M&E Specialist (Malaria) At Idmibok International

Overview:

The M&E Specialist will review the audit design and implementation of Global Fund-supported programs for impact achievement in Côte d’Ivoire. This role involves assessing the effectiveness of implementation arrangements to deliver effective public health outcomes, the quality of health services provided to intended beneficiaries, and the availability, accuracy, and completeness of data and its use for decision-making. The M&E Specialist will also review programmatic and data-related guidelines, policies, systems, and processes, implementers’ management of programmatic and data-related risks, and the performance of the Global Fund grants on key health-related indicators in line with the targets in the Performance Framework.

Responsibilities:

  • Review the audit design and implementation of Global Fund-supported programs for impact achievement in Côte d’Ivoire.
  • Assess the effectiveness of implementation arrangements to deliver effective public health outcomes.
  • Review the quality of health services provided to intended beneficiaries.
  • Assess the availability, accuracy, and completeness of data and its use for decision-making.
  • Review programmatic and data-related guidelines, policies, systems, and processes.
  • Assess implementers’ management of programmatic and data-related risks.
  • Review the performance of Global Fund grants on key health-related indicators in line with the targets in the Performance Framework.
  • Review process documentation, conduct detailed interviews with the auditees, and prepare detailed documentation (in the form of narratives, flowcharts, or other methods) on the assessed processes.
  • Engage with in-country stakeholders and review supporting documentation at the central and program implementation sites, including health centers.

  • Prepare a detailed risk assessment identifying process objectives, significant risks, and related key controls.
  • Preparation of the report on the audit.

Qualifications and Requirements:

  • Master’s degree in Public Health, Epidemiology, Statistics, or a related field.
  • At least 7 years of professional experience in monitoring and evaluation of Malaria-focused public health programs,
  • In-depth knowledge of the Global Fund programs and M&E policies and guidelines.
  • Strong analytical skills and experience in data analysis and interpretation.
  • experience in conducting health program audits.
  • Excellent communication, report writing, and presentation skills.
  • Experience in engaging with in-country stakeholders and managing relationships with partners.
  • Fluency in French and English.
