Director, Global Support Hub At ICAP

Role Purpose:

The Director, Global Support Hub oversees all planning, finance, administrative and operations functions of ICAP’s regional office in Pretoria, South Africa necessary to support projects and organizational initiatives with regional or global scope. Areas of responsibility include strategic planning, budget development and tracking, financial management and reporting, payroll, procurement, systems development, special organizational initiatives and regional office management. The incumbent works collaboratively with ICAP Principal Investigators and Project Directors to provide administrative supervision to regional office staff focused on technical projects and compliance programs and he/she is responsible for full supervision of all regional office administrative, financial and operations staff.

Duties and Responsibilities Major Accountabilities:

• Lead all regional office components of ICAP organizational initiatives focused on the design, adoption and scale-up of new and improved systems for financial management, procurement and controls.

• Coordinate planning and implementation of all regional-level programs for finance and administration targeting ICAP country offices located within and outside of the region and coordinate the provision of financial and administrative assistance to ICAP country offices, as needed.

• Oversee management and execution of regional office financial, administrative, human resources, and operations transactions to ensure efficiencies and full compliance with policies, rules and regulations of Columbia University, ICAP, host countries, and donors/sponsors and adequate segregation of duties.

• Ensure the on-time preparation and submission of regional office forecasts of estimated costs, ensuring the availability of funds to meet financial needs and to ensure that cash advances are reconciled in accordance with established procedures and required deadlines.

• Represent ICAP with relevant labor, immigration, tax authorities and any other legally prescribed local representation role for foreign entities in South Africa to ensure that all requirements set by the national government are fully met, and serve as ICAP’s lead point of contact with in-country legal counsel and coordination of all legal matters with ICAP New York.

• Collaborate with other members of ICAP leadership and technical staff to plan and implement organizational development initiatives supporting mobilization of new projects, resources and donor commitments in South Africa.

• Perform other related duties, as directed.

Education, Qualifications & Experience Education:

• Bachelor’s degree in Business or Public Administration, Finance, Accounting or related field.

• Master’s degree is preferred.

Experience, Skills & Minimum Required Qualifications:

• 10 years of relevant work experience with at least 7 years of increasingly responsible experience in finance, administration, or operations within international NGOs.

• Experience in analyzing and interpreting financial data and sound knowledge of accounting principles.

• Experience in the use and management of accounting software and enterprise resource planning (ERP) systems.

• Experience in the management of health and development projects in complex operating environments supported by international donors/sponsors, multi-laterals and foundations, including US Government PEPFAR programs.

• Strong supervisory and management skills and demonstrated experience in the supervision of finance, administration, logistics and operations staff and teams.

• Capacity to work with a high degree of independence with minimal supervision, reliably establishing priorities and meeting deadlines.

• Demonstrated experience in diplomacy, negotiations and cross-cultural communications.

• Demonstrated ability to identify, analyze, and resolve problems, constraints and issues relevant to project implementation and performance.

• Excellent oral presentation and writing skills.

• Advanced proficiency in Microsoft Office suite including Excel to develop moderately complex spreadsheets.

• Fluency in English Travel Requirements:

• Periodic in-country travel and approximately 5 to 10 regional and international trips per year are expected.
