Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
IOM Chad CO is implementing a wide-range of programmes for internally displaced communities, climate change and conflict affected communities ranging from emergency programmes (live-saving assistance (non-food items, shelter, camp management, displacement tracking matrix, mental health and psychosocial welfare)) to community stabilization programmes (including disaster risk reduction, research, climate change risk mitigation, border management, infrastructure rehabilitation, youth engagement, durable solutions, livelihoods). The programmes are ever evolving and adapting to the context. Chad has set up a 4-digit hotline and developed a full framework for accountability to affected population to monitor programme and delivery quality. In the coming years, the Chad CO is intending to grow this portfolio to base its interventions stronger on beneficiary feedback and a robust Monitoring and Evaluation framework. It is expected that the JPO will significantly contribute to these efforts in close coordination with the different programme management teams and the thematic specialists in the Regional Office (RO) for West and Central Africa.
Under the overall supervision of the Chief of Mission and the direct supervision of Head of Transition and Emergency Unit, the Programme Support Officer (Accountability and Monitoring) will support the IOM Chad Country Office (CO) with the furthering of its accountability to affected population (AAP) framework with a strong focus on monitoring and evaluation of beneficiary-centric emergency and community stabilization programmes.
Core Functions / Responsibilities:
- Provide support to the development of a monitoring and evaluation framework for the emergency and community stabilization teams, with a strong focus on incorporating beneficiary feedback and gender considerations.
- Contribute to the development, coordination and the implementation of CO level and programme specific monitoring and evaluation tools.
- Analyse and disseminate information gathered by the IOM Chad CO’s Monitoring and Evaluation (M&E) team, including the presentation of lessons learned, best practices and more.
- Coordinate and facilitate the trainings for team members working on programmes on participatory, qualitative and quantitative monitoring and evaluation methodologies centred on “do no harm” principles.
- Regularly conduct monitoring and evaluation missions to the field and ensure close coordination of any reporting requirements, findings and recommendations with the Project Managers.
- Assist in the indicator tracking of specific projects, as well as input into general Donor and UNcoordination tools.
- Act as overall accountability to affected populations (AAP) Focal Point for the Chad CO.
- Review and support the management of the IOM 4-digit AAP hotline.
- Participate and actively engage to the activities of the AAP working group on the inter-agency level of the humanitarian country team.
- Support the roll out of the AAP in coordination with the prevention of sexual exploitation and abuse (PSEA) working group and coordinator located in the Resident Coordinator’s Office (RCO) as an interagency tool.
- Review the complaint feedback and quality in close liaison with the Head of Programme.
- Perform such other duties as may be assigned.
Coaching and learning elements
As an integral part of the IOM assignment the Junior Professional Officer will:
- Gain experience in a UN Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups.
- Gain experience in migration policies of the region and of relevant migration governance strategies and responses.
- Acquire in-depth knowledge of IOM operation and activities.
- Be able to draft and finalize reports, concept notes and project proposals.
- Gain experience in working with governmental, non-governmental and United Nations institutions.
- Enhance negotiation skills in a multilateral setting.
Required Qualifications and Experience:
Education
- Master’s degree in Social Sciences, Statistics, Communication, International Development or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in monitoring and evaluation methodologies and technologies;
- Experience with complaint and feedback mechanisms; and,
- Experience in donor reporting and statistical analysis an advantage.
Skills
- Good knowledge of statistical analysis;
- Ability to communicate with a wide range of stakeholders, including through an interpreter;
- Ability to analyse and synthetize qualitative information using relevant technologies;
- Good reporting skills;
- Good organization skills; analytical and creative thinking;
- Proven ability to coordinate across multidisciplinary teams; and,
- High level of proactivity to develop the portfolio.
Languages
For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

- Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
