DEAL), has aimed to develop a risk awareness culture among the population to better prepare them to respond to major hazards and climate change by promoting appropriate behaviors through fun and participatory educational approaches.
This project has two outcomes:
R1: Students in cycle 3, from schools located in priority education zones of the CACEM are made aware of protection measures against risks affecting the territories by trained and equipped teachers.
R2: Risk reduction stakeholders are actively collaborating on the project to ensure that education and prevention of natural risks for the Martinique population is a priority for the territory.
The project targets the Martinican population, with a focus on primary school students (grades 4 and 5) and middle school students (grade 6). While the project is specifically aimed at school children, it ultimately aims to reach the entire population, across all communities. This initiative is part of the second outcome of the Fok Nou Paré project, which aims to design and produce educational tools to raise awareness of major natural hazards in Martinique.
3. OBJECTIVES OF THE SERVICE
a. Objective of the service The objective of this service is to design two educational tools: a board game entitled Risk Péyi Matinik and a paper fortune teller, based on existing games developed in Guadeloupe. These tools are intended to raise awareness among target audiences about the main natural hazards present in Martinique, as well as the behaviors to adopt before, during, and after a disaster, through a participatory, fun, and educational approach that promotes learning through play, ensuring that younger audiences are engaged and that the prevention messages are remembered.
These games should allow you to:
- to facilitate the understanding of natural hazards present in the Martinique territory;
- to promote the adoption of appropriate actions to take before, during and after a disaster;
- to offer an attractive and readily usable animation tool for awareness campaigns.
b. Target audiences for the service
The “Risk Péyi Matinik” educational game kit and the paper fortune teller are primarily intended for the general public:
- Children aged 7 and over.
- General public including all of the following age groups: children, teenagers, young adults, adults, seniors.
Although designed for use with the entire population, “Risk Péyi Matinik” and the paper fortune teller will need to be particularly adapted to encourage the engagement of children and teenagers, while remaining fully mobilizable during awareness stands, educational activities, public events and actions conducted by PIRAC in conjunction with the Territorial Delegation of the French Red Cross in Martinique and its partners in Martinique.
c. Benefit Description
During the project, participants will be asked to design an educational game called “Risk Péyi Matinik” and a paper fortune teller, based on an adaptation of educational tools developed in Guadeloupe as part of the Paré pa Paré program. The content will be provided by the French Red Cross, based on an adaptation carried out with the support of technical and educational partners in Martinique.
The service will cover the main natural hazards present in Martinique, including:
- the earthquake;
- the tsunami;
- the hurricane;
- the flood;
- ground movements;
- the volcanic eruption;
- le lahar;
- climate change.
The service must take into account:
- the specific characteristics of natural hazards in Martinique;
- the institutional frameworks in force (ORSEC plan, Météo-France vigilance, PPRN, DDRM, DICRIM);
- local geographical, social and cultural realities;
- the consistency of prevention messages across the territory;
- the educational requirements enabling us to offer an accessible, attractive and non-anxiety-inducing tool, capable of capturing the attention of the general public, especially younger people.
Particular attention will be paid to:
- the readability and clarity of the content;
- the simplicity of the language used;
- inclusiveness of media;
- the progressive consideration of accessibility, in particular according to the principles of Easy-to-Read and Understand (FALC).
The service includes layout, graphic harmonization, round-trip validation, and preparation of all files ready for printing.
d. Expected deliverables
Upon completion of the service, the service provider must submit to the French Red Cross the finalized mock-ups as well as all source files and exported files ready for printing of the “Risk Péyi Matinik” educational game kit. The expected deliverables for “Risk Péyi Matinik” are as follows:
- a game box 280x280x60mm;
- a game board measuring 535 mm x 535 mm, foldable in four;
- 108 double-sided playing cards 88mm x 64mm;
- A storage box for cards;
- A laminated, three-panel booklet of game rules in A5 format;
- 2 standard-size 6-sided dice; ● 6 wooden pawns of different colours;
- A storage bag for the game pieces;
- An XL extension: a large format “Risk Péyi Matinik” banner measuring 3m x 3m, made from the existing game board.
- 2 large foam dice, 200x200mm.
The expected deliverables for the Paper Fortune Teller are as follows:
- A double-sided sheet measuring 200 x 200mm after cutting, ready to be folded into a paper fortune teller format.
- Front: Questions and answers about natural hazards in Martinique arranged on the 8 sides of the unfolded support.
- Reverse side: Key prevention messages and actions to take (before/during/after) a disaster, along with pictograms and visual identities.
- Illustrated folding instructions (4 steps) on the outside
The service provider must also provide:
- the editable source files (Adobe Illustrator, InDesign, Photoshop or any other equivalent format);
- High-definition PDF files ready for printing;
- digital broadcast versions;
- low-definition versions intended for proofreading and validation.
The printing, manufacturing and physical delivery of the dice, pawns, box or tarpaulin are not included in this service.
e. Technical considerations
The “Risk Péyi Matinik” educational game kit and the paper fortune teller must be designed to ensure simple, robust and attractive use during natural risk awareness activities.
All materials (game box, board, cards, rules, event cards, educational banner, and XL-sized materials) and the paper fortune teller must have a clear, structured layout consistent with the graphic style of the Fok Nou Paré project. Particular attention will be paid to the readability of the content, the simplicity of the messages, the inclusivity of the illustrations, and the game’s ability to capture the attention of young children.
The files must be of high quality and meet the following technical requirements:
- minimum resolution of 300 dpi for printing;
- legible and accessible typography;
- legible pictograms
- clarity and prioritization of information;
- progressive respect for the principles of FALC (Easy to read and understand);
- pedagogical and graphic consistency across all materials;
- integration of the logos of the French Red Cross, institutional partners and relevant technical bodies.
The educational banner “Risk Péyi Matinik” measuring 3m x 3m, as well as the game elements, must be adapted to XL format and large format printing and designed for repeated use during group activities.
The materials must adhere to the graphic charter of the French Red Cross, the Fok Nou Paré project, and, where applicable, those of the financial and technical partners. They must be clearly organized to allow for reuse, updating, and subsequent adaptation by the project teams.
4. PROCESS AND EXPECTED RESULTS
The service will be provided as follows:
- At the start of the service, a scoping meeting will allow the service provider to present their methodology and the implementation schedule based on PIRAC’s expectations. A scoping document will be prepared by the service provider.
- After the methodology has been validated, the service provider will proceed with the production of the educational materials. Regular meetings will be held with the project team to ensure the content aligns with the Fok Nou Paré project’s objectives and technical requirements. These meetings will also allow for adjustments and the integration of partner contributions. The deliverables are developed and shared with the PIRAC team.
- Following these discussions, a final version of each deliverable will be submitted in digital format (PDF) for validation by the PIRAC team and technical partners, prior to formal approval. The deliverables are validated by the PIRAC team and partners.
- The final phase of the service will consist of the delivery of deliverables , including:
- The Risk Péyi Matinik game
- Risk Péyi Matinik game in XL version
- The Paper Fortune Teller
- The associated digital files (PDF and editable formats: Word, PowerPoint, or equivalent) will be provided. Regular meetings will be scheduled as needed to ensure ongoing support. These meetings will be used to answer questions, facilitate the service provider’s work, and adjust the creation of deliverables based on recommendations from both the service provider and the team. Finally, the service provider is asked to provide all relevant details on how they intend to implement this methodology.
5. CALENDAR
The objective of the service is to provide the final deliverables by 24/09/2026 .
For this, a period of 8 weeks is planned for the entire service.
The deliverable delivery schedule may be revised depending on the stages of development of the tools that will be created by the service provider.

The service provider is invited to propose, based on this schedule, any modifications they deem necessary for the smooth execution of the service. A detailed schedule showing the delivery dates of the various deliverables is required. It will be discussed and then approved during the scoping meeting in week 1.
6. EXPECTED CONSULTANT PROFILE
Below you will find the skills and experience desired by the service provider:
– Skills in creating educational materials and scientific mediation;
– Knowledge about natural risks, their causes, impacts on societies and protection measures;
– Knowledge of the Martinique territory, particularly regarding the issue of natural risks;
– Skills in computer graphics, illustration and visual document editing;
– Good writing skills;
– Raising awareness of inclusive communication;
– Ability to propose innovative tools mixing approaches and media;
– Experience in international solidarity organizations (NGOs/Associations).
7. CONFIDENTIALITY
The tools, guides, visual creations and any other element produced during this service will be the property of the French Red Cross and may not be distributed by the service provider without the prior agreement of the French Red Cross.
8. BUDGET
The total estimated cost for this service is provided by the service provider. It includes the costs associated with adaptation, development, any testing phase, and delivery of the finalized tools.
9. DOCUMENT TO SUBMIT
The deadline for submitting applications is set for 29/07/2026 inclusive
Each service provider will send a file by this date including:
– A technical note presenting the proposed methodology for conducting the service, the implementation steps, the planned organization as well as the production forecast of deliverables in line with the steps described in part 6, Calendar, a timeline for the completion of the expected deliverables;
– A presentation of experiences or similar services provided in the design of educational tools
– A detailed quote clearly outlining the costs of carrying out the mission described above.
The service provider may attach to their file similar projects carried out in the past highlighting their expertise.
The reference documents will only be provided to the selected service provider after the selection phase. Their provision aims to allow the service provider to draw upon existing resources to facilitate the analysis, adaptation, and structuring of the expected content.
These documents will allow the selected service provider to better understand:
- the expected level of detail
- the type of content and messages to be conveyed
- the preferred pedagogical approach
They will therefore need to be used as a working support to guide the design of new tools, while ensuring their adaptation to the Martinique context.
