Duty Station of the Consultancy: Tbilisi, Georgia

Duration of Consultancy: 25 working days (1 October 2026 – 31 July 2027)

Nature of the consultancy: International consultant to support the International Organization for Migration (IOM) Mission in Georgia in assessing migration data needs for the future Population Register and developing recommendations for incorporating migration data into the Population Register, in line with international standards and best practices.

Project Context and Scope

In recent years, Georgia has made notable progress in strengthening its migration data system. However, there remains a need for increased standardization of data and enhanced methodologies and institutional coordination for the development of evidence-based policies and ensuring effective migration governance. This project aims to contribute to improved migration governance in Georgia through the establishment of a cohesive and efficient migration data ecosystem which ensures that high-quality data is consistently used to drive effective policy and programming decisions (Objective).

The project aims to achieve the objective through the following outcome: The Government of Georgia’s institutions apply standardized methodologies and integrate coordination frameworks for enhanced migration data collection and management. Relevant outputs include: a comprehensive and standardized methodology for disaggregated (including sex, age, nationality) migration data is available (Output 1.1); relevant stakeholders have improved capacities on migration data collection and management, including gender analysis (Output 1.2); a roadmap for the Public Services Development Agency (PSDA) to integrate the methodology into the Unified Migration Analytical System (UMAS) is available (Output 1.3); recommendations are available to Geostat for mainstreaming migration data-related aspects into the Population Registry (Output 1.4); and a coordination framework for migration data exchange, led by Geostat, is available for integration into the Statistical Working Programme (Output 1.5).

Under Output 1.4, “Recommendations are available to Geostat for mainstreaming migration data-related aspects into the Population Register,” IOM Georgia seeks to engage an International Consultant to assess migration data needs for the future Population Register, being developed by GEOSTAT, and develop recommendations for integrating migration-related data, as well as the migration data methodology developed under the Output 1.1. into the register. The recommendations should reflect international standards and good practices and respond to the needs of Geostat and other relevant stakeholders.

Under the direct supervision of the EMD-Georgia Project Manager, and in close collaboration with the Local Consultant, the International Consultant will be responsible for:

  1. Reviewing relevant documents, including Geostat’s draft Roadmap for the development of the Population Registry, the standardized migration data methodology developed under Output 1.1, relevant legal and policy documents, and international standards and good practices on population registers and migration statistics.
  2. Preparing, in close cooperation and with the support of the local consultant, an Inception Report outlining the proposed methodology, work plan, assessment approach, and stakeholder consultation plan.
  3. Working closely with the Local Consultant to develop an assessment framework for identifying migration data requirements and the technical considerations for integrating the standardized migration data methodology into the future Population Registry.
  4. Prepare the agenda, discussion materials, and presentations for the stakeholder consultation round table.
  5. Undertake one mission to Georgia to facilitate the stakeholder consultation round table, present relevant international practices, discuss migration data requirements and priorities with Geostat and other relevant stakeholders, and collect technical inputs for the assessment.
  6. Lead the assessment of migration data requirements for the future Population Registry, taking into account stakeholder consultations, existing national systems, and relevant international standards.
  7. Develop draft recommendations for mainstreaming migration data-related aspects into the Population Register, including integration of the migration data methodology. The recommendations should address, but not limited to, migration variables, data sources, institutional and governance arrangements, interoperability, data quality, legal and operational considerations, and other aspects relevant to the future development of the registry.
  8. Revise and finalize the recommendations based on feedback from IOM, Geostat, and other relevant stakeholders.
  9. Submit the final Recommendations for Mainstreaming the Standardized Migration Data Methodology into the Development of the Population Registry, together with the stakeholder consultation report, a presentation summarizing the key findings and recommendations.
  10. Present the final recommendations to IOM and Geostat through an online debriefing meeting, if requested by Geostat.
  11. Submit the final Consultancy Report summarizing the activities undertaken, methodology applied, and key findings.

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree in statistics, demography, economics, public administration, social sciences, information systems, or another relevant field.

Experience

  • At least 5 years of progressively responsible professional experience in official statistics, migration data, population registers, civil registration and vital statistics (CRVS), administrative data systems, or related fields.
  • Demonstrated experience in the development, assessment or modernization of population registers, administrative data systems, or official statistical systems is required.
  • Proven experience in developing statistical methodologies, technical guidance, or policy recommendations related to migration statistics, population statistics, or administrative data is required.
  • Demonstrated knowledge of international standards and recommendations related to migration statistics, population registers, administrative data, and official statistics, including relevant guidance developed by the UN, UNECE, Eurostat and other international organizations.
  • Experience in conducting institutional assessments and preparing technical recommendations for governments or national statistical offices is required.
  • Experience in facilitating technical workshops, stakeholder consultations, and consensus-building processes involving government institutions and development partners is required.
  • Previous experience working with National Statistical Offices, government institutions, and international organizations is required.
  • Experience in integrating gender-responsive and inclusive approaches into statistical systems, administrative data, or policy development is desirable.

Skills

  • Excellent analytical, drafting, presentation and communication skills.
  • Excellent interpersonal skills and demonstrated ability to work effectively in multidisciplinary teams.
  • Excellent command of English is required.
