TITLE: LEARN Project Coordinator (Literacy Empowerment Alliance for a Resilient New-Generation)

ROLE PURPOSE:
Save the Children will be implementing Literacy Empowerment Alliance for a Resilient New-Generation (LEARN). A three-year project in the Southern most provinces of Thailand to build on Save the Children’s work in Thailand’s southernmost provinces by strengthening the nurturing caregiving, executive function, and high-quality preschool education programs at home and centres for vulnerable and conflict-affected ethnic minority Pattani-Malay boys and girls (ages 3-5) living in Raman District, Yala Province. In collaboration with educators, parents, community leaders, CSOs, and government partners.
LEARN project will be to provide support to kindergartens (K 1-3) in 21 villages with the highest populations living under poverty in Raman District. Through this activity, kindergarten teachers and other ECD stakeholders in the area will be trained on how to use various methods and resources such as Reading Time, the Total Physical Response (TPR) Teaching Method, and Reading Corner, Community Resource Centres. Additional efforts will be made towards strengthening the Teacher Learning Circle (TLC) and ECD key teacher system.
The project coordinator will have overall responsibility for the planning, implementation and monitoring of the project. The coordinator will lead on the design and management of the project, capacity building for staff and partners, and work with Education Technical Advisor in Increased home, community and ECD centre environments through the development of more age-appropriate and gender-sensitive and inclusive supplementary materials. Including, Increased engagement of project partners with local organization and community groups that support the sustainability.

Budget Responsibilities: Budget holder for LEARN Projects (approx. 300,000 USD / year)
Financial Approval: 30,000 USD
Role Dimensions: the post holder will work with two key partners; Yala Rajabhat University (YRU) and the Network of Women Against Violence in Southern Thailand (N-Wave). It also works with multi-sectoral representatives from the provincial, district, and sub-district levels such as government authorities, school directors, teachers, religious leaders, health workers, and representatives from the Southern Border Provinces Administrative Centre (SBPAC).
KEY AREAS OF ACCOUNTABILITY:
Program Implementation:
- Provide overall leadership on the planning, implementation, monitoring and evaluation of the LEARN project in accordance with project design and plans as agreed with Education Technical Advisor.
- Lead on developing and revising the LEARN project management tools submit on timely basis
- Develop and implement the project training and capacity building plans and manuals according to agreements with the Technical Advisor/capacity building leads.
- Plan and lead the coordination and advocacy activities with local and national government as agreed with the Education Technical Advisor and Advocacy, Campaigns, Communications and Media Manager
- Ensure effective communication between the LEARN project and other education programmes within Save the Children Thailand and with LEARN projects in other countries as required
- Ensure that the LEARN project is implemented in line with SCT established standards and guidelines Ensure that the activities meet the technical standards and specifications as agreed by Education Technical Advisor
- Ensure effective communication and networking developed and maintained through partnership and collaboration with all stakeholders
- Develop budget plans, monitoring spending, and plan budget adjustments accordingly
- Ensure or contribute to the appropriateness of financial, administrative and supply documentation. Follow up on queries, including with and by partners, or initiate corrective action on discrepancies
Partnership Management and Support
- Work with partners to collate good practices and evidence for showcasing at national and regional level.
- Provide technical support to the partner on the sub-award agreement and compliances. Make sure that the projects’ partners are followed through with SCT standard in logistics, management and finance. Timely funding transfer to partners is to be ensured.
- Ensure implementing partners and sub-grantees have organizational development plan and provide capacity building support and guidance on project and budget management and activity implementation.
- Oversee and monitor partners’ performance in accordance with the agreement and as required per Save the Children policies and donor’s compliance.
- Provide technical support to partners in implementing organizational and technical development plan.

- Manage and support the team under his/her responsibility and assess the performance of personnel under his/her direct supervision following SCI performance management processes
- Ensure adherence to security regulations by personnel under his/her supervision
- Identifying capacity building needs (management, language etc.) and in conjunction with the HR, devise a plan for personal development of each staff member.
Planning, reporting, monitoring and learning:
- Collate and write required implementation plans for timely submission to Education Technical Advisor and Senior Field Coordinator
- Working with the MEAL team, lead on developing and implementing the learning plan activities and ensuring that the necessary data is collected and analysed
- Ensure timely and quality reporting of LEARN activities to donor and key stakeholder in line with internal requirements.
- Attend meetings with Education Technical Advisor to update progress of project and receive To guidance on technical aspects
- maximize continuous learning, ensure timely and quality documentation of LEARN project activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with donors’ requirements.
Collaboration and Representation:
- Represent Save the Children in a professional manner
- Support dissemination and learning events and dialogues (community of practice) with other LEARN programs in Save the Children both online and in person as required
- Liaise with other stakeholders, including schools, local leaders, partners and participate in relevant meetings
- Collaboration with other team members across to ensure synergies and consistency in our programming approaches
- Represent program with local government, NGOs, communities and within SC as appropriate

QUALIFICATIONS
- Thai nationality
- University degree in one of the disciplines relevant to the following areas: Education, Educational Administration, Non-Formal Education, Early Childhood Education, Counselling Psychology, Special Education, Social Sciences, or a field(s) relevant to education and international development assistance
EXPERIENCE AND SKILLS
Essentials:
- Minimum 3-4 years of professional work experience at national and international level relevant and Development programmes (ideally including literacy and language development)
- Demonstrated strong project management skills; People, Budgeting, Planning, implementing and Monitoring
- Proof experiences in working with wide range of partners; Academia, Education area services, Civils Societies Organization (CSOs) as implementing partners
- Experience delivering high quality training programs related to education
- Strong verbal and written English skills required
- Strong interpersonal skills the ability to work collaboratively with others
- Good computer skills (MS Office, Outlook, Excel etc.)
Desirable:
- Fluency in Pattani Malay
- Experience and expertise in emergent literacy and language development
- Master’s degree in a relevant discipline
- Experience in delivering effective parent training programs is desirable
- Experience working in an international development organization is an asset.
