The Rwanda Agriculture and Animal Resources Development Board (RAB) is an autonomous body established by LAW N°38/2010 OF 25/11/2010 and currently, RAB is governed by Presidential Order N° 074/01 OF 09/12/2022 Governing Rwanda Agriculture and Animal Resources Development Board (RAB), determining its mission, organization, and functioning. The law specifies that: The mission of RAB is to develop agriculture and animal resources through research, agricultural extension and animal resources extension in order to increase agricultural and animal resources productivity and quality, as well as their derived products.

The International Potato Center (CIP) and the Rwanda Agriculture and Animal Resources Development Board (RAB) are inviting eligible and qualified consultancy firms to submit technical and financial proposals for Architectural and Engineering Consultancy Services.
This project is funded by the Gates Foundation to establish the new Centre of Excellence for Crop Biotechnology (COECB) at RAB’s Headquarters located at the Rubona Research Station in Rwanda.
Scope of Services
The selected consultancy firm will be responsible for providing comprehensive architectural and engineering consultancy services, including but not limited to:
- Undertaking site assessments and data collection.
- Preparing architectural, structural, mechanical, electrical, plumbing, ICT, and laboratory engineering designs.
- Developing detailed technical drawings and specifications.
- Preparing Bills of Quantities (BoQs) and cost estimates.
- Ensuring compliance with applicable national regulations, international laboratory standards, biosafety requirements, and project specifications.
- Supporting the procurement process by responding to technical clarifications and participating in the evaluation of construction bids.
- Providing construction supervision, quality assurance, certification of works, and contract administration throughout project implementation.
- Preparing project completion reports and as-built drawings.
Eligibility Requirements
Interested firms should demonstrate:
- Proven experience in the design and supervision of research laboratories, biotechnology laboratories, scientific facilities, or similar specialized infrastructure.
- Availability of qualified multidisciplinary professionals, including architects, structural, civil, mechanical, electrical, laboratory planning, quantity surveying, and environmental specialists.
- Experience in delivering similar assignments for international organizations, governments, research institutions, universities, or donor-funded projects.
- Financial and technical capacity to undertake the assignment.

Submission of Proposals
Separate Technical and Financial Proposals shall be submitted physically (as specified in the RFP) to CIP office in Rwanda.
Evaluation Criteria
Proposals will be evaluated using the Quality and Cost-Based Selection (QCBS) methodology in accordance with CIP Procurement Policies.
Submission Deadline: by 2:00 p.m. (Rwanda time) on 14th September,2026.
Late submissions shall not be considered
Only shortlisted firms or successful bidders will be contacted.
CIP reserves the right to accept or reject any tender, wholly and in part, without assigning any reason and may annul the tendering process and reject all tenders at any time prior to contract award without thereby incurring any liability to the affected tenderer or tenderers.
