About the Project:
The project is structured around three results: (1) social cohesion and community trust strengthened; (2) economic recovery and social infrastructure revitalised; and (3) sustainability strengthened through local engagement and accountability. It targets approximately 5,000 direct and 12,000 indirect beneficiaries, and includes the rehabilitation of 3 high-impact public infrastructure assets and cash-based grants to 15 micro and small enterprises. The project is implemented directly in the field by SARD, with LACU responsible for governance, participation and accountability components under a formal sub-grant agreement.
Job Summary:
The Project Coordinator is responsible for the overall day-to-day management, technical quality, and timely delivery of the project, including full oversight of SARD’s internal team AND close coordination and quality assurance of the activities implemented by the partner organization, LACU, under the sub-grant.
The Project Coordinator is the single point of accountability for ensuring that SARD and LACU’s respective work plans, budgets, and reporting are aligned, on schedule, and compliant with donor (CDCS) requirements.
Roles and Responsibilities:
1 Project Management & Implementation
- Lead the day-to-day planning, implementation, and monitoring of all project activities in Aleppo , in line with the approved proposal, logical framework, and work plan.
- Ensure the inception phase (co-design, needs assessment, stakeholder mapping, participatory prioritisation) is conducted on time and used to finalise intervention sites and target groups.
- Act as budget holder for the project; track expenditure against the approved budget, flag variances, and lead budget revisions where required.
- Ensure quality and timeliness of all activities under Result 1 (social cohesion: neighbourhood committee, town-hall dialogues, youth clubs, community events), Result 2 (rehabilitation of 3 public infrastructure assets, market assessment and grants to 15 enterprises), and Result 3 (capacity building, accountability mechanisms, community dialogue and mediation).
- Ensure technical assessments, Bills of Quantities (BoQs), procurement, and contractor management for infrastructure rehabilitation follow SARD’s technical and procurement standards, including NEAT+ environmental screening.
- Oversee the cash-grant process for micro and small enterprises (eligibility, BoQ-linked grant agreements, instalment verification) in coordination with the livelihoods/enterprise team and finance.
2 Partnership & Sub-Grantee (LACU) Management
This is a core function of the role. The Project Coordinator must be able to manage implementation through a partner, not only through direct staff.
- Joint planning: Lead the development and regular review of a joint SARD–LACU work plan, ensuring LACU’s governance, participation and accountability activities (neighbourhood committee, consultations, scorecards, capacity-building workshops, mediation) are integrated into the overall project timeline.
- Sub-grant oversight:Â Monitor LACU’s delivery against the sub-grant agreement, including activity progress, budget utilisation, and adherence to agreed indicators and deadlines.
- Compliance & capacity strengthening:Â Ensure LACU’s activities meet donor, safeguarding, procurement, and financial compliance standards
- Joint coordination structures: Chair or co-chair regular SARD–LACU coordination meetings; ensure clear segregation and documentation of roles and responsibilities between the two organisations, and resolve operational bottlenecks between teams.
- Consolidated reporting:Â Consolidate narrative and indicator-level inputs from LACU into unified project reports, ensuring consistency, accuracy, and donor-compliant quality before submission.
- Field-level relationship management:Â Maintain a collaborative, respectful, and accountable working relationship with LACU’s Project Manager and field team, balancing SARD’s oversight role with genuine partnership and local ownership principles.
3 Team Management
- Directly supervise SARD’s project team.
- Set work plans, conduct regular performance follow-up, and build the technical capacity of field staff.
4 MEAL, Accountability & Safeguarding
- Ensure the project’s SMART indicators, baseline/target values, and means of verification are tracked accurately and consistently across both SARD and LACU components.
- Ensure the Feedback and Complaints Response Mechanism (CRM) is functioning, accessible, and that complaints (including safeguarding concerns).
- Champion participatory monitoring approaches (community scorecards, satisfaction surveys) and ensure findings inform adaptive management.
- Ensure gender equality, disability inclusion, protection mainstreaming, and conflict sensitivity/do-no-harm are applied across all activities and by both partners.
- Apply and enforce SARD’s Code of Conduct, PSEA policy, and safeguarding standards within the project team and with partner staff and contractors.
5 Coordination, Representation & Reporting
- Represent the project and SARD in relevant cluster/working group meetings, donor meetings, and coordination with local authorities.
- Ensure timely, high-quality narrative and financial reporting to the Head of Programme and donor (CDCS), including consolidated input from LACU.
- Contribute to risk monitoring and update the project risk matrix (operational, security, financial, social/conflict-sensitivity risks) on an ongoing basis.
- Support donor visibility and communication requirements in coordination with the communications focal point.
Required Skills and Experience:
1 Essential Qualifications & Experience
- University degree in a relevant field (international development, social sciences, engineering, project management, or related); equivalent practical experience will be considered.
- Minimum 3 years of experience managing humanitarian, early recovery, or development projects, including at Project Coordinator/Manager level (not only field officer).
- Demonstrated experience managing or closely coordinating with an implementing partner/sub-grantee, including joint work planning and sub-grant compliance monitoring.
- Experience in at least two of the following: infrastructure/shelter rehabilitation, livelihoods/cash-based programming, social cohesion or protection, community-based governance.
- Experience managing project budgets of a comparable scale and reporting to institutional donors.
- Prior work experience in Syria; familiarity with the Aleppo context and displacement/return dynamics strongly preferred.
- Fluency in spoken and written Arabic; working proficiency in English (spoken and written) required for reporting and donor communication.
2 Desirable
- Familiarity with NEAT+ or other environmental screening tools for infrastructure projects.
- Experience with participatory/accountability tools such as community scorecards or similar.
- Prior experience with CDCS, ECHO, BHA, or other institutional humanitarian donors.
- Training or certification in project management (PMP, PMD Pro) or MEAL.
3 Skills & Competencies
- Strong partnership and relationship-management skills; able to lead through influence as well as direct authority.
- Solid budget and financial management skills (able to read and manage a detailed line-item budget).
- Strong understanding of conflict sensitivity, do-no-harm, and inclusive/participatory approaches.
- Excellent organisational, planning, and problem-solving skills; able to manage multiple work streams and deadlines simultaneously.
- Strong written communication skills (donor reports, work plans, technical documentation).
- Team leadership and capacity-building orientation.
- Commitment to SARD’s Code of Conduct, PSEA policy, and safeguarding standards.
