Expert en électrification hors réseau At International Development Corporation

As part of the implementation of the Energy Access Increase Project in Chad ( PAAET ), the International Development Corporation is urgently looking for the profiles below. PAAET aims to increase access to electricity from 6% to 30% ( or electrify more than 6 million people ) and clean cooking ( called « clean cooking » ) in Chad.

This notice is launched to form the Project Execution Unit ( CEP ). Consequently, successful applicants are expected to commit to work on the project in N’Djamena for 5 years.

PC5- Expert in off-network electrification

Missions

Under the authority of the Project Execution Unit Coordinator ( CEP-MPE ), the Off-Network Electrification Expert will be responsible for implementing activities related to SSA / SSD.

The Expert is expected to provide efficient support to CEP-MHE in the following tasks ( non-exhaustive list )

  • The preparation of tender documents for the various lots of localities to be covered ;
  • The evaluation of offers from private companies and the award of various contracts in coordination with the MHE ;
  • The preparation of the various contracts and the monitoring of their validation and signature in coordination with the MHE ;
  • Monitoring the validation of studies and work execution plans ;
  • Conduct of due diligence relating to the start of works and coordination of project meetings ;
  • Development and monitoring of work schedule in coordination with the MHE ;
  • Control of the compliant execution of the activities of the companies with reference to the specifications ;
  • Monitoring compliance with environmental, social, and health, health and safety standards ( ESHS ) throughout the implementation of activities ;
  • Supervision of the works until the final acceptance of the installations ;
  • Ensure compliance with the guarantee clauses on SSA / SSD and related devices by companies and contractors ;
  • Veiller au respect des clauses des contrats de maintenance par les entreprises ;
  • Veiller au respect de l’emploi des femmes par les entreprises de construction/installation, exploitation et maintenance des SSA/SSD ;
  • Reporting au MHE et à la Banque Mondiale.

Profil

  • Être titulaire d’un diplôme d’ingénieur en électricité BAC + 5 ou équivalent, justifiant d’au moins 10 ans d’expérience dans la mise en œuvre de projets hors réseau et en développement de marchés de systèmes solaires hors réseau, dont au moins 5 ans dans un projet de développement financé par des bailleurs de fonds. L’expérience dans un projet à financement extérieur notamment des Banques multilatérales, en particulier de la Banque mondiale est un atout ;
  • Bonne maîtrise des outils informatiques et des logiciels courants (Word, Excel, Power Point) ;
  • Very good communication skills and very good arrangements for working in a team ;
  • Have a good command of the French and the Englishman in writing and in oral.
