JOB PURPOSE

The MSMC Community Mobilization Based Protection (CBP) Assistant supports the Community Mobilization Based Protection Officer in the implementation of the community mobilization activities in mobile response. This includes but is not limited to the development/implementation/follow-up of a Communication with Communities (CwC) scheme and the establishment/support to self-governance structures. The CBP Assistant will liaien and support the emergency committee meeting, coordinate with other actors and work on awareness session in the informal settlement, planning for event in Ils and CCs, work on focus group discussion and, support community mobilizer officer in his/her duties.

The CCCM CBP Assistant also provides support in the supervision of CCCM outreach workers in the implementation of the CwC/Self-governance activities.

If the need arises, management may ask the employee to support another camp or site (mobile) or another department from time to time.

  • Any other stakeholders inside or outside the camp except CA.

OBJECTIVES

  • Support the Community Mobilization Based protection Officer in the development/implementation/follow-up of an effective Communication with Communities (CwC) Scheme and protection and women committees.
  • Support the Community Mobilization Based protection Officer in establishment/support provision to self-governance structures in the Ils.
  • Support in the management of the MSMC outreach workers;
  • Support in the reporting of the CwC/Self-governance activities.
  • Support in follow the health cases in coordination with health partners and the death incidents in the sites.
  • Support in establishing the fire safety points, identifying the fire fighters, follow up the firefighting trainings and refilling the fire extinguishers.
  • Support the CBPO in the support for other MSMC – WASH department and other partners.
  • Support the CBPO in implementing initiatives and recreational and awareness activities in the sites.
  • Responsibility of ComMob warehouse (physical inventory) and the monthly report.
  • Support for monitoring all protection-related matters (i.e. identify services and gaps) in the camp and refer to CBPO copying MSMC team leader for follow-up with the relevant partner.
  • Contribute to mainstream protection standards across all intervening partners’ programming and among the committee and MSMC Units
  • Support for the identification, follow-up and referral of all cases at-risk and/or in need of protection services
  • Support all camp residents and particularly women and girls to feel comfortable and safe to raise their concerns;
  • Support and develop effective referral pathways in the camp with the support of your CBPO
  • Report on all protection activities conducted to the CBPO
  • Recommend follow-up actions to enhance meaningful engagements with communities especially women and youth.

DUTIES AND RESPONSIBILITIES

  1. Support implementation of an effective CwC scheme in identifying and monitoring the protection risks and concerns in the camp.
  • Support Community Mobilization Based Protection Officer (CBPO) in the management of CwC activities, including but not limited to: ensuring regular awareness messages and public information announcements to the community, preparing of topics and campaign material always analyzing with the protection prism.
  • Engage actively the community in CwC activities such as, but not limited to, block to block messaging, FGD, and Campaigns, awareness and feedback sessions including session on protection issues.
  • Ensure immediate action is taken to address camp residents request for information on service provided within the camp;
  • Support the CMO in preparing/sharing with relevant stakeholders (i.e. actors active on site, regional coordination bodies, local authorities) monthly report on CwC activities in the camp, reporting on completed activities/challenges, communicating on planned ones and stress out potential gaps/foreseeable challenges;
  • Support the CMO in the organization of sensitization, awareness campaigns and trainings for the community tailored to the needs and including proactive and reactive campaigns and in implementing safety and protection spot checks on site.
  • Support the Protection Officer in conducting regular safety audits in coordination with protection actors in the camp.
  • Outreach workers (i.e. attendance sheet signature, follow-up with finance…);
  • Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with the Community Mobilization Officer / CCCM Team Leader / HR department.
  • Participate in the analysis of protection and safety risks on site, especially on safety risks affecting women and youth.
  1. Support establishment and strengthening of governance structures
  • Support CBPO in management of self-governance activities, including preparing weekly plans, a schedule for community consultation on favored governance structures, organization of elections/appointment (if required) and draft site governance structure ToRs (if required). In the same time assess and monitorinclusiveness of governance committees and flag to Camp Manager if any issues are identified.
  • Provide trainings to the appointed head of site governance structures (i.e. Humanitarian Principles, SPHERE Standards…);
  • Facilitate the organization / monitor self- governance structures’ weekly meetings;
  • Organize community-lead event in consultation with the heads of site governance structures and the wider camp population;
  • Support the CBPO with reporting on the governance structure and CwC as required;
  • Flag immediately any challenges/foreseen issues with the governance and CwC activities to the CBPO and Team Leader;
  • Ensure accurate record keeping of project documentation, including photos, as requested by the CBPO.
  • Participate in the facilitation of trainings and awareness sessions on protection
  1. Ensure protection mainstreaming through the CwC/self-governance activities
  • Support and consider gender, protection, and GBV concerns in all aspects of activities;
  • Adhere and Promote to Prevention of Sexual Exploitation and Abuse principles and guidelines (for site residents, ACTED staff, partner agencies)
  • Support and promote participation of women, youth, and marginalized groups
  • Refer immediately protection cases identified to the CBPO copying, the Snr Specialist Protection for referral to protection actors.
  1. Supervise MSMC outreach workers:
  • Day to day supervision and management the MSMC Outreach workers (i.e. attendance sheet signature, follow-up with finance…);
  • Commitment to continuous learning through training and timely identification of capacity-building needs and opportunities, in coordination with the Community Mobilization Officer / MSMC Team Leader / HR department.
  1. Support in follow-up on health cases:
  • Day to day follow-up with KRC and health partners.
  • Prepare a trucker for the health cases + death cases.
  • Follow up on the fire tracker tools
  1. Support in follow-up the sites incidents and fire safety points:
  • Support the CBPO in establishing fire safety points in the camp.
  • Support the CBPO in choosing the fire fighters and ensure providing suitable trainings for them.
  • Support the CBPO in the refilling of fire extinguishers process.
  • Prepare truckers for refilling the fire extinguishers and fire incidents in the camp.
  • Support the CMO in the fire safety campaign

QUALIFICATIONS

Required:

  • Bachelor’s degree in social work, Psychology, Sociology, Law, Education, Humanities, Literature, Public Administration, or a related field.
  • At least 2 years’ experience working with an international/local NGO.
  • At least 3 years’ experience working in the field of protection, community-based protection with an international/local NGO.
  • Proficient skills with the Microsoft Office Suite (Power Point)
  • Experience interacting with external and internal partners;
  • Fluency writing and speaking local language;
  • Positive attitude and a willingness to learn;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to work independently;
  • Strong attention to details;
  • Interpersonal and communication Skills
  • Does not reside in the camp

Preferred:

  • Degree with major in relevant field
  • Translation skills (from Arabic to English and vice-versa);
  • Certificate/Training in business management, accounting, or administration, database;
  • One year managerial experience, including leading/supervising staff, report writing, meeting facilitation.
  • Good in speaking and written English
