Job Responsibilities

  • Promote the quality of the WRM programme through participation in the formulation of programme/project goals, strategies and approaches. Bring coherence, synergy and added value (innovation) to programme planning and design, implementation, monitoring and evaluation.
  • Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on the introduction of new initiatives in the country.
  • Take primary responsibility for the development of the sectoral work plan and technical decisions in compliance with the defined strategies and approaches.
  • Collaborate with Communication &Advocacy functions to ensure the development of effective communication materials and strategies to support advocacy and social mobilization.
  • Collaborate with the Operational functions and Supply Chain to establish and maintain sound internal controls supportive of WASH programme.
  • Interact with the Government and other partners, NGOs, UN and bilateral agencies in the different stages of WRM programme/project implementation to follow up on agreements and recommendations. Provide technical support guidance on appropriate technical, financial and institutional capacity-building measures to achieve WASH programme goals, including humanitarian response.
  • Develop project proposals and budgets.
  • To effectively represent IR at WRM-related networks and forums
  • Preparation of quality reports for IR and donor use.

Programme Support:

  • Lead on relevant technical assessments in coordination with other IRP thematic areas and/or other external sector agencies, ensuring assessment findings are documented and all-inclusive.
  • Working with SP&BD manager, develop WRM strategy, emergency response plans and master budgets and contribute to IRP’s overall country strategy.
  • Provide technical checking of WRM engineering designs and hygiene promotion programmes as necessary, and proactively promotes high-quality WRM technical approaches within country programmes.
  • Working closely with SP&BD, support fundraising for the WRM sector, including the development of high-quality concept notes and proposals, and engagement with donors’ technical advisers.
  • Prepare and oversee WASH programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, and individual performance management work plans).
  • Prepare timely programme and donor reports on project activities in compliance with internal IRP international requirements and any relevant external donor requirements.
  • Working closely with the HR team, identify WRM staffing needs for emergency/development programmes, and ensure rapid recruitment, induction and training of new staff.
  • Identify WRM programme supplies needs and coordinate with AO/FO and Supply Chain to put in place a sensible phased procurement plan.
  • Working closely with the Monitoring & Evaluation team put in place a sector Monitoring & Evaluation plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Working closely with the Accountability lead to put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in WRM programme design.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with CHS, Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

  • Identify learning and training opportunities for IRP staff and partners and work as a mentor and role model for less experienced staff.
  • Oversee the development of technical training material that will improve aspects of WRM work within IRP at the country level.

Representation & Advocacy & Organizational Learning:

  • Ensure that IRP’s work is coordinated with the efforts of other agencies and the Government, and take a leadership role within Interagency Coordination forums, such as the WASH cluster/Working Group or any other forum.
  • Take steps to document lessons learned, from WRM programmes, for wider dissemination.
  • In collaboration with senior programme staff and Advocacy Specialist, assist in advocacy activities that target decision-makers at all levels.
  • To identify opportunities and material to contribute to WRM communications and media work, acting as a spokesperson when required.

General:

  • Deliver high-quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the WRM team and IRP.
  • Comply with IRP policies and practices with respect to its values, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have a zero-tolerance policy towards SEAH and don’t support any action that promotes or encourages SEAH.
