Position Summary

Creative Associates International seeks a Chief of Party-COP for the anticipated USAID’s Office of Transition Initiatives-OTI Sudan Activity. This will be a three-year activity with an estimated budget size ranging between $25-$50M.

The COP will provide overall leadership on planning and management of activities and operational oversight. They will also work closely with the project staff to ensure uninterrupted implementation of technical activities and adherence to all contractual requirements and USAID regulations. Successful candidates will have a combination of USAID programming and grant-making experience drawn from previous work on high-paced and dynamic stabilization and transition projects.

The position will be based within Sudan or countries in the Africa region (potentially Nairobi, Kenya). Long-term candidates must be willing to locate to Sudan as agreed by Creative and OTI when the security situation allows.

Responsibilities

Making key decisions and solving problems in short time frames while ensuring operational and program integrity. Overall program direction is provided by OTI through the TOCOR and CR.

Management, oversight, and reporting of Contractor progress and quality of performance in meeting the activity undertakings in this program.

Financial and program management, oversight, and reporting of Contractor progress and quality of performance in meeting the activity undertakings in this program.

Serving as the Contractor’s designated person for overall management of the in-country relationship with OTI.

In close consultation with the CR, providing oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.

Under the guidance of the CR or DCR, contributing to the design and implementation of the MEL system at the activity and program levels and for ensuring that all programming is properly monitored and evaluated.

Developing familiarity with, and maintaining daily usage of, the OTI Web-Based Database, and ultimately being responsible for ensuring that the relevant staff use and maintain the Web-Based Database, and that data is consistent and complete.

Qualifications

* A minimum of eight years of relevant work experience working in complex, high-speed and/or challenging field operations in developing countries. At least three years of this experience shall include managing field operations.

* Demonstrable experience leading complex, large scale conflict, post-conflict, transition and peacebuilding programs. Former and/or acting COP/DCOP experience strongly preferred.

* Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity.

* Experience with grant management.

* Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.

* Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement.

* Experience with activity design, development, and implementation.

* Experience working in a fragile or transitional state environment.

* Experience working in or supporting programs in the Arabic-speaking world, and/or East and Southern Africa preferred.

* Fluency in written and spoken English.
