Expertise France is the French public agency for international technical cooperation, and a subsidiary of the French Development Agency (AFD Group). It designs and implements projects that sustainably strengthen public policies in developing and emerging countries. The agency operates in key development sectors such as governance, sustainable development, security, health, and education, and works alongside its partners to help achieve the Sustainable Development Goals (SDGs).

In this context, Expertise France is recruiting a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to support two Governance EU-funded projects (50% each project) within the Country Office and may evolve to support additional projects depending on the development of Expertise France’s portfolio in Lebanon.

  1. Support to Public Administration in Lebanon (PAR) (48 months: 11/2023 – 11/2027)

The project aims to support progress in key areas of public administration reform in Lebanon through enhancing the integrity, transparency and accountability of its public administration aligned with the principles of a modern public administration. It consists of three outcomes:

  1. Safeguarding integrity of the public administration, mainly in the area of public human resources management;
  2. Enhancing transparency in public administration systems, mainly in the area of public procurement at central and local level and access to public information;
  3. Strengthening accountability of the administration by reinforcing the role of the main oversight bodies (i.e., Central Inspection Board, Court of Audits and National Anti-Corruption Commission) in implementing reform, fighting and preventing corruption.

The project beneficiaries are the Civil Service Board, the Public Procurement Authority, the Court of Accounts, the Central Inspection, the National Anti-Corruption Commission and OMSAR, with the Institute of Finances and the National School of Administration (ENA) as key stakeholders.

The project aims to strengthen the capacity of Lebanon’s oversight institutions by improving their processes, thereby enhancing the legality, transparency, and efficiency of public administration.

  1. Support anti-corruption efforts through processes’ reforms and digitalisation of high-impact public services (e-Services) (starting September/October 2026, contingent upon the signature of the project.)

A new EU Action, starting in September/October 2026 (to be confirmed) (duration 36 months) will be implemented to support anti-corruption efforts through processes’ reforms and digitalisation of high-impact public services.

The Action is implemented by a consortium led by Expertise France, acting as the pillar-assessed entity and the e-Governance Academy (eGA) is the consortium partner responsible for leading the trust services component.

The action is structured around four complementary outputs, each led by one of the two consortium partners with cross-contributions where the complementarity of expertise adds operational value:

  1. Output 1 (EF lead). Accessible, user-centered and integrity-enhancing digital public services developed and deployed.
  2. Output 2 (EF lead). Pilot administrations’ capacities strengthened for transparent and integrity-driven service delivery.
  3. Output 3 (eGA lead). Cybersecurity frameworks, European trust services and integrity standards implemented for digital public services.
  4. Output 4 (EF lead). Lebanese GovTech ecosystem strengthened and mobilised in support of public services digitalisation, towards the long-term financial sustainability of digitalised services.

The main beneficiaries of this project is OMSITAI which has developed Lebanon’s Digital and AI Roadmap and identified a portfolio of priority e-services to be digitalised in pilot administrations.

  1. Mission Description

The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer is a key position supporting the implementation of the two projects, PAR and e-Services. S/He will contribute to the operationalization of the projects’ MEAL frameworks and support the effective implementation of MEAL activities across the interventions.

The MEAL Officer will support the implementation of routine monitoring and data collection activities, including field visits, stakeholders follow-up, Means of Verification (MoVs), and the collection and analysis of quantitative and qualitative data related to projects outputs and outcomes. S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.

In coordination with the Governance portfolio manager, the project teams and the Country Direction MEAL function, the MEAL Officer will support the development and adaptation of MEAL tools, methodologies, databases, and data collection instruments, while ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. The position will also contribute to strengthening data management, documentation, archiving, and learning processes, including the use of automated systems to support efficient data analysis, visualization, knowledge management, and evidence-based decision-making throughout projects implementation.

Essential Responsibilities:

Monitoring and Evaluation

  • Develop and implement comprehensive intervention MEAL plans for assigned interventions, ensuring alignment with donor, EF, and global MEAL standards.
  • Develop the e-Services monitoring and evaluation strategy and plan during the Inception phase and revise the logical framework.
  • Draft the ToRs for the recruitment of external evaluation firms (midterm review, final evaluation and capitalisation)
  • Ensure timely and high-quality implementation of MEAL activities, including qualitative and quantitative data collection, based on the established MEL System and MEAL Calendars.
  • Ensure proper MEL documentation in accordance to EF standards, including maintaining MAEL folders, raw and analytic datasets, evidence, tools, analysis workbooks, and all related documentation.
  • Ensure a comprehensive and updated database for the projects.
  • Lead the implementation of data collection activities in close coordination with the project expert and technical team.
  • Lead the preparation of the MEAL narrative components of donor and internal reports, ensuring clear presentation of results, rigorous analysis of outputs and outcomes, proper interpretation of findings, and evidence-based reporting aligned with indicators’ results.
  • Organize and lead data collection activities especially for qualitative data, this will include the design and implementation of outcome measurement exercises to capture behavioral, organizational, and institutional changes resulting from the intervention. Particular attention will be given to stakeholder consultation and accountability mechanisms, fostering meaningful engagement, transparency, and continuous learning throughout the project cycle and across EF country portfolio.
  • Adapt and strengthen data collection tools as needed to ensure accurate measurement of EF internal and country-level indicators, and guarantee the availability of reliable data to inform evidence-based decision-making at the Country Direction level.
  • Support the implementation of internal project quarterly and annual reviews in line with Expertise France MEAL guidelines, ensuring the use, adaptation, and updating of relevant EF tools and templates to facilitate structured reflection and indicators assessment.
  • Maintain a chronological record of progress against targets, and contributing to the design and structuring of the two projects database to guarantee data accuracy, traceability, and availability for donor reporting and audit purposes.
  • Rolling out and put in place the monitoring and evaluation MEAL tools, software licenses, communication methods, collection and analysis using KOBO, ODK, dashboard, etc).
  • Support the preparation and submission of regular reporting for EUD platform OPSYS.

Accountability and Learning

  • For the relevant project(s), develop tools and methodologies to implement the accountability and learning components of the MEAL Plan, including stakeholder feedback, consultation, and recommendations tracking mechanisms.
  • Lead the implementation of Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and stakeholder consultation sessions, and ensure proper analysis and reporting of the findings.
  • Follow up on the recommendations and action plans resulting from accountability and learning activities to support their effective implementation.
  • Ensure proper planning and follow-up of the projects’ capitalization and learning exercises to support knowledge management and adaptive implementation.

Cross-Cutting Activities

  • Ensure effective coordination with project teams, partners, and external stakeholders to support effective MEAL implementation.
  • Participate in the MEAL workshops, seminars and capacity building activities organized at HQ and country direction level.
  • Support EF communication and visibility efforts by adapting and organizing relevant data within MEAL tools and systems.
  • Ensure the availability of accurate data for communication materials, dashboards, visualizations, events, and Steering Committee meetings

The position is primarily dedicated to the above-mentioned projects; however, the successful candidate may be assigned responsibilities or provide support to other projects managed by Expertise France, according to operational needs.

  2. Education
  • Graduate degree in social` sciences, international cooperation, project management, applied statistics, development economics, or any other relevant field. Advanced certificate in MEAL is preferred.
  • Experience in designing, implementing, and operating project MEAL systems from project initiation to closeout stages
  • At least 5 years’ professional experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations, development projects, preferably in the field of humanitarian/social development/education or refugees, aid to displaced persons;
  • Good command of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis and visualization software (PowerBI), and good knowledge of more comprehensive monitoring software;
  • Experience in database design and management;
  • Experience in designing, facilitating and evaluating training for adults in the field of MEAL will be considered favorably;
  • Excellent understanding of results frameworks and indicators as well as international MEAL standards and applications, particularly on projects funded by EU and AFD;
  • Experience managing consultants and external service providers would be an asset.
  • Good command of project management tools and practices (theory of change, logical framework, programming, reporting, etc.) and knowledge of donor practices.
  • Proven experience in monitoring, evaluation, accountability, and learning for governance, public administration, and institutional reform projects,
  • Fluency in English and Arabic, ability to work in French will be an asset.

They will contribute to the operationalization of the projects’ MEAL frameworks and the effective implementation of MEAL activities across all interventions.

The SERA Officer will support the implementation of routine monitoring and data collection activities, including field visits, stakeholder engagement, Means of Verification (MoV), and the collection and analysis of quantitative and qualitative data related to project outputs and impacts. They will contribute to monitoring progress against project indicators, ensure data quality and consistency, and support timely reporting processes, including required updates to donor reporting platforms (OPSYS) and EF’s internal monitoring systems.

In coordination with the Governance Portfolio Manager, project teams, and the SERA Coordinator for the Jordan-Lebanon Country Office, the SERA Officer will support the development and adaptation of SERA tools, methodologies, databases, and data collection instruments, while ensuring compliance with EF’s SERA standards, donor guidelines, and accountability requirements. The position will also contribute to strengthening data management, documentation, archiving, and learning processes, including the use of automated systems to support effective data analysis and visualization, knowledge management, and evidence-based decision-making throughout project implementation.

Key responsibilities:

Monitoring and evaluation

  • Develop and implement comprehensive SERA plans for assigned interventions, ensuring their consistency with donor, EF, and international SERA standards.
  • Develop the strategy and monitoring and evaluation plan for the e-Services project during the start-up phase and revise the logical framework.
  • Draft the terms of reference for the recruitment of external evaluation firms (mid-term review, final evaluation and knowledge sharing)
  • Ensure the timely and high-quality implementation of SERA activities, including the collection of qualitative and quantitative data, based on the SERA System and established SERA schedules.
  • Ensure adequate SERA documentation in accordance with EF standards, including maintaining SERA records, raw and analytical datasets, evidence, tools, analysis workbooks and all related documentation.
  • Ensure a complete and up-to-date database for projects.
  • Lead the implementation of data collection activities in close coordination with the project expert and the technical team.
