  1. Background:

UNESCO works to Strengthen Pre-Service Teacher Education in Myanmar (STEM). The project addresses four fundamentally important aspects of pre-service teacher education. These include:

    1. formulating a policy framework of pre-service teacher education and identifying standards for quality assurance,
    2. improving a system of pre-service teacher training institutions by designing the new four- year degree programme of pre-service teacher education and creating good networks to accumulate and share knowledge and experiences,
    3. developing institutional/management and human resource capacities, and
    4. mainstreaming inclusion and equity issues in teacher education.

UNESCO supports pre-service teacher education in Myanmar which is aimed at engaging more educators (teacher educators, teachers, trainers, etc.) in continued professional development opportunities. Along this line, UNESCO develops pre-service teacher education training materials by adapting a hybrid, innovative approach, and plans to develop online training courses using existing and newly developed training materials and make them available at the Myanmar Teacher Platform (MTP) web version (www.mmteacherplatform.net) and mobile app version. These training courses are aimed at engaging more educators (teacher educators, teachers, trainers, etc.) in continued professional development opportunities.

In addition to pre-service teacher education curriculum and online courses development, UNESCO has been collaborating with Rural Indigenous Sustainable Education (RISE) Network. In 2022, UNESCO supported the review and the mapping of Teacher Competency Framework (TCF) and the existing pre-service teacher training curriculum of Teacher Preparation Center (TPC) programme to ensure that they are fit for purpose given the diverse conflict sensitive contexts. Based on the findings and recommendations of these two review reports, UNESCO provides further support by developing e-learning courses identified helpful for RISE educators as well as the educators of Myanmar.

As such, UNESCO is planning the development of online courses on i) RISE’s Teacher Competency Framework (TCF) at MTP for teacher educators, mobile teacher trainers, and student teachers of Teacher Preparation Centre (TPC); ii) Inclusive Pedagogy (learner-centered/competency-based approach, pedagogical content knowledge, culturally responsive pedagogy/ conflict sensitive education, etc.); iii) Inclusive Assessment (portfolio design, rubrics, positive feedbacks, peer-

/self-assessment, etc.); and iv) ICT integration for assessment. In addition, a total four workshop sessions on Inclusive Pedagogy and Assessment courses (2 sessions each) are planned to be delivered for relevant RISE teacher trainers.

The online courses mentioned above will enable the educators to be able to: i) demonstrate their understanding in TCF; ii) demonstrate their understanding in pedagogical theory and content knowledge required to deliver RISE’s pre-service teacher education curriculum; and iii) plan, prepare and deliver their subject/learning area, applying various teaching strategies and assessment approaches to meet the needs of diverse learners in classrooms.

The Contractor will develop four online courses on i) RISE’s TCF; ii) Inclusive pedagogy; iii) Inclusive Assessment; and iv) ICT integration for assessment by integrating the new pre-service teacher education curriculum that meet the needs of educators in RISE Network. The Contractor will conduct v) two 1.5 hours sessions of workshops on inclusive pedagogy and assessment courses for teacher educators and mobile teacher trainers in RISE Network to facilitate the learning of educators using blended learning approach.

  1. Work Assignment

The Contractor will perform the tasks under the overall authority of the Director of UNESCO Multisectoral Regional Office in Bangkok, the direct supervision of the Head of UNESCO Myanmar Project Office, and the day-to-day guidance of the Curriculum Specialist and in close collaboration with the STEM project team.

  1. The Contractor will, for the development of online course on RISE’s TCF at MTP:
    1. Review RISE’s TCF and other relevant materials to ensure the development of well-aligned e-learning course;
    2. Conduct further research to ensure online courses, in terms of overarching concepts, content, learning activities, teaching and learning strategies and assessment approaches,

are contextualized that meet the needs of RISE’s teachers while reflecting the international standards and trends, including mainstreaming inclusion and equity, Mother Tongue–Based (MTB) teaching approaches, educational management and leadership skills;

    1. Develop online courses materials/components (PPT slides, videos, guiding questions, quizzes, assessment, etc.) for RISE’s TCF. The course will consist of at least 6 sub-modules (as per six essential competencies), available in both English and Myanmar language, and should include lectures, PowerPoint presentations, videos, audios, video scripts, quizzes, and assessments that meet the objectives and learning outcomes of the existing TCF, following UNESCO online course guideline;
    2. Organize and format all online course materials to make sure that they meet the requirements of UNESCO style guides, are up to standard and are of good quality;
    3. Translate all course components into Myanmar language, using appropriate terms, following RISE’s TCF terms and UNESCO’s guidelines on common terminology for translation;
    4. Revise and finalize the materials of e-learning course in English and Myanmar incorporating comments provided by UNESCO and RISE; and
    5. Communicate with UNESCO regularly to provide updates on the course material/component and revision process and to make clarifications on the comments received on course materials.
  1. The Contractor will, for the development of the three online courses on inclusive pedagogy, inclusive assessment and ICT integration for assessment:
    1. Review UNESCO’s Years 1-3 pre-service teacher education curriculum materials in particular the aspects of pedagogy, assessment and ICT, and get familiar with other relevant documents on the TPC curriculum to ensure the development of well-aligned online course materials;
    2. Conduct further research to ensure online courses, in terms of overarching concepts, content, learning activities, teaching and learning strategies and assessment approaches, are contextualized that meet the needs of RISE’s teachers while reflecting the international standards and trends, including mainstreaming inclusion and equity, Mother Tongue–Based (MTB) teaching approaches, educational management and leadership skills;
    3. videos, audios, video scripts, quizzes, and assessments that meet the objectives and learning outcomes of the existing TPC curriculum by integrating UNESCO pre-service teacher education curriculum materials, following UNESCO online course guideline;

    1. Organize and format all online course materials to make sure that they meet the requirements of UNESCO style guides, are up to standard and are of good quality;
    2. Translate all course components into Myanmar language, using appropriate terms, following TPC curriculum terms and UNESCO’s guidelines on common terminology for translation;
    3. Revise and finalize the materials of e-learning courses in English and Myanmar incorporating comments provided by UNESCO and RISE;
    4. Communicate with UNESCO regularly to provide updates on the course material/component and revision process and to make clarifications on the comments received on course materials.
  1. The Contractor may choose the application most suitable for the production of content. However, it is recommended to utilize applications requiring minimal calibration and interface mastery, especially for repeated editing during the later stages of development.
  2. Industry standards for video editing software include Adobe Premiere, Adobe Edge Final Cut Pro. These products are best for delivering the final video files in various application formats, suitable for seamless sharing on web and social media.
  3. The Contractor will ensure that technical specifications for videos should have been as follows:

· Ratio: 1280×720, 1920×1080 (HD), 720p or 1080p

  • Deinterlacing: YES
  • Codec: H.264 / AAC
  • Frame Rate: 24 – 30fps
  • Image sequence: PNG, JPEG, GIF, DPX, OpenEXR, TIFF or Targa
  • Video format: MOV, MP4
  • Web Video (Social media): H.264 of different frame sizes with various resolutions for Facebook, Vimeo, Youtube, Twitter
  1. Intellectual Property Rights

This cession of rights concerns all showings in radio and in television forms –by satellite, cable or hertzian waves- or cinematographic form, all publishing in the form of videotape, videodisc, compact disc, audiocassette, or vinyl disk as well as by any other means known or to be invented as well as on all devices and in all formats. This cession of rights is granted worldwide for the maximum period permitted by the law. If the Contractor incorporates in the programme any library material, published or unpublished scenario, dialogue, musical composition or other work,

the copyright of which is vested in a third party, s/he shall obtain, free of cost to UNESCO, written permission from the owner(s) of the copyright therein for the Contractor and UNESCO to translate, reproduce in whole or in part, publish, communicate to the public, including communication by public projection, distribute, adapt or otherwise use such works in all versions of the programme in whatever form or language it is produced. The Contractor will prove evidence of the grant of this authorization. The Contractor warrants to UNESCO that it has the right to grant the rights mentioned in this Contract and that the programme contains nothing libelous or otherwise unlawful.

The Contractor warrants that:

  1. The Work made under this contract are created by the Contractor and the Contractor is the sole and unrestricted owner of the exclusive rights in the works;
  2. The Work made under this contract is free from encumbrances and no third party is entitled to any intellectual property rights with regard to the Work; and
  3. No third party rights have been infringed in the making of the Work.
  4. Deliverables and Timeline

All deliverables are submitted in English and Myanmar languages with original, editable files to UNESCO (such as MS-Word, MS-PowerPoint, MOV, MP4, etc.). The assigned tasks must be submitted by the following deadlines.

  1. Qualifications for Specialized Knowledge/Experience: Organization

Eligible organizations are local and international education service providers, focused on teacher education and have extensive work with pre-service teacher education and continued professional development for educators (teacher educators, teachers, trainers, etc.) and e- learning course development. Some criteria for application are as follows:

Required Qualifications:

  • Holding the necessary permission/license to provide the services as outlined in these ToR;
  • Evidence of previous and current registration or ongoing application registration;
  • A good knowledge of pre-service teacher education curriculum in Myanmar and learning needs of the different educators would be a great advantage;
  • At least 5 years of experience in trainings and in the area of teacher professional development and related fields is required, preferably with experience in e-learning materials development;
  • Sufficient technical support professionals for training materials and online course development with appropriate experience in education, international development or a related field;
  • Sufficient professionals with excellent communication skills and excellent writing skills in English;
  • Proficiency in using Microsoft office and appropriate tools to produce high quality audio-visual resources (Powerpoint, visual aids and organizers, illustrations, MOV, MP4, etc.); and
  • Excellent project management skills, including the ability to meet the deadline and manage resources effectively.

Desirable Qualifications:

  • Previous experience international organizations, and/or the UN organizations are preferred; and
  • Previous experiences in developing pre-service teacher education online courses will be an advantage.

Personnel/staff who will implement the activities

Required Qualifications:

    • A degree in the field of education, development or related field; – At least five years of experience in the field of education and/or training provision; – Excellent knowledge on Myanmar context, particularly pre-service teacher education; – Experience in technical support for training materials and online course development with appropriate experience in education, international development or a related field; – Ability to think strategically and creative problem solving; and – Ability to work with flexibility and collaboration is essential. Desirable Qualifications:
  • Previous experience international organizations, and/or the UN organizations are preferred; and
  • Previous experiences in developing pre-service teacher education training materials and online courses will be an advantage.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the applications for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.
