TITLE: LEARN Senior Project Officer (Literacy Empowerment Alliance for a Resilient New-Generation)

ROLE PURPOSE:

Save the Children will be implementing Literacy Empowerment Alliance for a Resilient New-Generation (LEARN). A three-year project in the Southern most provinces of Thailand to build on Save the Children’s work in Thailand’s southernmost provinces by strengthening the nurturing caregiving, executive function, and high-quality preschool education programs at home and centres for vulnerable and conflict-affected ethnic minority Pattani-Malay boys and girls (ages 3-5) living in Raman District, Yala Province. In collaboration with educators, parents, community leaders, CSOs, and government partners.

LEARN project will be to provide support to kindergartens (K1-3) in 21 villages with the highest populations living under poverty in Raman District. Through this activity, kindergarten teachers and other ECD stakeholders in the area will be trained on how to use various methods and resources such as Reading Time, the Total Physical Response (TPR) Teaching Method, and Reading Corner, Community Resource Centres. Additional efforts will be made towards strengthening the Teacher Learning Circle (TLC) and ECD key teacher system.

LEARN Senior Project Officer will be responsible for supporting the project implementation, partner engagement, monitoring and evaluation in the field. LEARN Senior Project Officer will coordinate all project activities at the field level in coordination with project partners, co-lead increased home, community and ECD centre environments through the development of more age-appropriate and gender-sensitive and inclusive supplementary materials. Including, Increased engagement of project partners with local organization and community groups that support the sustainability. LEARN Senior Project Officer will work closely with MEAL team for data collection and consolidating data for learning and reporting purposes, and for administrative and finance support to the project coordinator and partners.

Role Dimensions: LEARN Senior Project Officer will support LEARN Project Coordinator in working with two key partners; Yala Rajabhat University (YRU) and the Network of Women Against Violence in Southern Thailand (N-Wave). It also assists in coordinating with multi-sectoral representatives from the provincial, district, and sub-district levels such as government authorities, school directors, teachers, religious leaders, health workers, and representatives from the Southern Border Provinces Administrative Centre (SBPAC).

KEY AREAS OF ACCOUNTABILITY:

Program Implementation:

  • With support from LEARN Project Coordinator, develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, budgets and procurement.
  • Ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to LEARN Project Coordinator and addressed in a timely manner way.
  • Assist in developing and revising the LEARN project management tools submit on timely basic
  • Lead the preparation of all procurement and administrative documents required for program implementation.
  • Support the coordination and implementation of MEAL and learning component of the project as required
  • Liaise with local stakeholders (religious leaders, government, CSOs etc.) to ensure the smooth implementation of the project
  • Work with communities (parents, etc.) and disseminate information about project issues and available services.
  • Work with implementing partners for effective implementation of the other aspects of the project.
  • Support planning and logistics of capacity building training workshops for the project
  • Keep proper records of field expenditures when appropriate and report on these to LEARN Project Coordinator
  • Ensure that the project is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
  • Support LEARN Project Coordinator with annual planning and review processes.

Planning, Reporting, Monitoring and Learning:

  • Ensure that all project data is properly and regularly collected, check data and ensure that it is logically presented to LEARN Project Coordinator
  • Collect and compile project databased on the standard formats and submit regular reports capturing learning and project indicator to LEARN Project Coordinator.
  • Contribute to the preparation and provide input for LEARN Project Coordinator of internal and external reports.
  • Participate in team reviews of results and program progress and/or project evaluation when and as requested.
  • Provide input for LEARN Project Coordinator on budget forecasting and planning.

Collaboration and Representation:

  • Represent Save the Children in a professional manner.
  • Liaise with other stakeholders, including schools, local leaders, and partners, and participate in relevant meetings.
  • Collaborate with other team members across departments and projects to ensure synergies and consistency in our programming approaches.
  • Represent programming with local government, NGOs, communities and within SC as appropriate.

Partnership Management Support

  • Provide support to partners to collate good practices and evidence for showcasing at national and regional level.
  • Support LEARN Project Coordinator in make sure that the projects’ partners are followed through with SCT standard in logistics, management and finance.
  • Assist in provide capacity building and guidance on project and budget management and activity implementation to sub-grantees
  • Support in monitor partners’ performance in accordance with the agreement and as required per Save the Children policies and donor’s compliance.

Leadership:

  • Establish clear and compelling objectives to LEARN Project Officer and monitors progress and performance
  • Encourage good initiatives and innovative ideas for her/his staffs and be a supportive and empowering manager.

  • With consultation to LEARN Project Coordinator; identifying capacity building needs (management, language etc.) and in conjunction with the HR, devise a plan for personal development of staff.

QUALIFICATIONS

  • Thai nationality
  • University graduated in one of these fields; Education, Non-Formal Education, Early Childhood/ Elementary Education, Educational Technology, Social development, Psychology, Monitoring & Evaluation

EXPERIENCE AND SKILLS

Essentials:

  • Minimum of 3-5 years professional experience with education or child development work
  • Experience implementing high quality training activities with vulnerable communities, preferably related to Education and/or child development
  • Demonstrated commitment to improving the lives of children in the school and community.
  • Strong understanding of the contextual situation related to education and child development.
  • Strong organizational skills.
  • Ability to travel to the remote locations and work long hours at times.
  • Fluency in Pattani-Malay and Thai language required
  • Strong interpersonal skills the ability to work collaboratively with others
  • Strong monitoring and reporting skills
  • Good computer skills (MS Office, including Outlook for email)
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable:

  • English language skills
  • Experience in projects to promote emergent literacy and language development highly desirable.
  • Background in Emergency programming is an asset.
  • Experience working in an international development organization is an asset.
