A major player in the social and solidarity economy, the French Red Cross is piloting a network of more than 600 establishments and services in the health sectors, health and training, she is also head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside the National Companies and 2 regional platforms ( PIRAC and PIROI ), on the following themes: Health and Disaster risk management.
In the same way as in the trades it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action scheme. This results in an articulation of emergency, post-emergency, exit from the crisis and reconstruction activities aimed at best efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.
Our association also has the will to strengthen its presence and the promotion of its priority commitments within the International Movement.

The French Red Cross ( CRf ) has been present in Mauritania since 2000, through health programs ( nutrition, maternal and child health ), economic and social recovery and food security.
Its national strategy is based on three main axes: strengthening the health system, strengthening the resilience of populations, and exchanging expertise with the Société Nationale Hoste, the Mauritanian Red Crescent.

General mission of the DMI :
Sous la responsabilité directe du Coordinateur Admin/fin/RH, le/la délégué RH/Admin sera responsable d’appuyer le Coordinateur Admin/fin/RH avec la gestion administrative des ressources humaines sur la Délégation CRF en Mauritanie (dans le respect de la législation locale, des outils et procédures CRF, et des règles de bonne gestion des ressources humaines)
MISSIONS ET ACTIVITÉS
- Mission 1 : Assurer la gestion des ressources humaines nationales
- Mission 2 : Assurer la gestion des ressources humaines expatriés
- Mission 3 : Participe aux bonnes relations partenariales et au développement des Sociétés nationales
- Mission 4 : Assure la direction et l’animation efficace et dynamique de son équipe

- Lien hiérarchique : Assuré par le Coordinateur Admin/Fin/RH
- Lien opérationnel : Assure le management de l’assistant RH

Profil du candidat
Qualifications et expériences
Une expérience solide de généraliste RH (2 ans au minimum), idéalement dans un contexte humanitaire/ONG internationale et de préférence dans un environnement d’insécurité
Minimum Bac +3 en Gestion des Ressources Humaines et ou droit du Travail.
Compétences
Exigences du poste obligatoires
- Capacité d’élaboration et production des outils de gestion de procédures RH.
- Expérience du travail en équipe avec un lien fonctionnel.
- Expérience de travail dans une équipe multiculturelle et pluridisciplinaire.
- Excellentes qualités analytiques, rédactionnelles, de planification et d’organisation.
- Bonnes capacités pédagogiques
- Capacités relationnelles prouvées, diplomatie, pédagogie et neutralité.
- Confidentialité absolue.
Compétences appréciées
- Maîtrise du pack Office (Word, Excel, Powerpoint), travail en réseau (G-Suite/Google Workspace)
- CRF knowledge and CRCR movement would be a plus.
Skills related to the specific environment of the mission:
- Ability to work in a context of both crisis and development (stress, workload, insecurity).
LANGUAGES
- Excellent level of French mandatory (spoken and written)
- English would be a plus
Prerequisites
- Passport valid for more than 6 months at the time of the planned departure
- Up-to-date vaccination record / ability to travel
- Full vaccination schedule required
Practical information related to the position
- Type of status : expatriate
- Type of contract : CDD under French law
- Salary : According to the classification of the position on the CRf grid and according to the experience of the candidate.
- Per diem : daily per diem which varies depending on the country
- Leave : 10 to 15 days minimum every 6 months – Plane ticket covered 100% by the CRf for home journey
- Health coverage : CFE + Mutuelle MSH (100% coverage) – 75% covered by the CRf
- MedEvac/repatriation insurance : YES
- Other insurance : provident insurance (death and disability)
