The Opportunity
The Finance Officer – Partners Support is responsible for providing financial management support to the organization’s partners and ensuring compliance with internal policies, procedures, and external regulatory requirements. The Finance Officer will work closely with the Program Finance and partners’ Finance Team members to strengthen the partners’ financial management systems and build their capacity to manage finances effectively.
Key Responsibilities
- Financial Management System: Develop and maintain the financial management system for the organization’s partners, ensuring compliance with internal policies, procedures, and external regulatory requirements.
- Financial reporting: Review financial reports on a regular basis to support partners in
monitoring their financial performance, providing insights and recommendations as required. Prepare partners’ working files and GLACOS for monthly posting to the FMS. Update and maintain the financial information of partners and put into the filing system for GLACOS data entry for monthly partners expenses.
- Partners Cash Flow, Fund Reconciliation & Fund Transfer: To update and maintain monitoring sheet for partners’ change requests. To update and maintain the tracking sheet of partners’ fund transfers. Follow up for fund transfers process to partners and to ensure the receiving of fund receipt vouchers as well as documentation for ICR costs. Closely monitor the partner fund balance.
- Budget management: Provide technical support to partners in the development and management of budgets, ensuring that expenses are within budget and any variances are addressed in a timely manner. Responsible for partner’s budget checking, provide feedback as required. Support supervisor in creating budget template and report template.
- Financial analysis: responsible for conducting financial analysis to support decision-making regarding partner support and the organization’s financial performance. To provide the clear information for partners’ performance.
- Capacity strengthening: Build the financial management capacity of partners through
training, mentoring, and coaching, supporting them to manage their finances effectively and efficiently. Closely monitor the partners’ Finance team performance and report to the supervisor if any support is needed.
- Compliance: Ensure partners comply with all relevant internal policies, procedures, and external regulatory requirements, providing guidance and support as required.
- Risk management: Support partners to develop and implement risk management systems and processes, ensuring they have adequate financial controls in place to mitigate financial risks.
- Process improvement: Identify and implement process improvements to increase efficiency and effectiveness in financial management support to partners.
- Cross Team Collaboration : Monitoring and updating the award trackers and provide data to the Award Manager as requested. Closely collaborate with the Supply Chain Coordinator for parnters’ assest management, procurement plan etc.
- Other Tasks . To ensure the final supporting documents, financial reports and updated partners’ policies are saved to the cloud-based server. Assist Finance Manager preparation of reports for partner portion. Any other tasks assigned by the Supervisor and Finance Manager.
Child Safeguarding Responsibilities:
- Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.
