CONTEXT
The Haiti Program operates in a particularly dynamic environment, marked by security constraints, access challenges, logistical disruptions, and constantly evolving medical needs. To ensure continuous support for patients and medical teams, we are seeking an experienced Supply Coordinator to lead and strengthen our Supply function.
This position offers a unique opportunity to shape supply chain operations within a complex humanitarian context, ensuring that medical projects have the necessary products and services in the right place at the right time. Based on the validated job profile, this role combines strategic leadership, operational oversight, and team management in support of MSF’s medical activities.
As Supply Coordinator, you will lead the program’s Supply function, define and implement the supply chain strategy, and ensure the availability of quality products, equipment and services for all operations.
You will oversee needs planning, procurement, import, storage, and distribution activities, while contributing to program development and emergency preparedness. Working closely with coordination teams, project teams, and regional stakeholders, you will ensure that supply systems remain responsive, agile, and efficient in a rapidly changing environment.
MAIN RESPONSIBILITIES
Strategic Leadership
- Actively participate in annual project planning and budget preparation.
- Contribute to emergency preparedness and response strategies from a supply chain perspective, particularly in terms of HR implementation, procurement strategies, and simplified procedures.
- Translate the identified operational needs into objectives, priorities and necessary resources.
- Define, implement, and review the program’s supply chain strategy in collaboration with the coordination team, in accordance with operational needs and MSF policies and protocols.
Supply chain management
- Oversee and monitor all procurement processes, including needs planning, purchasing, import and export activities, warehousing, and distribution.
- Ensure the efficient use of procurement tools and propose improvements when necessary
- Ensuring the continuity and stability of supply activities, both in routine operations and during emergency interventions
- Conduct regular supply chain assessments, including at project sites, and identify necessary adjustments to improve performance
Risk management
- Anticipating risks and vulnerabilities in the supply chain
- Define and implement mitigation plans in collaboration with relevant specialists, including the Finance and Legal teams.
- Ensure proactive management of factors that could affect business continuity
Stakeholder and Partnership Management
- Validate the use of suppliers, carriers, freight forwarders and other service providers related to Supply activities.
- Represent MSF to authorities, external partners and other NGOs
- Acting as a focal point for intersectional procurement initiatives, including pooling, integration and merger projects
- Participate in the drafting and revision of Memoranda of Understanding (MoUs) and Service Level Agreements (SLAs)
Team management
- Ensure the application of MSF’s HR policies and processes within the Supply department.
- Oversee recruitment, onboarding, training, task allocation, performance monitoring and staff development.
- Ensure that teams have the appropriate staffing and skills to achieve operational objectives.
- To promote effective communication and collaboration within the program.
Performance, data and quality
- Analyze supply chain performance using reports and key performance indicators (KPIs)
- Proactively collaborate with key stakeholders to identify corrective and preventive actions.
- Ensuring the quality, accuracy and availability of Supply-related data
- Maintain and optimize supply chain guidelines and standard operating procedures (SOPs).
REQUIREMENTS
Education & Experience
- Degree in transport economics, supply chain, logistics, engineering, business management or other related field, or equivalent experience
- Minimum 3 years of international experience in humanitarian program supply chain management with MSF or another international NGO
- Minimum 2 years as a manager of a team of more than 5 people
- International MSF experience is an asset
- Experience in volatile or highly insecure environments is an asset

CONDITIONS
- Start date: As soon as possible
- Location: Port-au-Prince (Haiti)
- Contract type: Fixed-term contract – full-time
- Contract duration: 12 months
- Mobility: up to 30% in MSF projects
- Salary according to MSF salary scales
- Contractual and salary conditions will be established in accordance with the official place of residence of the selected candidate and the applicable MSF salary scales.
