1. Context and justification:
In a context marked by recurring crises and natural disasters and risks of sudden disruptions (health, social, humanitarian or migratory), the 2 consortia PROSAM 2 and XENIA, under the supervision of Doctors of the World (MdM), wish to strengthen their capacity for preparing and responding to emergencies at the national level.
Building on the lessons and experiences from phase 1 of PROSAM, and other experiences acquired by actors in the field and within the framework of the XENIA and PROSAM 2 projects (Great Cold Crisis – Eastern), the consortia aim to structure an operational and coordinated response framework.
In this respect, the emergency response must be designed and implemented within a common framework and in a spirit of coordination and complementarity with other projects funded by the European Union under the Programme “improving access to protection and sustainable integration of migrants in Morocco”, namely:
- The “Migrant Voices, Migrant Voices” (VM2) project, led by a consortium composed of Handicap International, Maroc Solidarité Médico-Sociale (MS2), Migrations & Développement (MD) and the Orient-Occident Foundation (FOO);
- The project “Assistance, Resilience and Protection for the integration of migrants and the promotion of social cohesion in Morocco”, carried out by a consortium composed of Entreculturas, the Association for the Fight against AIDS (ALCS), the Association for the Protection of Children and Family Awareness, the Diocesan Delegation for Migration (DDM), and Law & Justice (DJ).
This coordination must guarantee the complementarity and synergy of interventions, the overall coherence of the response, and the optimization of the resources mobilized.
This common framework should enable the rapid and effective deployment of multi-sectoral interventions (health, social assistance, accommodation, etc.) in order to respond holistically and in a coordinated manner to the needs of the affected populations, including in regions not currently covered by the interventions of the 4 consortia (3 consortia under EU funding including 1 MDM, and 1 XENIA – MDM consortium).
With this in mind, MdM, lead of the PROSAM 2 and XENIA consortia, plans to recruit an external consultant to design this emergency preparedness and response framework. This will involve, in coordination with MdM, developing the framework in close collaboration with members of the PROSAM 2 and XENIA consortia, as well as partners from the consortia led by Handicap International and Entreculturas, representing a total of 12 Moroccan and international civil society organizations.
2. Presentation of projects and partners:
2.1 Presentation of the PROSAM project :
The PROSAM 2 project is a program implemented by a consortium of national and international organizations, aiming to improve access to essential, quality services for vulnerable populations through an integrated, multi-sectoral approach. The project focuses on health, social assistance, protection, and shelter, with particular attention paid to populations affected by crises, disruptions, or emergencies.
The PROSAM 2 project follows on from the PROSAM 1 project, which was completed on March 30, 2024, after 40 months of implementation. Phase 1 of the PROSAM project enabled the development of pilot projects, coordination mechanisms, and operational practices that now form an important foundation for strengthening a structured, coherent, and larger-scale emergency response.
The PROSAM 2 project is being implemented for a period of 42 months (01/01/2025 – 30/06/2028) in four regions: Rabat-Salé-Kénitra and the Oriental from the first year of the project (2025) then Beni-Mellal-Kénitra and Fès-Meknès from the second year of the project (2026).
2.2 Presentation of the XENIA project :
The Xenia project is a three-year regional initiative implemented by Doctors of the World Belgium in Morocco and Tunisia, with the support of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. Aimed at addressing the needs of people on the move and host communities, the project is structured around three complementary intervention strategies: (1) strengthening the organizational, technical, and coordination capacities of partner civil society organizations; (2) providing holistic support to vulnerable individuals through cascading grants to local partners and strengthening referral mechanisms; and (3) ensuring the effective participation of affected populations and influencing policy at the local, regional, and transnational levels through advocacy. The project is grounded in the principles of equitable partnership and incorporates a strong mutual learning component, as well as a crisis response component.
The XENIA project is being implemented for a period of 36 months (01/01/2024 – 31/03/2027) in six regions: Rabat-Salé-Kénitra, the Oriental, Marrakech-Safi, Fès-Meknès from the second year of the project (2025) then Tanger-Tétouan- Al Hoceima and Souss-Massa from the third year of the project (2026).
2.3 Consortia and partners :
The PROSAM 2 project is implemented by Doctors of the World Belgium (MdM-BE) in consortium with Morocco Medical-Social Solidarity (MS2), the Association for the Fight Against AIDS (ALCS), Law and Justice (DJ), and the European Committee for Training and Agriculture (CEFA). It aims to strengthen the protection and resilience of migrants and vulnerable Moroccans through integrated medical, psychological, and social care, as well as the promotion of human rights and social cohesion.
Within the framework of the XENIA project, Médecins du Monde Belgium (MdM-BE) implements its activities in partnership with Maroc Solidarité Médico-Sociale (MS2), the Association de Lutte Contre le Sida (ALCS), Droit et Justice (DJ), the Groupe antiraciste d’accompagnement et de défense des étrangers et migrants (GADEM), the Fondation Orient-Occident (FOO) and the Délégation Diocésaine des Migrations (DDM).
3. General objective of the consultancy:
Develop a national multi-sectoral emergency response framework enabling the PROSAM 2, XENIA, VM2 and Entreculturas consortia to deploy coordinated, rapid and tailored interventions to meet the needs of affected populations in the event of a breakdown in context and a humanitarian crisis.
4. Specific objectives:
- Define a common framework for understanding and classifying emergency situations, by establishing clear criteria based on recurring humanitarian situations and crises observed in the field and on the experience of project partners.
- Set up an alert and contextual monitoring system, specifying the framework, the methods of monitoring, analysis and reporting of information.
- Structuring an integrated emergency response architecture, coordinating the health, social assistance and accommodation sectors.
- Develop harmonized emergency protocols and standard operating procedures (SOPs) to improve response coordination, applicable nationally and adapted to operational realities and the capabilities and expertise of partners.
- To propose operational mechanisms for coordination, communication and resource management, between consortia and with external actors involved in the emergency response.
- Define the modalities of collaboration and coordination with civil society actors as well as with national and local stakeholders, in particular with the PNPM platform (National Platform for the Protection of Migrants)
- Capitalize on the achievements, good practices and lessons learned from phase 1 of PROSAM and the experiences of other consortia and actors in order to strengthen the relevance and operationality of the response framework.
- Conduct a training session for the teams of the three consortia on emergency preparedness and response, which will establish a common framework for emergency preparedness and response. The logistical costs of this training will be covered by MDM.
5. Scope of the mission and tasks of the consultant:
Under the supervision of MdM, and in close consultation with the VM2 and Entreculturas consortia as well as the partners of the XENIA project, the consultant will be responsible for:
Documentary and contextual analysis:
- Review of existing documents (emergency preparedness plan, PROSAM phase 1 and 2 reports, XENIA reports and documentation from Handicap International, Entreculturas, relevant national frameworks, etc.).
- Analysis of emergency response mechanisms in Morocco by national and international actors, and identification of the main gaps, with a focus on migrant populations and vulnerable categories of host communities.
- Analysis of current emergency response mechanisms of consortia and identification of strengths and weaknesses.
Stakeholder consultation:
Interviews and/or workshops with MdM, Handicap International, Entreculturas and members of the consortia as well as with key actors in civil society (including the Moroccan Red Crescent, relevant institutions, and international organizations present in Morocco (e.g. EU, UNHCR, IOM, French Red Cross, CARE etc…)
Design of the multi-sectoral response framework:
- Definition of context disruption scenarios and associated response modalities.
- Identify priority geographic areas and target populations, and intervention themes with consortium partners.
- Development of clear emergency protocols and SOPs, including the roles and responsibilities of the various stakeholders.
- Development of internal intra-consortium and external coordination mechanisms (with other national and international actors present in Morocco)
Operational mechanisms:
- Define the thresholds for triggering the emergency response
- Proposal of communication, early warning and decision-making mechanisms.
- Definition of the methods for mobilizing and managing human, material and financial resources.
Link with capacity building:
- Formulation of recommendations for operationalizing the framework through training local teams (implementation within the framework of result 2).
- Validation and finalization
- Presentation of a preliminary version of the Joint Multisectoral Emergency Response Plan
- Integration of feedback and finalization of deliverables.
6. Expected deliverables:
- Contextual analysis report (general context, risk analysis, vulnerability analysis, capacity analysis, prospective scenarios) and literature review.
- Joint multi-sectoral emergency response plan, including in particular:
- Emergency protocols and SOPs, including decision trees, activation matrices, and emergency response decision-making frameworks
- Coordination and communication plan.
- Methods for managing and mobilizing resources (financial, logistical, human, emergency kits)
- Recommendations note for operationalizing the plan and training the teams.
- Training modules on emergency preparedness and response in the Moroccan context,
- Final presentation of feedback.
All deliverables must be submitted in French and within the specified deadlines (indicated in the final schedule).
7. Duration and indicative timetable:
The consultancy is expected to last 40 working days, spread over a period of 7 to 11 weeks (to be specified later). A detailed schedule will be defined jointly with MdM at the start of the mission.
8. Supervision and coordination arrangements:
The consultant will work under the direct supervision of Doctors of the World, in close coordination with members of the PROSAM consortium and the other consortia VM2 and Entreculturas. Regular progress meetings will be held to ensure alignment with project expectations.
9. Consultant Profile:
- University degree at least at master’s level in public health, humanitarian action, risk management, social sciences or other relevant field.
- Proven experience (at least 5 years) in the design and implementation of emergency response frameworks and/or multi-sectoral contingency plans.
- Excellent knowledge of humanitarian coordination approaches and crisis response mechanisms.
- Experience working with NGOs, consortia and institutional actors.
- Key skills in facilitating complex multi-stakeholder processes and translating strategic frameworks into operational tools.
- Teaching skills and experience in facilitating training sessions.
- Excellent analytical, writing, and participatory facilitation skills
- Work experience in a Moroccan and/or regional (MENA) context is an asset.
- Experience on projects funded by the European Union is an asset.
