Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

For the past three years, Lebanon has endured a complex economic and financial crisis. The situation has been compounded by the continued impact of the Syrian refugee crisis, the economic impact of COVID-19, the Beirut Port explosions, and the war in Ukraine. The crisis has triggered a significant rise in poverty. Population groups that were already vulnerable before the crisis have been disproportionately affected.

In line with the priorities set out in the Lebanon Crisis Response Plan (LCRP) and other UN response frameworks, IOM implements programmes to support people’s livelihoods and promote economic recovery and social stability in communities across Lebanon.

Under the overall supervision of the Head of Office in Lebanon and direct supervision of the Head of Programmes, and in close coordination with the Regional Thematic Specialists (RTS) at the Regional Office (RO) for the Middle East and North Africa in Egypt and relevant Divisions/Departments /Units at Headquarters (HQ), the Programme Officer will be responsible for managing, coordinating, and overseeing livelihoods and social stability programming in Lebanon.

Core Functions / Responsibilities:

  1. Oversee the effective development and implementation of livelihood and social stability, manage the administrative and operational components, and backstop financial and budgetary aspects for relevant projects.
  2. Provide operational management, guidance, and technical supervision to national and international staff, assisting on programmatic strategy and implementation, including where to focus programme resources and operational challenges as they arise.
  3. Establish and maintain effective working relationships with central and local government authorities, international organizations, and other stakeholders to coordinate and facilitate programme implementation, maximize performance, promote new activities, and raise funds for new projects.
  4. Support IOM’s active participation in relevant sectors and other coordination and technical working groups established under the Lebanese Crisis Response Plan (LCRP), the Emergency Response Plan (ERP), the Reform, Recovery and Reconstruction (3RF) Framework, and UN Sustainable Development Cooperation Framework as well as other forums, to facilitate proper coordination of livelihood and social stability activities.
  5. Pro-actively seek opportunities for new funding from government and non-government donors. Take part in meetings with donor counterparts to discuss programme and project possibilities, coordinate and promote new activities and support fund raising for new projects. Coordinate the development of new projects, in coordination with the Programme Support Unit (PSU).
  6. Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and evaluation strategies, in close coordination with M&E.
  7. Ensure timely and quality preparation and submission of all programme reports, in close coordination with the Programme Support Unit (PSU) and ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests, and expectations.
  8. Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the CO.
  9. Supervise and provide technical support to all relevant Programme staff. Mentor and support staff, conduct relevant training and ensure the capacity building of Programme staff.
  10. Undertake travel duties nationally or internationally, as required, including regular visits to field-offices, to coordinate, develop and/or support programme implementation.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in programme conceptualisation, development, monitoring, reporting and evaluation;
  • Experience in implementing livelihood programming, such as income generating activities, vocational training and education, and decent and safe job creation;
  • Experience in social stability programming, such as support to public service delivery and dialogue and participation activities with the community and local authorities;
  • Experience in programme development and capacity-building activities;
  • International experience working in a multilateral system, preferably UN context, along with familiarity with the UN system, its agencies, funds and programmes;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues as well as humanitarian debates in the country and in the region;
  • Experience in organizing consultations, workshops and seminars with high level stakeholders;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.

Skills

  • Knowledge of technical and soft business and accounting skills
  • Knowledge of community dialogue, conflict prevention, and dispute resolution techniques;• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

  • Good knowledge of human and financial resources management;

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
