Job Purpose:
This position works closely with the Manager (Local Disaster Relief) / Deputy Manager (Local Disaster Relief) (LDR) and co-works in the execution of plans related to emergency response, as well as contribute to institutional response preparedness in Hong Kong. The position also needs to ensure effective implementation of the strategies, and drive actions to achieve timely and relevant assistance, with the highest level of accountability, to people affected by disasters, and enhance the capacity of vulnerable communities to cope with disaster risks.
Key Responsibilities:
- Assist the Manager (LDR) / Deputy Manager (LDR) in strategic plan, annual plan budget of the service and execute the LDR programmes
- Organize and implement emergency responses including conduct relief needs assessment, conduct proper monitoring and evaluation of such activities, and submit regular reports
- Build network and partnership with relevant Government departments, funding partners and NGOs at district level to render timely support to individuals/cases affected by local crises and emergencies
- Maintain and monitor the implementation of LDR service quality for fulfilling the requirements of Service Quality Standards (SQS) and Funding Service Agreement (FSA) under the Lump Sum Grant of the Social Welfare Department
- Assist Manager (LDR) / Deputy Manager (LDR) to review and develop LDR manuals, guidelines and volunteer training modules aligning with the agency level Emergency Response Plan.
- Be responsible for the volunteer management and training, disaster relief warehouse management and procurement
- Organize and implement LDR projects or activities, support service promotion, and solicit funds for the projects responsible through preparing proposals and reports
- Take the role of onsite coordinator (OC) for local emergency operation according to LDRT’s mobilization mechanism and Agency’s emergency response mechanism as required
Requirements:
- Bachelor degree holder in Social Science and related disciplines or above qualifications
- Minimum 2 years’ post-graduate working experience, highly preferably with 1-year proven record of emergency relief experience
- Solid experience in case handling, volunteer and project management, candidate who is familiar with local emergency relief context is a definite advantage
- Able and ready to join/ lead emergency operation during non-office hours
- Proficient in both written and spoken English and Chinese (including Putonghua)
- Proficient in PC knowledge (including Microsoft Office)
- Self-motivated, strong sense of responsibility, independent, able to work in a multi-disciplinary team and under pressure
- Holder of valid first aid certificates is preferred
- Holder of HKSAR driving license is preferred
Contract period: 1 year (Renewable)
