Program Manager “Strengthening the legal representation of workers and unions in Mexico”
ABA ROLI seeks to recruit an expert in Mexican labor justice as a Program Manager who will work managing the program “Strengthening the legal representation of workers and unions in Mexico”.
This position is for a 30-month program to support the enhancement of the protection of worker and union rights by labor justice institutions through technical assistance for capacity building and multi-stakeholder dialogues to improve legal advice and representation provided to workers and unions in Mexico.
The selected candidate is expected to be based in Mexico City, Mexico.
Background
The American Bar Association Rule of Law Initiative -ABA ROLI- is an international non-profit organization that implements legal reform and rule of law programs in more than 40 countries around the world. ABA ROLI has almost 400 professional employees working abroad and, in its Washington, DC office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and a wide range of civil society organizations, including human rights groups.
Description of the position of Program Manager for “Strengthening the legal representation of workers and unions in Mexico”
ABA ROLI is looking for a Program Manager to lead the financial, administrative and programmatic management of the “Strengthening the legal representation of workers and unions in Mexico” Program.
The Program Manager person will report directly to the Mexico Country Director based in Mexico City, in addition to the finance and program staff in the Washington, DC office.
Responsibilities
- Develops, implements, evaluates and improves the priorities of the program and ensures that these programs are in line with the mission, vision and general values of ABA ROLI and that they respond to the local needs of Mexico;
- Works in collaboration with donors, local partners, and staff based in Washington, DC;
- Recruits and manages program staff, consultants; and short-term and long-term consultants, as needed;
- Supervises the implementation of the activities of the approved Work Plan;
- Ensures compliance with the policies, practices, procedures and standards of ABA ROLI and donors;
- Ensures compliance with US Foreign Corrupt Practices Act (FCPA);
- Takes financial responsibility for the project by acting as the person who approves expenditures and is responsible for financial controls;
- Keeps abreast of the operational, political and legal environment in Mexico and informs Management about its progress and that it may have a positive/negative impact on operations;
- Advises and trains staff on strategic program implementation, overall program management, monitoring and evaluation, and reporting;
- Ensures effective allocation of funds to all approved goals and components to optimize achievement of objectives;
- The Program Manager person will assume the direction, training, advice, development and, where appropriate, will apply discipline to the employees under his charge;
- Creates and recommends capital and operating budget requirements for the project; manages and is responsible for complying with the finally approved budget without affecting the service or the program;
- Supervises, collaborates and follows up on monitoring and evaluation tasks in accordance with the indicators and M&E plan; as well as in the writing of activity reports;
- Design, develop, implement and manage the project’s virtual platforms, social networks and virtual classrooms.
Basic Qualifications
- Minimum of five (5) years of experience in project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving objectives, establishing and maintaining systems to manage project operations and supervision of the preparation and submission of required reports to donor agencies);
- Experience establishing and maintaining systems to manage project operations;
- Proven success playing a leadership role in a project that addresses labor issues relevant to the project being funded under this cooperative agreement;
- Maintains working relationships with all project stakeholders and is involved in building coalitions and promoting public-private partnerships;
- Bachelor’s, Master’s, or Juris Doctor (JD) degree that reflects experience in areas relevant to this project, such as employment law, public policy, sociology, and project management;
- Professional fluency in Spanish (written and oral) is required;
- Experience with Microsoft Office software;
- Experience in managing programs financed by international donors;
- Work experience in a professional setting with people from diverse cultural backgrounds;
- Strong commitment to the principles of the rule of law.
Preferred Qualifications
- Proven experience working in Mexico on labor issues, reform of the labor justice system, and training of labor officials;
- Previous experience with legal research and analysis for various audience groups, from high-level stakeholders to grassroots civil society actors;
- Knowledge of issues related to the labor justice reform in Mexico, with special emphasis on labor conciliation, labor adversarial oral litigation techniques, and learning-by-doing methodologies for the development of practical skills;
- Professional fluency in English (written and oral).

La persona Gerente de Programa dependerá directamente del Director de País de México con sede en la Ciudad de México, además del personal de finanzas y programas en la oficina de Washington, D.C.

- Desarrolla, implementa, evalúa y mejora las prioridades del programa y asegura que estos programas estén en línea con la misión, visión y valores generales de ABA ROLI y que respondan a las necesidades locales de México;
